Program unggulan janji / bualan yg katanya "gampang" seperti Kampung Deret Ciliwung, Rusun Pasar Rumput & proyek apartemen rakyat lainnya. Gak ada satupun yg terlaksana?
(Mohon koreksi)

@Utomo,

Jakarta Targets Drivers Who Stop to Shop

Jakarta drivers who shop from their vehicles will soon face fines as the city administration continues its efforts to curb both unregulated parking and street vendors, two major causes of traffic congestion in the city.

Jakarta Deputy Governor Basuki Tjahaja Purnama said that many drivers often ignore parking rules and buy food and other items directly from their cars or motorbikes, impeding the flow of traffic.

“When I shop in the Gembrong market to buy toys for my child, I’d much prefer buying as I stop [on the roadside]. Why would I park? It’s hard to find [a parking spot]. It’s human nature,” he said, offering an example.

The city administration is working with police to develop an enforcement plan, which may include tickets, mandatory court appearances and fines of up to Rp 150,000 ($15).

Death of a salesman

Earlier this month, the government called on street vendors to move their operations into the Block G building in Tanah Abang, Central Jakarta, which is now nearing completion.

But some vendors have refused to move, Basuki said, adding that they have complained that the building provided by the government for their relocation is uncomfortable and that its location was not convenient.

Basuki said that their complaints were “just an excuse” to stay on the streets and that they will be required to relocate.

The city administration said the new sanctions against drivers who shop from their vehicles will both rid Jakarta of on-street vendors and their customers.

“It’s easy. We will sanction motorbikes and cars that stop [on the street] to shop. We will make on-street vendors lose their customers,” he said.

Basuki said it was best for the relocation to be finalized before Idul Fitri, expected to start on Aug. 8, when people will be shopping for goods and gifts for the holiday.

“If [the relocation takes place] after Idul Fitri, you [vendors] will not want to come in over claims that there are not that many customers,” he said.

“There had been considerations of letting them go until after Idul Fitri, but I said we cannot let them go as this is the time to push them to come in so that they will still have customers.”

Rented streets

Basuki also noted that another contributing factor to the street vendors’ complaints about moving indoors was that they had already paid private-sector operators a considerable amount of money in order to keep their roadside spaces, even though they are on public land.

“They feel like they have paid for the streets. Some have paid between Rp 12 million and Rp 24 million. There is someone [behind this]. This is just like the mafia. Jakarta’s streets are being rented to the vendors,” he said, as quoted by Merdeka.com.

“We have rules. How can you close down streets and put them up for rent? Everything has its rules.”

Basuki said working on the Tanah Abang area will require patience.

“It is too big. This has been going on for decades, so [we will] go slow. These things need patience,” he said.

For the relocation program, the city administration has allocated Rp 150 billion and will focus on vendors by the streets of Tanah Abang and Jatinegara in East Jakarta and Pasar Minggu in South Jakarta.

“[Even if it takes] a thousand spots, we will buy it. Everyone is encouraged to move in because street vendors have caused traffic,” Basuki said on Friday.

He added that the government will offer a kiosk-renting system for vendors operating on permitted roads using serial numbers, to keep a record of owners. With this system, vendors attempting to earn extra income by renting their space to a third party will see their kiosk confiscated by officers.

Basuki admitted that the government continued to face challenges in finding the right space to relocate the vendors due to land acquisition issues.

“We are facing difficulties because of the policies,” he said.

As such, the government will assign city-owned enterprises the task of finding new locations for the vendors.

Jakarta Governor Joko Widodo has vowed to permanently remove street vendors from public roads and noted that the administration will work with subdistrict offices in the city to find new locations for the vendors.

“We will do this because we want to buy [the locations]. The subdistrict head of Pasar Minggu will find a location for street vendors in Pasar Minggu,” he said, adding that vendors will not be relocated according to their residency but instead by the location where they are currently selling.

“It will be taken care of one by one. Everything will be taken care of. Tanah Abang, Jatinegara as well as other street markets, all of them.”

The governor also said that the government will crack down on several makeshift markets across the city during Ramadan in order to ease traffic.

“It will be managed, including those in Tebet, and others,” Joko said. “Everything will be done. But to do it temporarily would be useless. We want to this permanently so that it will no longer happen.”

No free ride

The city administration, Basuki said, also wants to eradicate on-street parking, which in many parts of the city takes up a majority of the road, reducing the space for other vehicles to pass.

As a first step, the administration will increase on-street parking fees in several locations across the city.

“The point is that in the future, the closer you get to the city center the more [on-street parking] will be prohibited. [On-street] parking should not be allowed, actually. There should not be any parking on the roads at all,” Basuki said.

“To get to this point, on-street parking fees will have to be increased first. Hopefully the DPRD [Regional House of Representatives] will agree to increase on-street parking fees.”

He added: “If this can be achieved, soon enough there will be no more on-street parking. The private sector will develop parking spaces in their buildings.”

@Kevo,
