Rwanda has recently experienced a drastic increase in air traffic due to tourism and increased economic activity making the existing airport outdated and too close to the expanding urban center. After performing an extensive feasibility study, OZ and its team of consultants have been hired by the Country of Rwanda to design a new international airport South of Kigali across the Nyabarongo River in Bugesera. The proposed airport will increase global connectivity as Rwanda moves from a subsistence agrarian economy to a human resource global economy and support the goal of becoming a technological, financial, communication and transportation hub for the entire African continent. The new site is also adequate for two runways to match the capacity of the largest world airports. Due to its location near the center of sub-Sahara Africa, Rwanda has also been selected to host a central CNS/ATM air control center at Mount Karisimbi.

Bugesera international airport project on course

KIGALI - The Minister of Finance and Economic Planning, James Musoni, has announced that the Bugesera international airport construction project is progressing well.

According to Musoni, a British engineering company, TPS Consult, is working on a detailed design for the new airport to be constructed in Bugesera District, Eastern Province.

TPS is also carrying out the detailed engineering study which will end in June this year, paid for to the tune of Rwf 1.2biliion allocated from the national budget.

“The airport will be constructed through Public Private Partnerships (PPPs) and we are going to invite private investors in it,” Musoni explained.

“If all goes as planned, by 2010 we will be processing the engineering requirements to begin construction”, Musoni said in a telephone interview on Sunday.

The Minister of Infrastructure, Linda Bihire, told The New Times, last week that her ministry, in partnership with the Ministry of Finance, will define the financial mode for the project by June.

In a separate interview from her offices, Bihire said there are some international private companies that have shown interest in the project.

This project is actually "approved" not "under construction". My apologies if I misled anyone.

Rwanda : Bugesera Airport to open in 2015

The new Bugesera International Airport in the pipeline will receive its first flight in 2015.

This was revealed yesterday by Vincent Karega, the Minister of Infrastructure, in an interview with The New Times.

The design works on the new airport are almost complete and the process of mobilizing funds is on course.

“There are high chances that we will get the funds because it is a viable investment,” Karega said.

“The study is 90 percent complete and after incorporating and ICAO comments, the study will soon be 100 percent complete”.

The International Civil Aviation Organization (ICAO) is an agency of the United Nations that regulates affairs of international aviation.

Karega noted that the airport will be developed in two phases, beginning with the terminal and the first runway while the second runway will be added as demand grows.

A British engineering company, TPS Consult, is working on a detailed design for a new airport which remains a pre-requisite before the airport’s actual construction works begin. The airport will, according to government, be constructed through Public Private Partnerships (PPPs).

According to its contract with government, TPS Consult is responsible for coming up with a detailed design work for all the buildings and infrastructure.

It will also draw up details of operational items and equipment that will be required for a fully functional airport.
Last year, the ministry estimated that the first phase of the construction will cost US$350m (Rwf 200bn).

The airport is designed to handle 450 passengers per peak hour and over 1 million annually during its first phase.
It will have the capacity to handle 15,500 tonnes of cargo annually with eight flight movement per hour during peak hours.

Rwanda: Seeking Investor for $635m International Airport

Rwanda is looking for an investor to fund the construction of Bugesera International Airport.

Minister of infrastructure, Vincent Karega was qouted by local newspaper The New Times saying that the search for partners has began.

Karega said a detailed study and preparation of Bill of Quantities for the next phase of construction will begin when the government identifies a financier.

'It will happen - if all preliminaries (including mobilising of finance and importing equipment) are closed by the end 2011, then from 2012, up to 2015, or 2016, we shall have the airport,' said Karega.

The airport will be located in southeastern Rwanda, in Bugesera District and will be Rwanda's largest International Airport when complete, serving commercial flights destined to and from the greater Kigali metropolitan area. It will also be Rwanda's third international airport and the country's eighth.

Bugesera airport will cost US$635-million and is expected expected to handle 1 million passengers per year.

He told IGIHE in an exclusive interview that Government is in negotiations with CSCEC to determine whether it meets the criteria in taking up the job, “We are currently holding both Technical and Financial negotiations with CSCEC”.

Kamanzi explained that Bugesera airport construction will commence between August and September 2013 and scheduled for completion between 2016 and 2017.

He also said the airport structural plan has been expanded to accommodate more passengers and traffic.

The original project had been estimated at US$650million, “the new cost will be slightly higher than $650M following the project expansion”.

Traffic at Kigali International Aiport grew last year by 30%, and further double-digit increases are projected for the coming years, as RwandAir will add at least 2 more aircraft in 2014, bringing the fleet by then to 9.

Work is currently going on at Kanombe to enlarge the passenger departure lounge and gates spaces to make the transition period until Bugesera comes online in approximately 2016-2017 easier to bear for airlines and passengers.

China Star Construction Co. and China State Construction Engineering Corp. are two different companies.
