PASIR PUTEH: The South Kelantan Development Authority (Kesedar) proposes to develop Stong Hill in Dabong as a rural tourism resort under the Ninth Malaysia Plan.

Kesedar chairman Datuk Ramzi Abdul Rahman said this was among other projects to be implemented from the RM131mil allocated by the Federal Government.

The Kelantan government had given its nod to develop Stong Hill, he told reporters after handing out study loan cash advances to 169 students from the National Higher Learning Education Fund Corporation here recently.

Each student received RM1,500.

Ramzi, who is also Dabong state assemblyman, said Stong Hill had vast potential to be developed as it was rich in flora and fauna species and had the highest and most beautiful waterfalls in South-East Asia. – Bernama

PASIR Mas in Kelantan will soon witness its first major development in the past five years as RM58mil has been allocated by the state to reshape the town centre.

This was one of the promises made by the PAS-led state government during the Pengkalan Pasir by-election last December.

Among the projects coming up are a two-storey dry and wet market, three-storey shophouses, a supermarket, a surau, a new bus and taxi terminal.

State Local Government Commi-ttee chairman Takiyuddin Hassan said the development would be a joint-venture between the Pasir Mas district council and Eastern Biscuit Factory Sdn Bhd, one of the oldest companies in Kelantan.

Takiyuddin said the project was expected to be completed within 36 months. The RM12mil market is scheduled to be completed first.

He said this after the signing of a memorandum of understanding be-tween the council represented by district officer Mohd Fauzi Che Ma-mat and Eastern Biscuit executive director Lim Hoong Sang at the Re-naissance Kota Baru Hotel on Tues-day.

Among those present were the company’s managing director Datuk Tan Kok Hwa and Deputy Mentri Be-sar Datuk Ahmad Yakob.

Eastern Biscuit is the developer of the RM200mil 25-storey Kota Mu-tiara Complex, the tallest commercial building in the east coast. The tower houses Hotel Renaissance and condominiums.

In his speech, Lim said the pro- ject, which sits on 13.06ha in the Pasir Mas town centre, was part of its commitment to contribute to the community as a caring corporate citizen.

“Our company is the oldest, beginning in 1953 as a biscuit manufactu-rer before diversifying into property development,” he said.

KOTA BARU: Kelantan plans to be a developed state five years earlier than the national target of Vision 2020.

State executive councillor Takyuddin Hassan said despite limited support from the Federal Government, Kelantan believed it could achieve developed state status by 2015.

Without specifying how the state could be developed rapidly in less than 10 years, he said the state had good governance that was constantly improving.

Takyuddin, who is state Local Government chairman, also said the state government planned to have several facilities for healthy social activities.

This included the building of modern cineplexes, he told reporters at a buka puasa session with the media here on Friday night.

He said if there was any proposal to build the first modern cineplex in Kelantan, the state government would consider giving its approval.

However, he added, investors for such entertainment products must abide by regulations imposed by the local authorities

“We will never overlook public interest,” he said, adding that two cinema halls here – the Odeon and Lido – had closed due to lack of demand and not because the authorities prevented them from operating.

It is learnt that KB Mall, the town’s main shopping centre, had planned to set up a four-screen cineplex by next year, but negotiations had slowed down because of concerns about the state government’s regulations.

Asked about this, Takiyuddin said he had yet to receive any official proposal concerning the cineplex.

On the upcoming celebration to mark the first year of Kota Baru being declared an Islamic City, he said one of the programmes is a concert by female artistes for a female-only audience.

KOTA BARU: The state government has launched the e-payment and e-complaint system for local government services.

Both online facilities can be accessed at www.kelantan.gov.my.

State Finance Planning Committee chairman Datuk Husam Musa said the facilities showed Kelantan was capable of producing services similar to other states.

He said ratepayers in the state could now settle their local government dues, such as assessment, online besides registering complaints related to local government services.

He promised that the state would respond to queries lodged by ratepayers including issues of poor services.

