Palembang: The Heart of Srivijaya (Part 7)
PALEMBANG
According to a study in Chinese and Arabic, Sriwijaya is consists of Palembang, Bangka and Jambi since the 7th century (680 AD). It also ruled the Malay areas, Jambi and the east Peninsular Malaysia since the year 775. In the 11th century, the area was ruled by Raja Dinasti Salendra, which in the 11th to 13th century ruled most of South East Asia. Palembang is the most important port during the Majapahit Malay reign. In 1392, a Palembang prince named Parameswara, in his quest to stop Jawa’s attack on Bangka and Palembang, has moved to Singapore. In Singapore, he was attacked by Siam, and moved to Muar, and thus resided and developed a new reign in Malacca in 1400. In facing the enemy and craving death they have not their equal among nations" (Nilakanta Sastri 1949: 88-89). This is the way Chau Ju Kua describes the position of the ruler in Sriwijaya, the most important ancient kingdom in Sumatra, of which the capital was located near present-day Palembang, although Jambi was perhaps also capital of this kingdom for a period (Wolters 1967: 22, 1970: 96; Bronson and Wisseman 1976). In a mixture of fantasy and fact he gives more details about the power which Sriwijaya exercised over foreign shipping. "This country, lying in the ocean and controlling the straits through which the foreigners' sea and land traffic in either direction must pass, in olden times used an iron chain as a barrier to keep the pirates of other countries in check. It could be kept up or lowered by a cunning device. If a merchant ship arrived it was lowered. After a number of years of peace, during which there has been no use for it, it has been removed and (now) lies coiled upon the shore. The natives reverence it like a Buddha, and vessels coming there sacrifice to it. When rubbed with oil it shines like new. Crocodiles do not dare pass over it to do mischief. If a merchant ship passes by without entering, their boats go forth to make a combined attack, and all are ready to die (in the attempt). This is the reason why this country is a great shipping centre." (Nilakanta Sastri 1949: 90). The influence of Sriwijaya was extremely far-reaching and it had its peak in the thirteenth century. At a certain time it was what is termed a binodal state consisting of the city of Sriwijaya in the south on the Straits of Malacca and Kedah in the north (Wheatley 1961: 300). As it owed its origins to a trading empire, the capital had an important function as entrepôt. The aim of Sriwijaya was to establish a monopoly and it established a hegemony over Jambi, Lampung, the littoral of the Malay Peninsula, and the isthmus of Kra. Its importance can also be deduced from the fact that it sent ambassadors to China and maintained cloisters in South India (Wheatley 1961: 139). The ruler owned ships. Ruler and the aristocracy were engaged in trade and taxed the transit trade; as well as holding the staple rights. This meant that passing traders and ships were forced to sell their goods there. The trade commodities included tin, gold, ivory, spices, fine sorts of timber, and camphor (Schnitger 1939: 2). War and piracy contributed to the means of livelihood (Burger 1975: 3, 8). However, these activities also had a shadow side. In 1025, namely, the mighty Cola state of South India attacked Sriwijaya (Vlekke 1965: 41). The capital of Sriwijaya was not just a capital and commercial city, it also functioned as a cultural centre. In AD 671 there were already more than a thousand Buddhist monks there (Nilakanta Sastri 1949: 30). Unfortunately very little is known about the morphological structure of Sriwijaya. The reason for this is that most of the