Angola launches $6bn agriculture expansion

Angola, one of the world’s fastest-growing economies, has launched an PS:ambitious plan to exploit both its fertile soils and high global food prices to attract $6bn (€4.3bn, £3.4bn) in agriculture investments over the next five years.

As it emerges from one of Africa’s most protracted civil wars, Angola’s abundant oil and diamonds have attracted febrile interest from foreign investors. Yet the talks under way with several private-sector farming giants are subject to a host of obstacles, ranging from clogged ports and red tape to corruption fears and competing claims to land rights.

With arable land of 35m hectares – an area the size of Germany – Angola used to feed its own people as well as satisfy world demand for coffee, sisal, bananas and sugar before the outbreak of a conflict that raged for nearly three decades.

Today it imports more than half its food and only 10 per cent of productive land is cultivated. Keen to diversify the economy away from the oil that has brought rollercoaster expansion since a 2002 peace accord and reduce dependence on foreign food, the government is in the early stages of discussions with leading agriculture investors from Portugal, Brazil, Spain, Canada, the US and Argentina, Joaquím Duarte Gomes, head of planning at the agriculture ministry, told the Financial Times.

“World food prices have jumped,” he said in a recent interview. “Angola can make food for the region and the world.”

Lonrho, the London-listed Africa conglomerate, is seeking finance for a 20,000 ha agriculture project in Angola as part of an “aggressive” strategy to acquire 10 times that area of productive land across the continent, said Dave Lenigas, executive chairman.

Chiquita Brands, the Ohio-based banana giant, arrived in March, confirming a growing trend by western food companies to switch operations to Africa to circumvent European Union tariffs on imports from elsewhere. In August, the Angolan state news agency quoted Beijing’s ambassador to Luanda saying China was considering ways to boost rice production in the southern African country where it has already signed a multi-billion dollar oil-for-infrastructure deal.

Some two-thirds of Angolans eke out a living from the land. But agriculture accounts for only 9 per cent of gross domestic product.

The $6bn target by 2013 – compared with total non-oil foreign direct investment of $924m last year – is ambitious. Business people in Luanda complain of graft and labyrinthine bureaucracy. It takes 119 days to set up a company, according to the World Bank, more than double the regional average.

The agricultural investment drive faces controversy, after a warning from the United Nations of the risk of “neo-colonialism” as food importers scramble to secure farmland overseas. Incidents of forced expropriations in diamond areas highlight the perils of a programme that will seek to secure – for outside investors – vast tracts of land to which the state, tribal leaders and Angolans displaced in the war all claim rights.

PS: I do hope that local Angolan people will take up the main share. Before the war I have read that many Angolan people were well-established farmers, they had agricultural LOCAL ANGOLAN fares, there was no need for foreigners to come and reap the profits, almost alll the farms have become expropriated during socialsm and (industrial) farmers driven away by war and harsh policies...it was all MADE IN ANGOLA!! Hope the government will keep this considered.

Amboim produz 15 mil toneladas de abacaxi por ano

A fonte frisou que a produção do abacaxi em grande escala no Amboim iniciou em 1996, com a multiplicação de duas mil e 300 plantas em viveiro.

Em 2003, atingiu-se cinco milhões de plantas numa área de 500 hectares, o que permitiu o fomento do cultivo do abacaxi em outros municípios, como os da Kibala e Cela, através da distribuição à famílias camponesas.

Sumbe - Cerca de 570 mil hectares de terras aráveis estão a ser preparados para o cultivo de milho e feijão na presente campanha agrícola, na comuna de Ganja, município da Conda, na província do Kwanza Sul.

O facto foi anunciado quinta-feira naquela localidade pelo Governador do Kwanza Sul, Serafim do Prado, quando procedia à abertura do ano agrícola 2008/2009.

O Governante fez saber que, para o sucesso da campanha, foram distribuídas 340 toneladas de sementes de milho, 60 toneladas de feijão, 50 toneladas de amendoim, bem como 100 mil enxadas, 70 catanas e 40 animais para tracção.

Serafim de Prado disse ainda que parte das terras disponíveis para o cultivo será desbravada pela empresa de mecanização agrícola , para facilitar que os camponeses cultivem maiores extensões e tenham uma boa colheita agrícola.