“Islam calls for the seeking of knowledge and skills. Islam does not espouse a return to the Stone Age but advocates the pursuit of knowledge and skills to better the ummah.”

RM70-Mln Port To Be Built At Kemasin

BACHOK, June 30 (Bernama) -- The federal government has allocated RM70 million for the construction of a fisheries port at Kemasin here.

The port, the second biggest in Kelantan, will benefit more than 400 fishermen in the state, Deputy Finance Minister Datuk Dr Awang Adek Hussin said.

He said the first phase of the project, which would involve widening and deepening of the river estuary would be carried out by a local company.

"The second phase involves the construction of a jetty, a landing centre and a fisheries complex. The project is scheduled for completion end of next year," Dr Awang Adek, who is also Bachok Member of Parliament, told Bernama when met at at a visit by Finance Ministry officers to his constituency here today.

He hoped the state government would expedite the land approval to ensure the project could be completed as scheduled.

Meanwhile, Kelantan Development Council's Fisheries and Agro-based Industry Committee chairman Datuk Dr Ilias Hussin said implementation of the project would create more than 500 employment opportunities for youths in the area.

They include in marketing, fish processing and in downstream industries, he added.

The biggest port in Kelantan is at Tok Bali, Pasir Puteh.

TANAH MERAH, March 8 (Bernama) -- The Agriculture and Agro-based Industry Ministry has allocated RM10 million to upgrade the drainage and irrigation system in Lawang, making it the biggest such project in the Tanah Merah district.

Its minister Datuk Mustapa Mohamed said besides for agriculture purpose, the upgraded system was also to solve the flood problem which had even occurred eight times in a year.

"When this project is fully completed, idle land will also be worked on to grow crops, hence further increasing the farmers' income," he said here today after launching the upgrading project which is expected to be ready by 2010.

"We hope that with the upgraded system, a farmer can increase his padi production to five tonnes a year."

Mustapa also said that his ministry had allocated RM73 million last year and RM37 million this year for drainage and irrigation projects in Kelantan.

JELI: The university and polytech-nics planned for Kelantan will be implemented as scheduled, the global economic crisis notwithstanding, International Trade and Industry Minister Datuk Mustapa Mohamed said.

The RM130mil University Malay-sia Kelantan (UMK) campus project, approved in 2007, is one of 20 universities approved nationwide.

“The Government cannot afford to stop the projects as doing so would affect the educational needs of the people,” he said yesterday, after visiting victims of a fire that razed 11 hou-ses and shoplots at Air Lanas here.

Mustapa, the Jeli MP, added that the UMK complex, to replace the temporary campus in Pangkalan Chepa, would be built on a 232ha land in Tangok, Bachok.

Infrastructure projects in rural areas for roads, village development and flood mitigation will also continue as scheduled. “These projects are important and if there is a need to increase the allocation, the Government will consider it,” said Mustapa.

He said several big projects were also underway, such as the second Sultan Yahya Petra in Kota Baru costing RM150mil and the new Kota Baru-Kuala Terengganu and Jalan Selising-Tok Bok roads.

“They are important to boost economic activities,” he added. A total of 1,500 houses were also being built in Jeli for the poor.

KOTA BAHARU, Sept 14 (Bernama) -- The government has started preparation for the 10th Malaysia Plan (10MP) in Kelantan to enable smooth implementation and ensure that the state would get full benefit from it.

International Trade and Industry Minister Datuk Mustapa Mohamed said although the Ninth Malaysia Plan (9MP) would end in 2010, the early preparation would ensure Kelantan not lagging behind.

"We have to make an early preparation to enable Kelantan to have a head start in the 10MP," he told reporters here Sunday night.

Mustapa, who is also Kelantan Economic Council chairman, said the economy of the country, including that of Kelantan, was resilient despite the global economic downturn.

"As such, we have to stimulate the Kelantan economy by making an early preparation of the 10MP," he added.

Big plans for little railway town

PLANS are in the pipeline to turn Gua Musang, a small railway town about 220km south of Kota Baru, into the second biggest town in Kelantan in an effort to bring in development to the southern part of the state.