buildings were made of perishable materials, little of which has survived. The city, most probably the palace area, was surrounded by a brick wall. The ordinary population lived either outside the confines of the wall, or on rafts moored to the banks of the river (Nilakanta Sastri 1949: 38). The hinterland of the city was sparsely populated and was scarcely cultivated (McGee 1967: 32). Sriwijaya probably evolved in the seventh century. At the end of the thirteenth century war broke out with East Java and Sriwijaya was forced to surrender some of its power. In the fourteenth century it even became a Javanese vassal. In the wake of an insurrection, it was punished by a Javanese fleet but, for the most part, the Javanese left the kingdom to its fate. Burger thinks that the Chinese then assumed power (Burger 1975: 11). A Chinese leader, who had roamed the seas for years, seized power and around 1400 the petty state was little more than a pirates' lair, with a capital called Kien-Kiang (Krom 1931: 412). The decline of Sriwijaya can be largely attributed to its pursuance of exclusive trade policy. This engendered rivalry and conflict. The advent of Islam caused the final eclipse of this Hindu kingdom. Many left the capital and very few traders still came there (Nilakanta Sastri 1949: 101). Nas The name Palembang is perhaps derived from the word limbang. This means panning for alluvial gold and, according to Van Rijn van Alkemade, during the latter half of the nineteenth century people still dived for gold in the Musi. However, the quantities found did not amount to much (Van Rijn van Alkemade 1883: 66). A more mythically-tinged account of the origin of the name runs as follows: When emissaries were sent from the great kingdom of Majapahit to establish a colony on the East Coast of Sumatra, it happened that the ship in which the passage was being made, sank near the mouth of the Musi. All that remained, a coconut (the ship had a cargo of coconuts), had to be used to reach the goal, so the coconut was cleft into two halves. These two halves were used as vessels, and the four people saved, who were brothers, took their places in them two by two. So they sailed up the river, lurching (limbang-limbang) through the rippling of the water, and finally they reached a place, which they dubbed Palimbang, which people corrupted to Palembang (Van Rijn van Alkemade 1883: 66). One can build up a picture of the city and its inhabitants several centuries after it had degenerated into the haunt of pirates, from the impressions of the Europeans who visited Palembang in the course of last century. Just as it was in the recent past, Old Palembang was also built partly on piles and partly on rafts of bamboo and wood floating alongside the banks of the Musi. Besides these there were a few brick buildings, including the kraton and the royal graves. Transport was principally carried out by boat and De Kock thought that the river was too wide to be spanned by a bridge (De Kock 1846: 281). The built up area was situated on Ilir, the north bank. Here the remains of the old kraton are to be found, next to which a new brick built kraton with an alun-alun was constructed in 1780 (Van Sevenhoven 1823: 45). Behind the kraton stands a brick mosque dating from 1740, the architecture of which shows Western influences. Later on European districts developed in this part of the city. More downstream are a number of royal cemeteries, which also use brick. Upstream, on the north bank of the river near Bukit Seguntang, is another old cemetery (Van Sevenhoven 1823: 45; Sturler 1843: 184-190). During the colonial period Palembang was divided into kampung, which all had names but which were