Mais de 40 mil famílias recebem inputs agrícolas

Kuito – Pelo menos quarenta e três mil e 423 famílias camponesas do município de Kamacupa, situado a 82 quilómetros a leste do Kuito, província do Bié, irão receber inputs agrícolas, para a próxima campanha agrícola, que arranca este mês nesta região.

Realçou também que constam ainda 20 mil enxadas europeias, cinco mil enxadas tradicionais, uma quantidade não determinada de limas, catanas e machados, assim como gado de tracção animal.

Leonardo César assegurou que a maior parte dos inputs agrícolas já estão concentrados naquela localidade, aguardando apenas pelo início da sua distribuição às famílias seleccionadas.

Disse que as famílias camponesas do município de Kamacupa dedicam-se ao cultivo de milho, feijão, mandioca, arroz, amendoim, batata-rena e doce, entre outros produtos do campo.

He said that rural families in the municipality of Kamacupa dedicated to the cultivation of maize, beans, cassava, rice, peanut, sweet potato-and reindeer, among other products in the field.

Olá,

Sou brasileira e tenho interesse em cooperação agrícola com angolanos que tenham interesse no fornecimento de sementes de arvores nativas africanas.

Tenho várias sementes de arvores tropicais brasileiras e poderíamos realizar uma troca desses produtos, ou ainda poderiam me vender sementes de espécies nativas africanas.

Desde já agradeço a atenção.

Dont like the $6 billion plan at all. What you had pre-war was peasant Angolan farmers and increasingly richer white commercial farmers. This will just be the re-establishment of that order.
What you need is medium size Angolan-owned farms, they need to look at Ivory Coast in the 60s.

popa1980, before the war you had droves of local farmers that were Angolan people and that would have contributed with MADE IN ANGOLA products BY ANGOLAN PEOPLE ...your ignorance is just megalonomic when it comes to Angola...it was even better than Ivory Coast in the 60´s. Moreover, Angola produced a much broader variety of food and all kinds of farming products (from cattle to farming...everything ...I read al ot about it and seen so many pictures on the net) it was much better than Ivory Coast ever was because those producst were owned by Angolan people as oppsed to the Ivory Coast were foreigners (mostly Lebanese and French people) owned the plantations.

Take Namibia that country doesn´t has to go begging for capitalist conglomeartes when the work is done by local Namibian farmers.

the 6 bn dollar plan is WHOLLY different, it looks like some FOREIGN non-Angolan companies are taking the profit (on par with what is happening allover Central America where capitalist anglophone (mostly American ) companies are exploiting the soils and people of those countries....all the profits leave the countries back to the States, UK or Spain. That´s my fear that this could happen to Angola too...that´s why I said that they should look at made in Angola prodcuct by ANGOLAN COMAPNIES AND ANGOLAN farmers and keep out those conglomerates that will only suck Angola dry and tranfer all their profits back home. If we keep the hideous injustices out of the system: In SA, Namibia and pre-crisis Zimbabwe, food was made by the locals no need for European or American companies reaping the profits...money stays in either SA, Namibia or Zimbabwe.

Investimento no sector agrícola transforma povoação do Kulango em zona verde

Mercado angolano ganha novos produtos alimentares

O mercado angolano conta, desde o último final de semana, com 12 novos produtos alimentares, num investimento de 35 milhões de dólares norte-americanos, financiados pela Caixa de Segurança Social das Forças Armadas Angolanas (FAA).

Trata-se de goiabadas, polpa de tomate, doce de pêra, tomate pelado, pêra em calda, refrigentes de laranja, manga, ananás, maracujá, com e sem gás, (da marca "Laranjinha"), assim como o refrigerante "Cola Angola" e a água tónica "cool", todos fabricados no município da Humpata, 22 quilómetros a sudoeste do Lubango.

Falando à imprensa, no acto de lançamento do produto, o director geral da Caixa de Segunrança Social das FAA, general João Luís Neto, disse que este é um projecto que foi concebido pelas Forças Armadas para ampliar e diversificar a dieta alimentar dos militares e foi escolhido o município da Humpata para implementá-lo.

O general lembrou que o projecto iniciou com a abertura da fazenda "Nossa Terra", em 2005, com 320 hectares, onde estão plantadas mais de 249 mil laranjeiras, tendo-se sentido a necessidade de se absorver a produção local.