Gua Musang has the potential to become a new and busy township bordered by Pahang to the south, Terengganu to the east, and Perak to the west.

Federal Development Department chairman Datuk Mustapa Mohamad, in a recent meeting held in Gua Musang, said Kota Baru, Tumpat, Pasir Mas and other surrounding areas within the northern section of the state were getting congested.

‘‘We need to get people in the northern section of the state to migrate to the southern areas and the only way to do that is to create economic activities.

“I have given this task to South Kelantan Development Board (Kesedar) to come up with a master plan to be included in the Tenth Malaysia Plan.

“I believe that, based on the geographical location of Gua Musang, it can be turned into a progressive and developed town that can rival the capital, Kota Baru,” he added.

Mustapa, who is also the International Trade and Industry Minister, added that the other factor that would help Gua Musang was that it was also the northern gateway to Taman Negara (National Park) which is situated in the southeastern part of the Gua Musang district.

The attractions of the untouched tropical rainforest can generate jobs for the locals and bring in tourist dollars.

The other major attraction in Gua Musang is a Buddhist temple in Pulai which is purportedly 400 years old.

Thousands of people from around the country visit the temple every year .

Mustapa said the 110km Lojing-Cameron Highlands main road linking Ipoh to Gua Musang was also important to attract people from the western regions of the country to either invest in Gua Musang or eke out a living there.

He also said that more efforts needed to be made to improve the basic infrastructure and amenities that could rival those in other busy districts like Kota Baru, Tumpat or Pasir Mas.

Mustapa also said that thousands of people had migrated to Gua Musang during the 80s and 90s after Felda and Felcra opened up thousands of hectares of land to plant palm oil.

However, the second generation of settlers has moved out of the land settlements and every time the commodity prices of palm oil dropped, they had to seek work elsewhere which resulted in the population dwindling.

This lack of economic activities has greatly slowed down development in Gua Musang.

“That will change in the next five years because funds and allocations will be channelled to Gua Musang as soon as the master plan is completed and accepted by the Federal Government,” Mustapa added.

"Kerajaan negeri juga berpuas hati perkembangan MPKB sebagai Bandar Raya Islam sejak dilancarkan pada 2005 apabila lima teras sudah dilaksanakan dengan berkesan," katanya.

Pengerusi Jawatankuasa Pembangunan Insan, Belia, Sukan dan NGO, Haji Abdul Fattah Mahmood ketka menjawab soalan Ustaz Mohammad Awang (PAS - Gual Periuk) katanya, kerajaan negeri melaksanakan program-program yang membawa ke arah kesejahteraan golongan belia.

Katanya, program itu dilaksana dengan kerjasama Jabatan Hal Ehwal Agama Islam Kelantan, Pejabat Setiausaha Kerajaan Negeri dan Yayasan Islam Kelantan .

Sementara itu, Pengerusi Jawatankuasa Pembangunan Usahawan, Perdagangan dan Perpaduan Masyarakat, Dato' Annuar Tan Abdullah berkata, PKINK sedang giat melaksanakan pelbagai projek melalui anak-anak syarikat antaranya pembangunan Ladang Rakyat Lubok Bongor Sdn Bhd seluas 4,575 hektar.

"Selain itu, pembangunan Ladang Kuala Balah seluas 1,851 hektar, Ladang Nenggiri (4,048 hektar), pembinaan kilang kelapa sawit di ladang tapis, Jeli, Ladang Rakyat Lubok Bongor seluas 8,393 hektar.

"Pembangunan tanah orang kampung di Lubok Bongor seluas 34 hektar dan penanaman kelapa sawit seluas 80 hektar di kampung tersebut," katanya menjawab soalan Haji Abdul Fatah Haron (PAS - Bukit Tuku) pada persidangan Dun hari ini.

Pengerusi Jawatankuasa Pembangunan Islam, Pendidikan dan Dakwah, Dato' Mohd Amar Abdullah berkata, kerajaan negeri memberi sumbangan secara berkala kepada pengurusan pondok swasta.