also numbered. The Chinese, the Malays, and other foreigners mainly lived on rakit. These were not inhabited by either Palembang people themselves, or by Arabs. Initially the Dutch were accommodated in floating homes, which Van Rijn van Alkemade thought were nicely appointed and provided a dwelling that was both pleasant and cool (Van Rijn van Alkemade 1883: 67). The Arabs had a separate district but the other foreigners mainly lived among the other inhabitants. Van Sevenhoven said that the Chinese were forbidden to live ashore. The reason given for this was that the ruler feared the danger should this population group settle permanently and was to expand even more. As it was, whenever danger threatened, their rafts could be easily set alight. Later, however, the Chinese were able to establish a camp ashore, but on the south bank, where there were many richly appointed brick houses to be found during the colonial period (Van Sevenhoven 1823: 56). Here, by the way, once stood the small Dutch fort, which was conquered by a ruse by the sultan of Palembang in 1811, whereafter its inhabitants were massacred (De Kock 1846: 327). As already mentioned, many Chinese lived on rakit. The floating homes of the wealthy among them mainly consisted of three parts: a front house, used as shop and warehouse; a rear section on a separate raft which contained kitchen and living quarters; and between them a raft which served as a sort of courtyard. It was also possible to come across floating bathrooms. The renovation of the rafts, after they had begun to rot, was achieved in stages, taking out the old bamboo and replacing this with new (Van Rijn van Alkemade 1883: 68). Commerce was carried out in the Chinese shops and also in small boats. Wholesale trade was dominated by Chinese and Arabs. When the Dutch arrived in Palembang they found no markets. Van Sevenhoven (1823: 62-67) thought that the population of Palembang could be divided principally into the nobility (the priyayi) and the commoners, between whom there was a large gap. The ruler or sultan was elevated far above the nobility over whom he exercised fairly arbitrary authority. The group itself was formed of people of aristocratic descent or by those who had been raised to it by royal decree. The nobility were subdivided into pangeran, which was not a hereditary title and could only be awarded by the ruler himself; raden, the children of two pangeran; and mas-agus for the sons from a marriage between a pangeran and a commoner woman. The ordinary people were subdivided into three classes, namely the ki-mas, i.e., the sons of a marriage between the wife or daughter of a mas-agus with an ordinary man and the ki-agus, the sons of lower-ranking officials (mantri) and raden, the last-mentioned being married to a woman from the common people. The rest, the ordinary people, were divided into orang-miji, orang-fenan (servants, craftsmen, and soldiers who worked for the nobility), and debt-slaves and slaves (craftsmen and servants who did not work for the aristocracy). Besides these should also be mentioned the clergy and the officials who, it is true, formed a separate group but not a separate class. They came from the class just mentioned and were appointed or installed by the ruler. The various classes and ranks enjoyed specific rights and duties. The gap between the ruler and the aristocracy, on the one hand, and the people, on the other hand, was great, but all the same it should not be overestimated. The aristocracy was directly related to the ordinary people, which can be seen in the fine distinctions in rank which have been mentioned above. This gap and the unity can be symbolized by the Indonesian waringin