O oficial superior das FAA frisou que os resultados satisfazem plenamente os investimentos feitos, garantindo que dentro de quatro ou cinco anos o valor aplicado será reembolsado, para que futuramente se possa colher lucros.

Adiantou que, numa primeira fase, a produção da fábrica será dirigida as Forças Armadas e, se o mercado exigir, também servirá à população.

Já o administrador do grupo "A Nossa Terra Agro-industrial - Sociedade Anónima", Evaristo Macedo, anunciou que uma outra fazenda de 140 hectares está a ser preparada desde Abril deste ano na localidade de Tchangarala, município da Humpata.

Avançou, por outro lado, que no primeiro trimestre de 2009 será inaugurada uma outra fábrica de concentrado de tomate, com objectivo de absorver a produção dos agricultores da Huíla e Namibe.

Associação de jovens empresários prevê ultrapassar resultados da época agrícola 2007/08

Bailundo - O núcleo dinamizador da Associação dos Jovens Empresários do município do Bailundo, província do Huambo, prevê durante a época agrícola 2008/09 ultrapassar os resultados da colheita obtida em 2007/08, disse hoje o seu presidente, Jonas Ngambole Saúndia.

Em declarações à Angop, o responsável referiu que na época agrícola 2007/08, a fazenda da Associação de Jovens Empresários do Bailundo produziu seis toneladas de milho, uma de feijão e 16 de amendoim, quantidades que poderão ser triplicadas com a entrada em funcionamento de dois tractores, oferecidas pelo Ministério da Agricultura.

Jonas Saúndi, que não precisou os hectares de terra preparados, salientou que a associação recebeu da agência de desenvolvimento da província Microform-II, da direcção provincial da agricultura e da administração local, quantidades não especificadas de sementes de hortícolas, juntas de bois para tracção animal, fertilizantes e outros meios agrícolas.

Criada em 2005, a Associação de Jovens Empresários do município do Bailundo desenvolve actividades que visam a formação nos domínios empresarial, com destaque para o comércio e a agricultura.

Leonardo César disse que para o êxito da campanha agrícola 2008/2009, a Mecanagro vai distribuir, em breve, aos camponeses agrupados e isolados daquela localidade 400 toneladas de adubo do tipo 12-24-12, 150 toneladas sulfato de amónio e 100 toneladas de ureia.

Serão ainda distribuídas, segundo o responsável, 150 toneladas de sementes de milho, 50 toneladas de arroz, cinco toneladas de amendoim e três de feijão-frade, 20 mil enxadas europeias, cinco mil enxadas tradicionais, uma quantidade não determinada de limas, catanas e machados, assim como gado de tracção animal.

O responsável informou que a campanha poderá abranger naquela circunscrição 43 mil e 423 famílias camponesas, dos quais 21 mil estão inseridas no Programa de Desenvolvimento Agrário, enquanto 22 mil e 423 estão enquadrados no projecto "Fomento Agrário".

Os camponeses do município de Kamacupa dedicam-se ao cultivo de milho, feijão, mandioca arroz, amendoim, batata rena e doce, assim como hortícolas diversas.

Perímetro irrigado da Matala prevê colher mais de três mil toneladas de batata rena

Matala - Mais de três mil toneladas de batata-rena serão colhidas, a partir de Janeiro do 2009, no perímetro irrigado da Matala, província da Huíla, soube hoje a Angop.

Segundo o director da Estação de Desenvolvimento Agrário local, Lucas Félix, pelo menos 187.2 hectares já receberam as sementes, prevendo-se colher 18 toneladas por hectar, perfazendo um total de 3. 369. 06 toneladas do produto.

Itália vai doar nove milhões de dólares para o sector social e agrícola

Luanda – O embaixador italiano em Angola, Torquato Cardilli, garantiu quinta-feira, em Luanda, que o seu país vai doar, a partir do inicio do próximo ano, meios e equipamentos avaliados em nove milhões de dólares para os sectores da saúde, agricultura e saneamento básico.

A informação foi avançada durante uma conferência de imprensa, que serviu para divulgar as actividades da VIII Semana da Língua e Cultura Italiana no Mundo, que vai decorrer em Luanda, de 21 a 26 de Outubro, sob o lema “O italiano na praça”.