Menjawab soalan Ustaz Abdul Latif Abdul Rahman (PAS - Mengkebang) katanya, kerajaan sentiasa memantau perjalanan pondok-pondok milik persendirian di Kelantan.

"Mat Rempit always make their mothers worry. When untoward incidents happen involving them, it's pitiful to see their mothers, wives and children crying," said the PAS spiritual leader.

"We build a special circuit for them to let go their feelings and show off their prowess and heroics," he added when winding up the debate on the 2008 additional budget at the state assembly sitting, here Tuesday.

Nik Aziz said the decision to build the circuit was based on the recommendation of the state's senior police officers so that the Mat Rempit would not use public roads as their racing tracks.

"The nurturing and moulding of Mat Rempit into good human capital would be done gradually.

"If young people want to show their prowess, there must be a suitable place for them to do so, and at the same time we inject advice and prayer into their motor riding activities," he said.

Earlier, Kelantan Deputy Menteri Besar Datuk Ahmad Yakob said the state government would look into the proposal by opposition leader Datuk Alwi Che Ahmad (BN-Kok Lanas) that a special zone be created for agriculture to increase food production, especially rice.

He said the state government also planned to discuss with Agriculture and Agro-based Industry Minister Datuk Mustapa Mohamed on strengthening cooperation with the federal government in developing the agriculture sector in Kelantan.

The motion on the 2008 additional budget was passed after it received unanimous support from the assembly.

PAS has 38 seats in the state assembly, Barisan Nasional six and Parti Keadilan Rakyat (PKR) one.

The assembly sitting was adjourned until Wednesday.

Tumpat temple to get Thai royal award



KOTA BARU: Wat Pikulthong in Tumpat is set to be the first Buddhist temple in Malaysia to be honoured with the prestigious Royal Kathin award from Thailand's King Bhumibol Adulyadej.

The award, comprising the royal Kathin robes and RM50,000 in donations, will be presented to the temple by Thailand's former Foreign Affairs Minister Dr Tej Bunnag during a two-day ceremony beginning tomorrow.

Thai Consul-General Surapon Petch-Vra said yesterday that the award, which was part of the Buddhist merit-making ritual, was the first to be conferred on a Malaysian Buddhist temple.

It is usually given to ordained monks at Buddhist temples throughout Thailand and abroad.

Petch-Vra said Kelantan Menteri Besar Datuk Nik Abdul Aziz Nik Mat and Agriculture and Agro-based Industry Minister Datuk Mustapa Mohamed were expected to attend the ceremony.

"This is a significant ceremony and it reflects the close and long-standing relationship between Thailand and Kelantan.

"The participation of high-level officials from Kelantan in the ceremony signifies the tolerance adopted by the state and the Malaysian government towards the many faiths and religions.

"We expect around 10,000 people from Thailand, Malaysia and Singapore at the ceremony as this will be followed by the Loy Krathong festival on Wednesday evening."

He said the ceremony was held at the end of the Buddhist Lent period or after the three-month rainy season retreat. Thai Buddhists believe that the Kathin ceremony is the most noteworthy form of merit-making apart from the ordination of a close kin.

"This tradition has long been a part of Thai culture. Once in a lifetime, Thai Buddhists look forward to an opportunity to sponsor or at least take part in the annual Kathin ceremony to redeem merit for themselves," explained Petch-Vra.

To be eligible, the chosen temple must have at least five monks in residence and only those residing during the entire Buddhist Lent period are entitled to receive the royal robes and donations.

The word "Kathin" literally means the "embroidered frame" used in the sewing of the yellow robes.

In the old days, making the robe involved a long and arduous process as the fabric comprised rags collected from dead bodies since cloth was in short supply then and had to be handwoven from cotton.

KOTA BHARU: Kerajaan Kelantan akan memperkenalkan Tandas Mesra bertaraf empat bintang, di semua jajahan seluruh negeri dalam usaha meningkatkan kebersihan menjelang 2010.