tree. As the waringin rises out of the ground, once it is firmly established it then sends out aerial roots downwards, this is exactly the way a rulership establishes itself on the humble respect of the masses, with whom it seeks and is given a genealogical tie (Van Mook 1926: 368). On the south bank of the Musi, a few kilometres downstream, lies the oil harbour of Palembang: called, like the part of the city in which it is located, Plaju. This is where the Batavian Petroleum Company, which took over the already existing oil exploitation in 1907 and built a refinery, established itself. The oil is transported from three oil fields situated in the near vicinity: Muara Enim, Toman, and Baju Lencir. It produced petrol, kerosene, motor oil, and lubricant. Nearly one-fifth of all production of the Batavian Petroleum Company took place here. In 1912, the Standard Oil Company of New Jersey began its operations and set up a refinery in conjunction with the Netherlands Colonial Petroleum Company at Sungai Gerong on the opposite bank of the Komering. In 1922 Blink mentions that a large collection of factory buildings, tanks, and chimneys, connected to each other by pipes, rails, and electric cables, was to be seen at Plaju. He thought it the very picture of industry (Blink 1922: 173). Although logically it is part of the city of Palembang, Plaju can easily be characterized as a company town. It is a Western industrial enclave in an Indonesian setting, which had little direct influence on the city of Palembang itself. Both oil companies employed a large number of Western members of staff, engineers, geologists, doctors, and other employees. Yang terlihat hanyalah selusin kuburan tua yang dibongkar paksa oleh para penghuni di dalamnya. Mahkluk-mahkluk alam kubur ini serentak bangkit pada malam Halloween. Begitulah suasana Halloween Black Night Buble Party 2008 yang dihelat oleh Dejavu Entreprise Jumat malam lalu. Bertempat di Center Stage Novotel Palembang, kerinduan para penggemar Halloween Party dituntaskan dalam sebuah event spektakuler dan aksi spinning DJ, DJ Alice Norin, ikon baru lady DJ Indonesia. Penampilan DJ Alice yang memainkan genre trance ini patut diacungi jempol karena mampu membuat crowd di CS malam itu bergoyang penuh semangat. Sepanjang penampilannya selama dua jam lebih, DJ Alice tak henti-hentinya membakar crowd. Membuat ‘hantu’ para clubbers turun menyemut di depan deck. Party malam itu dibuka dengan aksi ‘Gothic Ritual Dancing’ oleh para sexy dancer. Tampil atraktif mereka mampu membuat para clubbers turn on. Tensi para clubbers turun sejenak oleh Theaterical ‘Halloween Flashback’ yang bercerita bagaimana awal mula malam keramat ini menjadi pesta para hantu. Berbeda dengan party sejenis, Halloween Black Night Buble Party dikemas sebagai party yang utuh. Dari satu segmen acara ke segmen acara yang lain berlangsung kontinyu. Itulah sebab ketika malam beranjak ke dini hari tak satu pun clubbers sadar DJ Alice sudah berada diantara para sexy dancer di atas stage. Diiringi dengan firework effect dan Bubble Machine, ia menuntaskan puncak perhelatan Halloween Black Night Buble Party. DJ Alice langsung menghentak crowd dengan musik bertempo cepat. Monday, 03 November 2008 Di Griya Agung PALEMBANG – Untuk kesekian kalinya, Palembang menjadi tuan rumah even bertaraf nasional. Mulai hari ini (3/11) hingga 6 November mendatang, Palembang dipercaya menjadi penyelenggara konferensi studi-studi Islam atau Annual Conference on Islamic Studies (ACIS) VIII. Pembukaan akan berlangsung di Griya Agung, malam ini sekitar pukul 19.00 WIB oleh Gubernur Sumsel. Renananya, akan hadir Menteri Agama (Menag) RI Mafthuh Basyuni yang tiba di bandara SMB II