Segundo o diplomata, o ramo da saúde será beneficiado com equipamento e instrumentos de laboratórios de análises clínicas, enquanto que para a área de saneamento básico o governo italiano vai fornecer camiões de limpeza e recolha de lixo, para operarem na cidade de Luanda.

Na área da agricultura, prosseguiu o embaixador, a doação será canalizada para o ramo da zootecnia, com vista a garantir maior desenvolvimento deste sector, vocacionado para o estudo, controlo da reprodução, aprimoramento genético e nutrição de animais criados com fins comerciais.

Nos últimos dez anos, o governo italiano aplicou em Angola 250 milhões de dólares em diferentes áreas de desenvolvimento, como educação, saúde, formação profissional e desminagem.

Governo procura melhoria das condições das populações rurais

Kuito – A secretária do Estado para o Desenvolvimento Rural, Filomena Delgado, reafirmou quinta-feira na comuna do Ringoma, município de Kamacupa, que o Governo Central está a trabalhar para melhorar as condições sociais das populações que vivem nas áreas rurais.

A governante prestou estas declarações no acto que marcou as comemorações dos dias mundiais da Alimentação, assinalado
quinta-feira e, da Mulher Rural comemorado quarta-feira.

Filomena Delgado disse que o executivo angolano está preocupado com a melhoria das condições sociais das famílias de baixa renda e fundamentalmente para as que residem nas áreas rurais.

Realçou a elaboração de várias acções que visam a mudança da situação social dos mesmos, sobretudo no combate à fome e miséria no seio das comunidades nos próximos tempos.

Estas acções, segundo ela, consistem em desenvolver projectos ligados aos programas da produção agrícola, assistência sanitária, ensino escolar, fornecimento de energia e água, actividades desportivas, entre outras.

“Anos atrás quando visitamos pela primeira a vez a comuna do Ringoma, as populações apresentavam um rosto bastante triste caracterizado com a pobreza acentuada, mais com a implementação de alguns programas de impacto social gizados pelo Governo, hoje o cenário já é diferente”, sublinhou.

Afirmou ainda que a situação social das famílias rurais poderá ainda melhorar cada vez mais, pelo facto do Presidente da Republica, José Eduardo dos Santos, ter criado recentemente no novo Governo, a Secretaria do Estado para o Desenvolvimento Rural para traçar políticas destas comunidades.

Neste momento, segundo Filomena Delgado, o programa de desenvolvimento rural está a abranger duas comunas do município de Kamacupa, nomeadamente Ringoma e Umpulo, e prevê-se estender nos próximos tempos a outras municipalidades.

Aleixo Candambo, administrador municipal de Kamacupa, enalteceu a iniciativa do governo pela implementação do programa de desenvolvimento rural que, de acordo com ele, paulatinamente está a mudar as condições das populações daquela localidade.

Cooperativa agro-pecuária vai produzir três toneladas de mel

Ecunha – A cooperativa agro-pecuária do município de Ecunha, 42 quilómetros a noroeste da cidade do Huambo, começa a produzir, a partir de Março de 2009, três toneladas de mel/mês, visando aumentar a oferta do produto na região.

A informação foi prestada hoje (sexta-feira) à Angop pelo responsável da ONG “Marquês Vale Flor”, Nuno Santos, instituição que está a dinamizar o funcionamento da cooperativa.

Segundo afirmou, estão já armazenadas no município quantidades, que não precisou, de equipamentos destinados à produção, extracção e comercialização do mel.

Disse também estar em curso um ciclo de formação de apicultores junto das comunidades do município, uma acção que já contemplou 37 novos produtores e poderá atingir, até ao fim deste ano, 143 pessoas ligadas ao grémio.

A produção e extracção de mel em grande escala a nível do município de Ecunha serão feitas, numa primeira fase, nas aldeias de Cambia, Tchiculo, Longonga, Caluanga, Tchicheia e na sede municipal.

Agricultura de Luanda assegura instrumentos de trabalho para camponeses

Luanda – A Direcção Provincial da Agricultura de Luanda do Instituto de Desenvolvimento Agrário (IDA) cobre actualmente 80 porcento das necessidades em instrumentos de trabalho dos camponeses luandenses, garantiu hoje (sexta-feira), na capital angolana, a directora da instituição, Georgina Caley da Paz.