Pengerusi Jawatankuasa Kerajaan Tempatan, Kebudayaan dan Pelancongan negeri, Datuk Takiyuddin Hassan, berkata sebagai perintis, konsep tandas itu diperkenalkan di Laman Buluh Kubu, Kota Bharu, sebelum dikembangkan ke jajahan lain.

Katanya, konsep tandas hotel bertaraf empat bintang ini menyediakan pelbagai kemudahan termasuk untuk orang kurang upaya (OKU) bagi memastikan pengguna terutama pelancong, berpuas hati dengan tandas di negeri ini.

"Sehingga kini, saya masih tidak berpuas hati dengan tahap kebersihan tandas negeri ini dan yakin pengenalan konsep tandas empat bintang ini, keadaan tandas awam mampu dipertingkatkan.

"Konsep tandas empat bintang ini tidak akan tertumpu di Kota Bharu saja, malah akan dibangunkan di semua jajahan, bagi mencerminkan Kelantan mengutamakan kebersihan tandas," katanya.

Beliau memberitahu pemberita pada Majlis Pelancaran Tandas Mesra di Laman Buluh Kubu, dekat sini, semalam. Hadir sama, Yang Dipertua Majlis Perbandaran Kota Bharu (MPKB), Mohd Fauzi Che Mamat.

Tandas Mesra bertaraf empat bintang itu dengan kos RM200,000 disumbangkan oleh Kementerian Pelancongan menerusi Majlis Tindakan Pelancongan Negeri (MTPN) Kelantan dan diserahkan kepada MPKB awal tahun ini.

Pengguna dikenakan bayaran 50 sen untuk sekali perkhidmatan dan antara kemudahan disediakan ialah tisu, sabun serta syampu seperti ada dalam tandas hotel bertaraf empat bintang.

Di samping itu, pengguna juga boleh mandi menggunakan tandas mesra berkenaan dengan bayaran RM2 dan tambahan RM1 untuk kemudahan sabun, syampu dan tuala.

Takiyuddin berkata, dalam usaha memastikan tandas di negeri ini sentiasa bersih terutama di premis perniagaan, satu operasi kebersihan tandas di premis berkenaan akan dilaksanakan pertengahan bulan depan.

Katanya, selain tandas awam, kerajaan negeri juga ingin memastikan tandas di premis perniagaan sentiasa diberikan perhatian kerana pelancong turut mengunjungi tempat berkenaan.

"Melalui operasi bulan depan itu, kerajaan negeri ingin memastikan tandas di premis berkenaan sentiasa bersih dan jika didapati kotor, denda akan dikenakan iaitu antara RM500 hingga RM1,000," katanya.

Beliau berkata, bagi merealisasikan Kelantan bersih menjelang tahun depan, pengguna yang membuang sampah di Laman Buluh Kubu yang juga dikenali dengan zon bersih, akan dikenakan saman maksimum RM500.

"Saman ini bukannya hendak menjana pendapatan MPKB atau kerajaan negeri, tetapi ia lebih kepada mendidik masyarakat supaya sentiasa peka kepada kebersihan kawasan sekitar," katanya.

KOTA BHARU 18 Mac - Seimbas pandang dari luaran, Masjid Lama Mulong, terletak hampir 10 kilometer dari bandar ini hanyalah sebuah masjid biasa yang kecil dan sudah dimamah usia serta mungkin menunggu masa untuk roboh.

Namun tidak ramai yang menyedari, masjid yang tidak lagi diwartakan untuk solat Jumaat itu disenaraikan sebagai Bangunan Warisan Negara, satu monumen yang akan terus dipulihara untuk kegunaan dan tatapan generasi akan datang.

Pesuruhjaya Jabatan Warisan Negara, Datin Paduka Zuraina Majid baru-baru ini mengumumkan ia adalah antara 11 bangunan bersejarah di seluruh negara yang diberi tumpuan untuk baik pulih sepanjang tahun ini.

Projek ini telah bermula sejak 23 Oktober 2008 dan ia dijangka siap sepenuhnya Mei depan. Setelah sekian lama dalam keadaan agak terabai, tindakan proaktif ini memberi jaminan ia akan berkekalan.

