Workshop on KVAT e-initiatives in Mangalore

A workshop on ‘KVAT e-initiatives’ will be conducted at the Kanara Chamber of Commerce and Industry (KCCI) in Mangalore on February 27.

Addressing presspersons here on Monday, Mohammed Ameen, President of KCCI, said the Karnataka Government has introduced electronically-enabled methods to provide convenient facilities to taxpayers and to bring reforms in the administration of Commercial Taxes Department.

Some of these measures include e-Vardan for new registrations in KVAT, e-Varadi for filing of returns and e-Suvega for the transportation of goods.

Ameen said these measures have substantially reduced personal visits of taxpayers to the offices of Commercial Taxes Department saving valuable time.

He said V.V. Hodlur, Deputy Commissioner of Commercial Taxes, and R.E. Thippeswamy, Assistant Commissioner of Commercial Taxes, will make presentations on KVAT e-initiatives at the workshop.

Undertrials to face judges online from next week

The video-conferencing facility linking the District Court and the District Prison will become operational in a week, nearly three years after it was installed.

The facility will put an end to the hassle of physically producing under-trials, lodged in prison, before the courts concerned.

Use of video conferencing in courts was introduced to prevent the delay in producing of under-trials before courts merely because of non-availability of adequate number of police escorts. Video-conferencing is also considered a safer mode as it minimised the risk of under-trials feeling custody.

Separate rooms have been set up, one in the District Prison and one in the District Court, for the facility. Sessions Court judges and magistrates will hold hearings at a scheduled time in the earmarked room while the prison staff will ensure that under-trials are logged in from the other end.

“This facility will be used for regular hearing of criminal cases and not during trial,” said an official overseeing the functioning of the facility in Mangalore.

Mangalore is one of the district centres where this facility is installed as part of the project to develop prisons. Though the facility was installed in 2010, it remained unused because of technical problems. For some time there was a problem at the District Court end. Then there was a glitch at the prison, which was moved to a new building. “A few weeks ago the glitch was fixed,” said Doddakamaiah, the Superintendent of Mangalore District Prison.

A District Court official said a similar facility was needed at the courts in Puttur, Sullia and Belthangady. “Nearly 50 per cent of the cases are dealt at these courts. It will be a great relief if the facility comes up at these three places,” he said. To this, Mr. Doddakamaiah said a proposal had already been sent to the office of Additional Director General of Prisons in December 2012. “We are yet to hear from our higher ups,” he said.

To ensure transparency in the accounts of Gram Panchayats and make them more accountable, the Rural Development and Panchayat Raj Department has now mandated them to upload gram sabha and ward sabha meeting proceeding in Panchmitra (E-Governance website of government).

“We had received several complaints that the meetings were not happening regularly and it was ineffective. In this regard, with an objective to bring more transparency, we have taken the decision to upload the meeting proceeding,” said Rashmi V Mahesh, Secretary RDPR. This initiative is also expected to bring down the Right to Information (RTI) applications seeking the meeting details, she added. The gram sabha is to enable each and every voter of the village to participate in decision making at local level. And the ward sabhas facilitate participative social audits.

Meanwhile, it is to be noted that the software was not effectively utilised for the past three years and the panchayat details were not uploaded each time.

Recently, the Ministry of Panchayati Raj has advised the state governments and Union Territory Administrations to prepare an annual calendar of gram sabha meetings and to ensure at least four meetings of gram sabha.

It had also advised that in those decision taken related to forest produce, land acquisition, mining & natural resources likely to affect the traditions and way of life of the community, it is necessary to make a full video-and-audio-graphic recording of the meetings.

Parvath Gaud, member of Yelavatti village Panchayat Shirahatti Taluk in Gadag district said that he is yet to receive a written order. He said that he does not know how to upload the data on to the website. However, Rashmi clarified that those who do not know how to upload the details, training would be given by the Department and MIS coordinators at the taluk and district level.

Digitise records of govt lands under local bodies: HC

The High Court on Thursday directed the State Government to instruct all the local bodies to digitise the records of government lands under their jurisdiction.

