It appears they are putting the second abutment piece back in on the west side this morning.

The entire underground system is included in the 3 billion dollar cost, not just the oculus.

BTW I love the new WFC entrance.

The contractor has to get the job done, no matter how many fixes it has to do. It is included in the contract.

$4billion already, and getting higher. Most of it is being financed by the FTA.

Well, the central piece has been put back, but the northwestern piece is still in place, so I think they just tried out if the central piece will fit, and then put it back to first weld the connections for the northern part. Otherwise, they would have put back both parts again, I guess.

Who pays depends on where the mistake is. Obviously the installation contractors contract says that he has to get the job done, but if parts don't fit because of work done by others, or because the design, he's not going to absorb the additional costs! This is a very complex design, and I'm sure everyone has clauses in their contracts to cover their butts. If every contractor had to pay to repair things that didn't work correctly without being able to charge extra all of the bids would be extremely high to cover the unknowns! That's the very reason that in many cases when you know the contractor's work ethic, you are better off doing the work on a T&M basis instead of having a contract.

Do anybody knows why east side been started from upper portals but west side from this three pieces construction? And when the same pieces will appear at east side?

There's a 5% allowance for extra work on almost any contract. Discrepanses are constantly being held during meetings and, if requested, the PA Construction team begins a procedure to request extra money from Board Committee to pay the extra services.