bersama rombongan, sekitar pukul 15.30 WIB. Acara ACIS VIII tahun 2008 sendiri akan digelar di hotel Horison Palembang. Sekitar 96 pemakala akan mempresentasikan 250 judul makalah. Mereka adalah peneliti dan pengurus Perguruan Tinggi Islam seluruh Indonesia. “Dimana makalah itu nantinya nantinya akan diterbitkan dalam bentuk buku,” jelas pembantu rektor I IAIN Raden Fatah, Prof M Sirozi PhD, beberapa waktu lalu. Penyelenggaraan ACIS VIII dalam rangka memperingati satu abad kebangkitan nasional. Direncanakan, hadir 529 perguruan tinggi Islam se – Indonesia. Empat tema utama yang dibawa dalam forum ini yaitu, daya dukung IPTEK untuk pengembangan perguruan tinggi agama Islam (PTAI) di Indonesia, peran PTAI dalam perkembangan Hukum dan Politik di Indonesia, peran PTAI dalam perkembangan ekonomi dan perbangkan Islam di Indonesia, serta peran PTAI dalam perkembangan identitas budaya bangsa Indonesia. Dikatakan Sirozi, salah satu pembicara yang rencananya akan hadir Menteri Komunikasi dan Informasi, Prof Dr Muhammad Nuh akan mengambil tema peluang dan penerapan ICT. Tema itu mengupas pengelolaan agama islam dalam langka-langka yang terintegrasi untuk pengembangan kampus agama Islam. “Bahasan mengenai kampus tersebut dilengkapi sarana dan prasarana ilmu komunikasi, data-data akademi menggunakan metode teknologi komunikasi informasi”, jelas Sirozi ACIS VIII sendiri digelar Direktorat Jenderal Pendidikan Islam. Beberapa pembicara yang akan hadir Menkominfo Prof Dr Muhammad Nuh selaku pakar teknologi komunikasi, Rektor Universitas Al-Azhar Indonesia Prof Dr Zuhal, Pengamat Politik Dr Fachry Ali, MA, Deputi Direktur BI Dr Hj Siti Fajriah, pakar ekonomi Islam UII Yogyakarta Prof Dr Munrohim Misanam, dan Sosiolog Dr Moeslim Abdurrahman. Selain itu juga, sejarawan LIPI Dr Anhar Gonggong, Ketua MK Prof Dr Mahfud MD, Direktur Bank Muamalat Indonesia Riawan Amin, pakar pendidikan Islam amid Fahmi Zarkasyi, hingga Dr Charmaeda dari Islamic Development Bank (IDB) dan Prof Madya Dr Ibrahim Abubakar dari National University of Malaysia. ![]() Pipanisasi Gas Tambah Rp2 M Tuesday, 04 November 2008 PALEMBANG (SINDO) – Pengembangan gas perkotaan di Palembang terus bergulir. Sebab,pemenuhan pipanisasi gas ini dinilai dapat meringankan biaya rumah tangga. Program gas kota ini diperuntukkan bagi 145.970 kepala keluarga (KK) di tujuh kecamatan, yakni 33.740 KK di Seberang Ulu, 14.064 KK di Gandus, 17.869 KK di Seberang Ulu II, 22.730 KK di Ilir Timur I, 29.466 KK di Ilir Barat I,15.186 KK di Ilir Barat II, dan 12.915 KK di Bukit Kecil. Kepala Bidang Koperasi dan UKM pada Dinas Perindustrian, Perdagangan, dan Koperasi (Disperindagkop) Kota Palembang Yohanes Sutanto mengatakan, pengembangan gas perkotaan di Palembang merupakan bantuan pemerintah pusat. Sedangkan pengembangan sarana infrastruktur pendukung, diusulkan pada APBD 2009 senilai Rp2 miliar. Dana tersebut,ujar dia,digunakan untuk pembangunan sarana dan pengembangan sumber daya manusia (SDM) yang dibutuhkan sebagai bentuk kesiapan Pemkot Palembang dan PT SP2J sebagai pengelola.“Dana itu baru diajukan dan dibahas DPRD,” ungkap Yohanes kepada SINDO kemarin. Menurut dia, pengembangan gas perkotaan di Indonesia ditujukan untuk enam daerah, yaitu Surabaya, Blora, Bekasi, Depok, Medan, dan Palembang. Dalam perjalanannya, Kota Palembang dan Bekasi dinilai lebih siap. Palembang sendiri memiliki sumber daya alam berupa gas yang banyak dan telah melakukan gas perkotaan melalui kerja sama dengan PT PGN. Pihaknya masih akan melakukan pertemuan kembali terkait sejumlah jaringan terhadap pengembangan gas perkotaan, termasuk melakukan engeenering desain, dengan melihat kondisi di lapangan berdasarkan tingkat kesulitan, seperti jaringan PDAM,Telkom,PLN yang melintas pada jalur pipanisasi. Persoalan gas,tandas Yohanes, bila dilakukan sembrono dapat mengakibatkan kebocoran dan ledakan.