Hearing a petition by B Lingiah, a resident of Begur, Justice Hulvadi G Ramesh directed the State government to preserve records after digitisation.

“The commissioner for Survey, Settlement and Land Records is present before the Court and he shall report to the government the concern of the court and the anguish of the public at large; to instruct all the local bodies from town municipal corporations up to the Bruhat Bangalore Mahanagara Palike to preserve the records and also get them indexed and scanned,” the court observed.

“Apart from that, records of various lands let out by the local bodies has to be comprehensively preserved and records be built and if possible, the details be provided to the revenue department/ urban development department so that they will consolidate them and take necessary action,” the court said.

The court has also directed the State to report the steps taken in regard to the clearance of encroachment of the forest lands as well as the government land.

The petitioner had moved the High Court over a property litigation. During the hearing of the petition, the court found that land records were missing.

Following a submission by senior counsel Pramila Nesargi, the High Court directed the State to digitise land records.

Practitioners’ Board takes technology route to detect fake doctors

The Karnataka Ayurveda and Unani Practitioners Board has decided to distribute biometric registration certificates to doctors of these systems of medicine in a bid to crack down on quacks. The Board estimates the number of fake doctors in the State at more than one lakh.

The Board, which came into existence in 1965, has so far distributed manual certificates to 33,000 doctors and they will soon get biometric ones. Distributing smart cards with biometric registration will help check the increasing number of fake doctors, say Board officials.

The manual certificates, which had the doctor’s photo affixed, made it easy to duplicate them by replacing the photos. There is a huge racket operating in the State, selling fake certificates at Rs three lakh to Rs five lakh each.

Fingerprints and digital signatures of doctors enrolling themselves with the Board are taken and their marks cards scanned. The doctors’ pictures are taken with the help of the computers. All documents are then barcoded.

The certificates that are then generated will have a unique registration number, hologram, microprint, water mark logo , invisible logo, designed border and 2 D barcode.

Kiran Kumar, Managing Director of the V Works Software, Bangalore, has developed the necessary software, at a cost of Rs five lakh. Doctors can get the barcoded certificates online also, through the website: www.kaupboard.karnataka.gov.in. The barcoded certificates can be got even on mobile phones which have internet connection. This will make it easy to crosscheck for fake ones.

Board chairperson Dr Satyamurthy Bhat told Deccan Herald that they had taken such an initiative for the first time in the country, something that neither the Indian Medical Council nor the Karnataka Medical Council has done. Once the project is over, the Board will start raiding the clinics of fake doctors, he said.

Online doctors’ registry launched

Chief Minister Jagadish Shettar, on Friday, launched the online biometric registration of all the Ayurvedic and Unani doctors in the State, in order to crackdown on unlicensed medical practitioners and quacks.

Shettar said the registration system is a good initiative taken by The Karnataka Ayurveda and Unani Practitioners (KAUP) Board. “This initiative should be extended to other forms of medicine also, which will keep the quacks at bay,” he said.

He added that the government will extend its complete support for the development of the Ayush system of medicine and set up Ayush centres in every hobli and taluk in a phased manner.

The website: www.kaupboard.karnataka.gov.in, will contain details on all the 34,000-odd registered Ayurveda and Unani practitioners, and will include four main security features including a photo of the practitioner, a signature, a thumb impression and a 2D barcode containing a unique registered number.

This will help patients to verify the doctor’s identify using the unique registration number.
According to official figures, there are 29,000 Ayurvedic doctors, 1,500 Unani, 500 Yoga and Naturopathy practioners, over 2,400 practitioners of integrated systems of medicine (both Ayurveda and Allopathy) and four Sidda registered doctors in the State.

BANGALORE: Make sure you have all property documents in order before survey department officials knock on your doors for registration under Urban Property Ownership Record (UPOR) process.

A first in India, the project seeks to streamline the ownership registration of urban properties and will kick off soon in Bangalore. It envisages issuing Property Record (PR) cards to property owners.

The cards will serve as the only authorized ownership record and have everything from the property sketch to its liabilities to its nature and identity of ownership.

