Not quite. It will be moved to the u/c section when works on the foundation starts, which is much sooner.

Sky City is planned to have about 4x ( 13,087,151 vs 3,331,100 sq ft) the floor space of Burj Khalifa so it's a much larger building.

It has several times bigger floors space, much taller floors, taller observation decks, it's going to be build faster, and it's taller than burj. It's superior in almost every aspect. The only field this tower lose on with the burj is aesthetics. Clearly it's design is dictated purely by the construction technology and hence its not so appealing appearance.

Well, it is a Skycity not a Skyscraper. The people there should live, work and sleep there. They don't care about skylines and I don't really think that this will be build only because of the tourists and the prestige. It has a economical cause and it would be the first building what is build that way so it has also something to do with research. And it will be unbelievable cheap. arround 60 dollars per squaremeter or feet (not sure about that sorry i think squaremeter). This is a very i interesting projekt, for me the most interesting in the world. Peace

I definitely think that they will be able to do it. They already built the massive prefab factories right next door. It's actually kind of brilliant... Those factories get to spit out prefab parts not only for Sky City, but every other tall building they plan to make there.

Then, once construction projects slow down, they get to retool the plants for regular factory work, to employ all the new residents of the tower(s).

It kind of comes across as a plan that's too simple and straightforward to fail.

... And I mean, they're literally trying to build an Arcology. This is history in the making right here... Imagine how much more efficient and less resource intensive life will be on a per resident basis.