Sebenarnya masjid kayu yang didirikan tanpa paku selain sambungan tanggam dan pasak pada era 50-an itu, mengetengahkan keunikan warisan silam seni bina Melayu Kelantan yang kini amat jarang dapat disaksikan.

Walaupun reka bentuk binaannya agak ringkas, ciri-cirinya biasa kedapatan di istana dan kediaman golongan bangsawan di negeri ini pada masa silam yang menonjolkan kepakaran tukangnya.

Ia boleh dilihat pada struktur keseluruhan bangunan, pada bahagian dinding, pintu, tiang dan ruang atap walaupun bahagian yang berukir hampir tiada.

Asalnya daripada bahan binaan istana di Balairung Seri Raja Dewa di bandar ini yang dibangunkan pada awal 1900, dirombak dan dibina semula sebagai masjid di bahu jalan atas tanah wakaf Abdul Rahman Ismail dan dikenali sebagai Masjid Ar-Rahman.

Penduduk kampung berpakat menghulurkan derma untuk menyiapkannya dan masjid seluas 23 kaki kali 55 kaki yang boleh memuatkan lebih 100 jemaah mula digunakan pada penghujung 1958.

Menurut pengurus tapak projek pemuliharaan itu, Hamdan Hassan, masjid lama ini unik kerana antara lainnya ia dibina tanpa tiang seri atau tiang tengah.

"Binaan ini dahulunya adalah sebuah balairung istana. Sebab itu ia dibina tanpa tiang tengah. Strukturnya dikukuhkan dengan 16 batang tiang di sekeliling masjid," katanya kepada Utusan Malaysia.

Dari sudut kejuruteraan moden, binaan tanpa tiang tengah dibimbangi tidak tahan lama tetapi kepakaran generasi awal dahulu dalam bidang pertukangan membuktikan sebaliknya.

Hamdan berkata, masjid ini juga berlainan dengan binaan tradisional Kelantan yang lain dengan lantainya tidak disokong oleh 'rasuk panjang'.

''Apa yang ada hanyalah rasuk melintang dan lantai disokong oleh 32 kayu penyokong berbentuk kaki cermin.

"Biasanya sebuah rumah tidak memerlukan kayu penyokong atau 'tongkat' yang sebegitu banyak. Tetapi ketiadaan 'rasuk panjang' menyebabkan perlunya kepada bilangan tongkat sedemikian," kata Hamdan lagi.

Projek pemuliharaan binaan berusia lebih 100 tahun ini melibatkan proses mencerap kayu, mengikis lapisan cat pada tiang, dinding dalam dan luar, panel janda berhias, jejala dan motif serta menukar bata asbestos bumbung kepada batu jenis singgora Thailand.

Pemuliharaan masjid ini juga mencatat sejarah apabila ia melibatkan peralihan masjid dari tapaknya yang asal berikutan masalah berkaitan keluasan tanah wakaf yang sebenar.

"Kami gerakkan masjid ini ke depan sejauh 21 kaki ke sisi kanan sebanyak 11 kaki dengan menggunakan kaedah chain-lock.

''Secara berhati-hati juga, kaki-kaki tiang masjid diangkat naik ke atas dan dilapik dengan batang besi paip untuk menggerakkannya," jelas Hassan.

Hamdan berkata, persiapan untuk proses pergerakan tersebut memakan masa selama lapan hari dan dua hari diperlukan untuk menariknya.

Semasa pekerja mengikis cat yang telah disapu oleh orang sebelumnya ke atas panel 'janda berhias' atau dinding asal balairung, mereka terjumpa ukiran awal berbentuk bunga atas kepingan-kepingan panel tersebut.

"Ukiran bunga ini akan dikekalkan agar sejarah asal balairung tidak hilang," kata Hamdan.

Ciri uniknya diperkukuhkan dengan sisip angin berukir geometrik bagi memudahkan pengaliran udara yang menyejukkan ruang dalaman dan buah guntong pada siling menggantikan tiang.