“Sebelum lebih matang, diperlukan pemetaan dahulu,”ucapnya. Hal senada dikatakan Kepala Disperindagkop Palembang Wantjik Badaruddin. Dia berharap seluruh warga Palembang pada 2011 sudah bisa menikmati gas perkotaan. Sebab, pemakaian gas jauh lebih hemat dibandingkan minyak tanah. Bisa dibayangkan,dengan konsumsi minyak tanah, diperkirakan butuh 20–28 liter/bulan. Dengan harga Rp2.500/liter, maka dikeluarkan uang sekitar Rp50.000–Rp70.000. Elpiji butuh Rp70.000–Rp85.000 untuk satu tabung. Sedangkan dengan gas, pemakaian sekitar 20–25 meter kubik. Satu bulan hanya Rp25.640– Rp32.050, dengan harga per meter kubik Rp1.282. Dihubungi terpisah, Ketua Komisi II DPRD Palembang Zuhri Lubis berharap pembenahan infrastruktur gas perkotaan dapat lebih cepat.Untuk itu,dia meminta agar biaya pemasangan tidak dibebankan terlalu tinggi. Desember, Air Minum Siap Saji Uji Coba
Monday, 03 November 2008 PDAM Cover 76% Pelanggan PALEMBANG – Air Minum Siap Saji, sering disebut Zona Air Minum Prima (ZAMP) akhir tahun ini, ditargetkan akan di uji coba di markas besar PDAM Tirta Musi Jl Rambutan. Hingga kini, PDAM telah melakukan tahap finishing, perbaikan pipa distribusi agar tidak terjadi kebocoran. “Seluruh pipa, baik pipa induk maupun jaringan ke rumah warga harus diperbaiki dulu agar air dapat mengalir 24 jam. Jika ada kebocoran, artinya airnya tidak steril,” ungkap Direktur Utama (Dirut) PDAM Tirta Musi, Ir Syaiful DEA, melalui Direktur Tehnik, Ir Stephanus, kepada Sumatera Ekspres kemarin (2/11). Hingga kini, perbaikan pipa telah mencapai 40 persen. Air yang langsung dapat diminum dari keran ini, nantinya, baru dinikmati bagi 150 pelanggan terlebih dahulu. Permasalahan mind set (pola pikir) masyrakat, lanjut Stephanus, perlu pembenahan terlebih dahulu. Selain itu, PDAM masih dipersoalkan masalah gas flour. Bahan untuk mematikan bakteri di dalam air ini, perlu di injek (disuntik) ke seluruh jaringan pipa distribusi ZAMP. “Kita masih kesulitan mencari gas flour dalam ukuran kecil untuk meng-injek pipa. Seperti tabung gas 12 kg itu. Selama ini, yang kita punya hanya gas flour ukuran besar, mencapai 1 ton,’ ujarnya beralasan. Disinggung mengenai total jumlah pelanggan PDAM Tirta Musi, Stephanus menyatakan saat ini telah mencapai angka 127 ribu. Angka tersebut, telah melayani 76 persen warga. Namun, untuk target 80 persen pelanggan terlayani air bersih hingga akhir tahun ini, Stephanus tampak pesimis. Dalam pandanganya, hingga akhir tahun, realisasi pelanggan diperkirakan hanya mencapai 78 persen saja. Kendala dana untuk memasang pipa baru, yang harganya cukup mahal, mencapai lebih dari Rp1 juta, membuat warga sedikit menahan diri. “Seperti di kawasan jalan Kol Burlian, sudah kita pasang pipa induk. Targetnya dapat 1.500 pelanggan. Nyatanya, hingga kini belum terpenuhi. Karena masalah biaya tadi. Artinya bukan PDAM yang tidak mau melayani,’ ujarnya. Namun, dengan pelayanan Air Tirta Sriwijaya (ATS) di Kec Sukarami, yang melayani 8.000 pelanggan atau 3,5 persen, target 80 persen masyarakat kota Palembang mendapatkan layanan air bersih telah tercapai. Disinggung rencana tahun 2009 nanti, PDAM Tirta Musi lanjut Stephanus akan menambah kapasitas IPA (Instalasi Pengolahan Air) di Karang Anyar Gandus. Dari kapasitas 600 liter/detik, akan dijadikan 900 liter/detik. Dengan penambahan kapasitas ini, otomatis PDAM akan menambah pompa air baku, pompa distribusi, perbaikan filter. Dana dibutuhkan mencapai Rp30 M diajukan pada ABPN pusat. Namun, dana ini, include (termasuk) pada pembangunan pipa induk setebal 700 ml sepanjang 7 km menuju Booster (penguat) di Alang Alang Lebar. Adanya pipa tersebut, membuat air dari Karang Anyar akan dipompa ke Booster AAL. Booster di AAL sendiri, akan dibangun tahun 2009, dengan dana mencapai Rp10 M, dari APBD kota. Sedangkan PDAM menyiapkan dana Rp60 M untuk membangun pipa distribusi ke pelanggan. “Jika terbangun, target kita mendapat 20 ribu pelanggan baru. Itu pelanggan dari kawasan AAL, Sukarami dan sebagian Gandus,’ tukasnya.(mg17)