Over 20 lakh properties in Bangalore will be covered under this project. The first phase covers 50 wards in Rajmahal Guttahalli, Sanjaynagar, Malleswaram , Vasantnagar, Yeshwantpur , Gayatrinagar, Rajajinagar, Vijayanagar, Jayanagar East, Siddapura and Yediyur. Tendering is under way for surveying and property document verification process.

Survey settlement commissioner V Ponnuraj, also joint secretary to the chief minister, told TOI that the PR card will be a legitimate document based on which buyers can take a decision.

The UPOR will also entail computerization of all details of properties in the city and will go a long way in checking property frauds.

Tushar Girinath, secretary, land and UPOR, said every property owner should possess a PR card, which will instill belief and enhance confidence in conveying procedures like lease or sale.

Bangalore has grown exponentially in the past few decades. With its population surging, villages on the border of the city are being converted into urban spaces. But such properties are the root cause of much confusion. According to a survey, land is at the heart of major disputes in the city. A PR card will provide owners of all properties in the city security and safety by eliminating frauds, Girinath said.

PR cards to be mandatory

Once the UPOR is put in place, no registration process can be done without handing over the PR card pertaining to the property the buyer. '' Sub-registrars will have to facilitate the buyers to take a look at the PR card to have all details about the property, its ownership, exact area of land and liability on the property if any. If the property is in revenue pockets where agricultural land has been used for non-agricultural purpose without obtaining land conversion permission, we will still issue the PR cards. But the remarks section will mention the violation of land usage. If someone is in the process of buying such properties, s/he can get to know more about the property under remarks section . Nothing can be hidden from the buyer,'' said V Ponnuraj, commissioner, survey settlement , and joint secretary to the CM.

To get the PR card, the owner must provide the khata issued by the local body, registration certificate issued by the stamps and registration department and related documents during the draft PR card verification process. Those who do not possess the said documents will have trouble in getting PR.

Get vehicle RC-extract at Bangalore One Centres

The Transport Department will now issue RC-extract of the vehicles at Bangalore One and Karnataka One Centres spread across the city and tier II cities.

The department has entered into an agreement with the Directorate of Electronic Delivery of Citizen Services (EDCS), e-Governance, Department of Personnel and Administrative Reforms.

The department has implemented this service with the technical assistance of National Informatics Centre, Bangalore. This facility is in addition to the facility already available at RTOs offices.

Under this Service, an applicant can visit any Bangalore One or Karnataka One Centre and provide the vehicle number with a prescribed fee of `18. Based on the vehicle number, the staff will issue RC-extracts to the citizens.This service is available at 87 Bangalore One Centres in the city and 38 Karnataka One Centres in nine Gulbarga, Hubli-Dharwad, Mysore, Mangalore, Shimoga and Tumkur. The service is available on all days between 8 am to 8 pm.

Kanaja: Kanaja is an encyclopedic knowledge portal in Kannada, inspired by the Karnataka Knowledge Commission. Encouraging Kannada-speakers to increase their usage of online resources, it was created to compile all the data available in the Kannada language and disseminate knowledge, empowering Karnataka to be a vibrant knowledge society.

RedBus: People in India used to spend a lot of time queuing up for bus and train tickets. Today, Redbus allows people to buy tickets and check bus timetables online, even selecting their seats beforehand. The service, started in Bangalore, covers 4,500 routes across India. RedBus has also built an interface for bus operators to check timetables and number of sales.

mDhil: Timely access to healthcare information can save lives. With this in mind, mDhil set out to create an interactive and fun online portal providing basic health information via mobile phones and the web. The site also maintains a YouTube channel, which has attracted over 5.6 million views to date. on It provides valuable information on sexual health, emotional wellness, cardiac health, fitness, and more. mDhil now regularly reaches more than 30,000 users a day, and the number is only set to grow radically as more users access the Internet.

Sakala: Improved delivery of government services and procurement process are essential to Karnataka's growth. In Kannada, Sakala means 'in-time' or 'good-time'. The Sakala slogan, 'No more delays, we deliver on time' highlights the Karnataka Government's commitment to deliver services on time. With a comprehensive government services portal, Sakala aims to ensure that technology becomes a leveller for all citizens across Karnataka - be it a rural village in Bidar or the IT capital of India.