Mengambil kira terjahan maklumat yang semakin pantas, kerajaan Kelantan menyediakan wifi bagi membolehkan orang ramai mengakses maklumat dengan kos rendah.

Permodalan Kelantan Berhad (PKB) dengan kerjasama sebuah syarikat swasta kini menyediakan perkhidmatan wifi city di bandar Kota Bharu sejak dua bulan lalu.

Kadar bayaran hanya RM29 sebulan iaitu lebih rendah berbanding perkhidmatan serupa dibekal oleh syarikat telekomunikasi lain.

Pengerusi Jawatankuasa Penerangan, Pembangunan Maklumat, Sains dan Teknologi negeri Dr Mohamad Fadzli Hassan berkata, sehingga kini sebanyak 38 alat penerima maklumat internet �dipasang di Kota Bharu �bagi memudahkan orang ramai melayarinya internet 24 jam.

Menurutnya dengan adanya kemudahan wifi city ia memberi peluang kepada rakyat mendapar maklumat terkini mengenai isu-isu semasa dengan lebih tepat dan cepat.

Beliau berkata demikian ketika ditemui selepas program bersama anggota Exco di Radio (Suara) MPKB-BRI, baru-baru ini.

Katanya, kerajaan negeri juga bercadang memperluaskannya perkhidmatan wifi ke bandar-bandar lain di Kelantan.

Pelancaran wifi city dilakukan Menteri Besar, Tuan Guru Dato' Nik Abdul Aziz Nik Mat pada 26 Mac lalu di KB Mall.

"Melaluinya internet orang ramai dapat mengetahui isu politik, melayari pelbagai blog. Kita boleh pilih laman web dan dapat membuat penilaian sendiri," ujarnya.��������

Mengenai Pengajaran dan Pembelajaraan Sains dan Matematik dalam bahasa Inggeris (PPSMI) �beliau berkata, terbukti pelaksanaannya menemui kegagalan.

"Mengapa kita harus promosi bahasa asing dalam mempelajari�Matematik dan Sains sedangkan di Thailand dan Jepun mereka menggunakan bahasa ibunda," katanya. - mj_

Kelantan Bandar WiFi Dua Tahun Lagi

KOTA BAHARU, 30 April (Bernama) -- Kelantan akan muncul sebagai "bandar WiFi" apabila kerajaan negeri melaksanakan sepenuhnya perkhidmatan Internet jalur lebar itu di seluruh negeri tidak lama lagi.

Pengerusi Jawatankuasa Penerangan, Pembangunan Maklumat, Sains dan Teknologi Negeri Dr Mohamed Fadzil Hassan berkata dua agensi kerajaan negeri, Permodalan Kelantan Berhad (PKB) dan Perbadanan Menteri Besar Kelantan (PMBK), sedang melaksanakan projek itu dengan usaha sama syarikat swasta dalam menyediakan peralatan bagi kemudahan itu.

"Sebanyak 38 lokasi dikenal pasti oleh syarikat telekomunikasi yang mengendalikan perkhidmatan itu di beberapa bandar utama negeri ini terutama di bandar Kota Baharu," katanya kepada pemberita pada majlis penyampaian bantuan peralatan multimedia kepada tujuh wakil agensi dan sekolah di sini, Khamis.

Mohamed Fadzli berkata adalah dijangkakan semua bandar utama di negeri itu akan dapat menikmati kemudahan WiFi 24 jam dalam tempoh dua tahun lagi," katanya.

Katanya kerajaan negeri sedang mewujudkan pusat latihan multimedia bagi melahirkan rakyat berpengetahuan dalam bidang itu.

Timbang semula pembatalan projek pasar
KOTA BHARU 18 Jun - Kerajaan Pas Kelantan meminta Kementerian Pelancongan supaya menimbang semula keputusannya membatalkan pelaksanaan projek pembinaan pasar moden di Zon Pelancongan Rantau Panjang.