Setelah membangun jaringan baru dan menghimpun pelanggan baru, PDAM Tirta Musi pun menerapkan sistem pembayaran tepat waktu bekerja sama dengan perbankan dan PT Pos Indonesia. ”Jadi, pelanggan bisa memilih hendak membayar tagihan pemakaian air mereka ke mana saja. Sekarang tidak hanya di BRI, tetapi di kantor pos pelanggan juga bisa membayar tagihan PDAM,” ujarnya. Sementara itu, Program Officer for Water and Sanitation World Bank, Sandra Usmani, mengatakan, PDAM Tirta Musi saat ini merupakan PDAM terbaik di Indonesia. Predikat tersebut selayaknya dipertahankan PDAM Tirta Musi dan menjadi contoh bagi 360 PDAM lain di negeri ini yang sebagian besar dalam kondisi relatif kurang baik. Sandra bersama timnya, sengaja datang ke Palembang untuk memproduksi Video Profile PDAM Tirta Musi yang nantinya akan menjadi bahan presentasi pada ”Nusantara Water Expo” di Jakarta, pada Desember 2008. Kota Palembang Terapkan Sistem ”Rain Water”
Setelah berencana menerapkan sistem penampungan air hujan atau rain water management, Pemkot Palembang optimistis bisa mengatasi banjir. ”Dengan sistem tersebut, air hujan dialirkan melalui pipa ke bak penampungan yang tersedia sehingga tidak menimbulkan genangan air,” kata Asisten Pembangunan Kota Palembang A Farhan AS di Palembang, Selasa (4/11). Menurut dia, sistem tersebut diharapkan menjadi salah satu solusi untuk mengatasi banjir. Dia mengatakan, di salah satu kota di Korea Selatan, sejumlah kawasan menjalankan sistem tersebut. Wujudkan Transportasi Berwawasan Lingkungan
(Bangkok, 12 November 2008) Untuk mewujudkan Environmentally Sustainable Transport Project (EST) --Program Transportasi Ramah Lingkungan--di beberapa kota Asia, Walikota Palembang Ir H Eddy Santana Putra, MT menandatangani Deklarasi Kyoto dalam rangkaian acara Better Air Quality (BAQ) 2008 Workshop bertempat di ruang Bangkok Panorama 1, Hotel The Imperial Queens Park, Bangkok,Thailand Rabu, (12/11). Deklarasi Kyoto ini juga bekerjasama dengan United Nations Centre for Regional Development (UNCRD), Kementrian Lingkungan hidup Jepang, dan Clean Air Initiative for Asian Cities (CAI-Asia) –salah satu organisasi untuk program udara bersih di kota-kota Asia--. Selain Kota Palembang, kota lain yang ikut berpartisipasi dalam kegiatan ini yaitu Kota Baguio (Philippines), Bangkok (Thailand), Batam (Indonesia), Cebu (Philippines), Colombo (Sri Lanka), Karachi (Pakistan), Katmandu (Nepal), Makassar (Indonesia), Makati (Philippins), Pune (India), Rajkot (India), dan Surat (India). Dengan diselenggarakannya kegiatan khusus dalam BAQ 2008 Workshop ini kota-kota di Asia yang telah menandatangani Deklarasi Kyoto diharapkan dapat menerapkannya di kota masing-masing khususnya dalam menyikapi isu perubahan iklim. Pihak UNCRD, Kementerian Lingkungan hidup Jepang, dan CAI-Asia juga berharap agar kegiatan ini dapat dilanjutkan ketingkat yang lebih tinggi yaitu Provinsi-provinsi di Negara asia. Bagi Kota Palembang sendiri, wujud Program Transportasi Ramah Lingkungan yang terdapat dalam Deklarasi Kyoto ini dalam implementasinya Pemkot Palembang berharap dapat mengurangi polusi udara dari kendaraan bermotor yang dalam pelaksanaannya harus didukung semua pihak termasuk peran serta masyarakat dan pihak pengusaha/stake Holder.