Em declarações à Angop, à margem da abertura oficial da campanha agrícola 2008/2009, em Luanda, que decorreu no município de Cacuaco, a responsável do IDA disse que a direcção provincial do Instituto de Desenvolvimento Agrário trabalha para superar as dificuldades dos agricultores organizados em cooperativas, associações e dos produtores isolados.

A engenheira agrónoma adiantou que “tão logo a direcção provincial do IDA supra a carência interna de técnicos e registe os agricultores familiares, as insuficiências de sementes, fertilizantes, enxadas, catanas, limas, foices e outros bens de cultivo, a cintura verde de Luanda será melhor servida em inputs e insumos agrícolas”.

Aquela responsável salientou que por estarem organizadas e identificadas, as cooperativas agro-pecuárias e associações de camponeses beneficiam mais de instrumentos de trabalho da instituição, tendo por isso aconselhado os agricultores individuais a se dirigem para as estruturas do IDA para obter inputs agrícolas.

Georgina da Paz afirmou que a abertura da campanha agrícola 2008/2009 representa a criação, pelos órgãos estatais, de condições de trabalho para os camponeses e nas áreas de cultivo, visando o aumento da produção e o combate a fome e a pobreza.

O acto de abertura da presente campanha agrícola, na província de Luanda, foi presidido pela ministra sem pasta e governadora da provincial, Francisca do Espírito Santo, numa sessão antecedida pela entrega de tractores (oito), bicicletas, diversas quantidades de sementes, fertilizantes e enxadas. Os beneficiários foram as cooperativas agro-pecuárias dos bairros Ludy I, Ludy II e do Muzondo, município de Cacuaco.

Ao cerimónia foi presenciada pelo ministro da Agricultura, Afonso Pedro Canga, pela directora nacional da Família e Promoção da Mulher, Maria Soledad, e por directores provinciais, responsáveis e técnicos da Direcção Provincial da Agricultura de Luanda e da administração municipal de Cacuaco.

"

It stressed that responsibility for being organized and identified, the agro-farming cooperatives and associations of farmers benefit more from the working tools of the institution, and therefore advised farmers to turn to individual structures of the IDA for agricultural inputs.

Georgina Peace said that the opening of the 2008/2009 agricultural campaign is the creation by state agencies, working conditions for peasants and in the areas of culture, aiming at increasing the production and the combat against hunger and poverty.

The act of opening of this season in the province of Luanda, was chaired by Minister without Portfolio and the provincial governor, Francisca of the Holy Spirit, in a session preceded by the delivery of tractors (eight), bicycles, various quantities of seeds, fertilizers and hoes. The beneficiaries were the cooperative agricultural or farming districts of Ludy I, II and Ludy's Muzondo, municipality of Cacuaco.

At the ceremony was presenciada by Minister of Agriculture, Afonso Pedro Canga, the national director of Family and Promotion of Women, Maria Soledad, and by provincial directors, managers and technicians of the Provincial Directorate of Agriculture of Luanda and the municipal administration of Cacuaco.

Am I the only one who is pissed off by Popa1980? He has the time to write all this trash which he could use to look for something more constructive from his cozy home in England. Really I can neither make head nor tail of him. show me ONE single psoitive news item or project on any African thread that has been posted by Popa1980...but you will find many responses by means of which he voices his own inner poison and maybe suppresed frustration! And as always he knows everything better ...he even quarrels with people that are Angolan or have lived in Angola for many years (we´ve seen it all) .....or with me who has passed quite a time of his life in Ivory Coast. It ´s unbelievable. Anyway, I will levae him talking to himself and concentrate on what really counts. Moreover, he is a very anti-foreign (I would even feel tempted to use the R-word) pointing to black Europeans that are presuemably excluded from top positions (although there are many who have made it big even in my own friendship circle, children of my parents friends) but cannot stand it when a white African or a Lebanese owns a farm in Africa where he or gets the job of a mayor or he/she produces wealth...
Popa1980, why do you think that Obasanjo (former president from Nigeria) invited the white Zim farmers? out of an "inferiority complex" towards white people or what, in your eyes??? No, no, no , no and no