Send an SMS, apply for new ration card

Udupi, Mar 21: Hassles of waiting in serpentine queue to get ration cards is a thing of the past. Your new ration card is just a message away because as per the new process launched by the Government, the submission of applications for obtaining new ration cards can be done through mobile phones.
As per the directive issued by the Commissioner of the State Department of Food, Civil Supplies and Consumer Affairs, those residing in cities and towns in Karnataka, wishing to apply for ration cards can type a text message ‘RCNEW’ along with the applicant’s full name and send it to 9212357123. The sender will receive an automated text message quoting a token number and security code, which can be used to submit an application at the nearest photo-bio centre.
In rural areas
Applicants from rural areas can submit applications at their respective Gram Panchayat after April 1. However, while doing so a new applicant from rural area has to be accompanied by a permanent ration card holder (with his photo on the ration card) as an introducer while applying for the ration card. Along with this, an electricity bill of the applicant’s dwelling, house tax payment receipt, an address proof of the applicant or his/her family member (Driving license, house title deed, voter ID, Aadhaar card etc) and a mobile phone number belonging to the applicant or his/her family member is required. As this is a permanent service, applicants need not fear about the last date for applying.
Provisional card
However, city or town dwellers with a provisional ration card would have to apply for permanent card within March end. Likewise, provisional card holders from rural areas should apply for permanent cards within April, failing which the provisional cards would be cancelled, informed Deputy Commissioner of Udupi Dr M T Reju.

Check your name in voters’ list online!

Mangalore, Mar 21: To ensure that all the eligible voters exercise their franchise and to create awareness on exercising franchise, under SVEEP (systematic voters education and electoral participation plan), a committee under the chairmanship of Zilla Panchayat CEO has been constituted in the district, said Deputy Commissioner N Prakash.
Speaking to presspersons here on Wednesday, he said that those who have been issued an election photo identity card can verify if their names are found on the voters' list by visiting the website of the Chief Election Officer, Bangalore, on www.ceokarnataka.kar.nic.in
Additional DC Dayanand said that using the EPIC ID card number, one can verify whether their names are found in the voters’ list.
If there was no EPIC ID card number, then one can verify the names by writing the name, father’s name, and constituency name.
Taking note of several complaints from people that their names did not figure in the voters' list in the recently concluded elections to urban local bodies, the DC said mere possessing of EPIC is no guarantee that one can vote in elections. The final voters’ list for Dakshina Kannada district has been published. “People have to verify if their names figure in the latest list.
Voters can also do so at the respective offices of the block level officer, village accountants, taluk offices, offices of the assistant commissioner and Mangalore City Corporation,” he added.
In case the names of voters missing from the list, people can get in touch with the respective offices and seek inclusion of their names using form 6 under the continuous updation of the voters' list.
The citizens can also register their name online in the chief election officer’s website, he said and added that names can be included in the voters’ list till the submission of nominations for the coming Assembly elections.
Zilla Panchayat CEO Dr K N Vijayaprakash said that awareness drive will be held across the districts. A campaign to motivate the citizens especially youth and women will be organised in the district. Handbills will be distributed in colleges, hostels, educational institutions, hospitals, malls, government offices, bus shelters to create awareness among the general public. Stickers with slogans on the need to exercise their franchise will be pasted on the buses and autorickshaws.
Theatres will be asked to show the slide on the need for exercising franchise and enrolling their names in the voters’ list.
The DC said that as all the citizens can not visit the website to verify their names in the voters’ list, a help desk will be started in every gram panchayat, TMCs, town panchayat, tahsildar’s office and Mangalore City Corporation. The official in charge of the help desk will guide the citiznes.
MCC Commissioner Dr Harish was present.

Online voter enrollment a hit in State, claims CEO

The online system of enrolling voters has been a big hit in urban areas, including Bangalore.