Pengerusi Jawatankuasa Kerajaan Tempatan, Pelancongan dan Kebudayaan negeri, Datuk Takiyuddin Hassan berkata, surat arahan pembatalan serta-merta daripada Ketua Setiausaha Kementerian Pelancongan itu diterima oleh Majlis Daerah Pasir Mas (MDPM) minggu lalu.

Menurut beliau, langkah tanpa sebarang alasan itu bertentangan dengan kenyataan menterinya, Datuk Seri Azalina Othman Said kelmarin bahawa sebarang peruntukan kepada negeri-negeri di bawah pembangkang tidak akan disekat.

''Saya mohon supaya kerajaan menimbang balik pembatalan ini kerana segala proses awal termasuk reka bentuk dan penyerahan tanah kepada Kerajaan Pusat telah siap semuanya, kini hanya menunggu untuk pembukaan tender,'' katanya di sini hari ini.

Takiyuddin menarik perhatian, kira-kira dua tahun lalu, Kementerian Pelancongan telah meminta sebidang tanah di Zon Pelancongan itu bagi membina pasar dengan kos RM8 juta.

''Kerajaan negeri telah menyerahkan tapak yang sepatutnya dibangunkan oleh Perbadanan Kemajuan Iktisad Negeri Kelantan dan MDPM. Pasar itu mempunyai ciri-ciri Pasar Siti Khadijah di sini.

''Tidak timbul isu sama ada kerajaan negeri mampu membinanya atau tidak kerana setiap perkara berkaitan pembangunan pelancongan merupakan tanggungjawab bersama Kerajaan Pusat yang terkandung dalam senarai bersama," katanya.

Government Spends RM12 Million Develop Manik Urai

GUA MUSANG, Aug 30(Bernama) -- The government has spent RM12 million to implement several projects for the benefit of the people living in the Manik Urai constituency as promised in the July 14 by-election.

Kelantan Umno chief Datuk Mustapa Mohamed said the implementation of projects proved that the Barisan Nasional government was serious in providing what was promised.

He said from the allocation, RM3.5 million was to repair schools, RM2 million to repair and build new houses for the poor and another RM4 million on building roads in the constituency.

Mustapa said, the balance of RM7.9 million was channeled to government agencies, including the Public Works Department and the Kelantan Federal Development Department.

"We are planning to implement many more facilities in Manik Urai with new applications being forwarded to Prime Minister, Datuk Seri Najib Razak," � he told reporters after having a meeting with Kelantan Selatan Development Authority staff here, Sunday.

He added that the federal government planned to develop Gua Musang as the second biggest town in Kelantan after Kota Bharu, and develop inter connecting roads involving the states of Pahang, Perak and Terengganu as outlined in the East Coast Economic Region (ECER).

Mustapha, who is also the Minister of International Trade and Industry, said the government was focusing on the development of Gua Musang, as it was a strategic area to bring more investors and people from the northern Kelantan.

"The government does not want the people in northern Kelantan to be in poverty, therefore it is better for them to move to Gua Musang," he said.

KOTA BARU: PLANS are in the pipeline to turn Gua Musang, a small railway town about 220km south of Kota Baru, into the second biggest town in Kelantan in an effort to bring in development to the southern part of the state.

Gua Musang has the potential to become a new and busy township bordered by Pahang to the south, Terengganu to the east, and Perak to the west.

Federal Development Department chairman Datuk Mustapa Mohamad, in a recent meeting held in Gua Musang, said Kota Baru, Tumpat, Pasir Mas and other surrounding areas within the northern section of the state were getting congested.

‘‘We need to get people in the northern section of the state to migrate to the southern areas and the only way to do that is to create economic activities.

“I have given this task to South Kelantan Development Board (Kesedar) to come up with a master plan to be included in the Tenth Malaysia Plan.

“I believe that, based on the geographical location of Gua Musang, it can be turned into a progressive and developed town that can rival the capital, Kota Baru,” he added.

Mustapa, who is also the International Trade and Industry Minister, added that the other factor that would help Gua Musang was that it was also the northern gateway to Taman Negara (National Park) which is situated in the southeastern part of the Gua Musang district.