The Office of Chief Electoral Officer (OCEO), Karnataka, had received about 1.42 online applications for enrolment to voters’ list till April 7.

Chief Electoral Officer Anil Kumar Jha on Wednesday said people in urban areas, especially in Bangalore, had made good use of the online system of submitting applications (Form 6). As many as 16,449 applications were submitted on April 7, the last day for submitting applications, he said.

Of the total 14,79,184 applications received for fresh enrolment since January this year from across the State, 9,15,223 applications have been accepted.

The remaining are being processed. Steps are being taken to issue electoral photo indentity cards to all newly enrolled voters, Jha added.

The OCEO has received 3,040 complaints, including 165 on violation of the model code of conduct, pertaining to election process.

Of this, about 1,431 have been settled. The OCEO has introduced a system wherein complainants will be informed about the status of their complaints through SMS, he said.

2013-14ರ ಅವಧಿಯಲ್ಲಿ ನಾಗರೀಕರು ಆಸ್ತಿ ತೆರಿಗೆಯನ್ನು ಆನ್ ಲೈನ್ ಮೂಲಕ ಪಾವತಿಸಬಹುದು. ಬಿಬಿಎಂಪಿ ತಾಣಕ್ಕೆ ಭೇಟಿ ಕ್ರೆಡಿಟ್/ ಡೆಬಿಟ್ ಕಾರ್ಡ್ ಬಳಸಿ ಸುಲಭವಾಗಿ ತೆರಿಗೆ ಪಾವತಿಸಬಹುದು ಎಂದು ಆಯುಕ್ತ ಎಚ್ ಸಿದ್ದಯ್ಯ ಹೇಳಿದ್ದಾರೆ.

ಆನ್ ಲೈನ್ ವ್ಯವಸ್ಥೆ ಸಾರ್ವಜನಿಕರಿಗೆ ಲಭ್ಯವಿದ್ದು. ಈ ಸೇವೆ ಉಚಿತವಾಗಿದ್ದು, ತೆರಿಗೆ ಪಾವತಿಸಲು ಯಾವುದೇ ಮೊತ್ತ ಪಾವತಿಸಬೇಕಿಲ್ಲ. ಐಡಿಬಿಐ ಬ್ಯಾಂಕ್ ನ ಹಣಪಾವತಿ ಗೇಟ್ ವೇ ಮೂಲಕ ಸುರಕ್ಷಿತವಾಗಿ ಹಣ ಸಂದಾಯ ಮಾಡಬಹುದು.

ವಾಣಿಜ್ಯ ಕಟ್ಟಡಗಳು ಬಾಕಿ ಉಳಿಸಿಕೊಂಡಿರುವ ತೆರಿಗೆ ವಸೂಲಿ ಮಾಡಿದರೆ ಸಾಕಷ್ಟು ಆದಾಯ ಕ್ರೋಢೀಕರಣ ಆಗುತ್ತದೆ. ಇದರಿಂದ ಅಭಿವೃದ್ಧಿ ಕೆಲಸಗಳಿಗೂ ಹಣ ಸಿಗುತ್ತದೆ. ಯಾವುದೇ ಕಾರಣಕ್ಕೂ ಆಸ್ತಿ ತೆರಿಗೆ ಹೆಚ್ಚಳ ಮಾಡುವುದು ಬೇಡ. ಆದಾಯ ಹೆಚ್ಚಳಕ್ಕೆ ಪರ್ಯಾಯ ಮಾರ್ಗಗಳು ಹೆಚ್ಚಾಗಿ ಇರುವಾಗ ತೆರಿಗೆ ಹೆಚ್ಚಳದ ಕಡೆಗೆ ಒಲವು ತೋರುವುದು ಸರಿಯಲ್ಲ ಎಂದು ವಿಪಕ್ಷಗಳು ಗಲಾಟೆ ನಡೆಸಿದ್ದರಿಂದ ನಾಗರೀಕರು ಹೆಚ್ಚಿನ ಆಸ್ತಿ ತೆರಿಗ್ ಹೊರೆಯಿಂದ ಬಚಾವಾಗಿದ್ದಾರೆ.
