Sakala to add 110 more services

Even as more services are being added to Sakala or the Right to Services scheme, a few of the existing services are being made entirely online, reducing the need for an applicant to even be physically present at the respective government offices.

Shalini Rajneesh, Principal Secretary, Department of Public Administrative Reforms, and Mission Director of Sakala, said here recently that with effect from August 16, 110 more services – including Higher Education, Silk, Library, and Cooperative department among others – will be added to the Sakala portfolio. This will take the total number of services available under Sakala to 375, spread across 21 departments.

“Different universities have different patterns of admission, evaluation. We are training principals, evaluators and Mangalore University staff on the patterns prescribed by us,” she said.

Online advantage

Currently, 31 services are being taken entirely online – the list is available on the website sakala.kar.nic – and includes services under Transport Department, Food and Civil Supplies Department, Commercial Tax, and Home Department among others. Applications ranging from driver’s license, registration of vehicles, police verification, Khata extract, issuance of birth and death certificate, tax forms, and revaluation of marks can all be submitted online.

“The required documents can be scanned online. We have asked Deputy Commissioners to sign MoUs with cyber café owners, or to identify those with computer literacy and include them in Self-Employment Schemes by buying them the computer equipment,” said Ms. Rajneesh. Payment for applications can be made online, she said.

Aadhaar seeding yet to be completed in Tumkur district

Nearly 65,000 LPG consumers in Tumkur district are yet to get their consumer number linked to Aadhaar number and bank account number.

As on August 19, 1,44,422 LPG consumers have linked their consumer number to Aadhaar number and bank account number under the Direct Benefit Transfer scheme. The scheme for LPG consumers was launched in the district on June 1 by Chief Minister Siddaramaiah.

LPG consumers have to get their consumer number seeded with Aadhaar number and bank account number by August 31 to get LPG subsidy transferred to their bank account.

There are 2,68,977 LPG consumers in Tumkur district. As many as 60,578 consumers who have got their Aadhaar number linked with LPG consumer number have to get their bank account number seeded with this data. The number of Aadhaar registration counters has been increased from 22 to 28 in the district.

Lead Bank chief manager Jayaramaiah said all banks would remain open on August 25 and September 1 in Tumkur district to facilitate LPG consumers to get their Aadhaar number linked with their bank account number.

Karnataka-Goa region tops in TDS collections

The Karnataka–Goa region has clocked the highest growth in TDS collections at almost double the national average, said Ashutosh Chandra, Commissioner of Income Tax, Bangalore.

He said this reflected better understanding of law on the part of taxpayers and urged more individuals to comply with income tax laws.

Chandra was speaking at a Assocham seminar on TDS.

Noting the need to foster culture of compliance with tax laws, Chandra said that more compliance would bring down the need for prosecution or investigation by tax authorities, while at the same time ensuring timely collection of taxes due.

A Central Processing Centre (CPC) to process TDS (Tax Deducted at Source) of the Income Tax Department will soon be operational, he said. The CPC will help substantially reduce problems associated with filing of TDS returns and matching of due refunds.

Chandra said that this would help obviate numerous problems currently faced by taxpayers, particularly those resulting due to errors in feeding of data.

S S Mantri, Additional Commissioner of Income Tax (TDS), Bangalore advised delegates to ensure strict compliance of provisions of tax laws especially in matters related to tax deducted at source. In case of doubt, tax deductors may approach the department for clarification, he said.

Bangalore police to get more teeth to fight crime

Bangalore: The Bangalore police, overstretched as the city keeps growing, will soon have more equipment and infrastructure for effective crime-fighting.

The city has been included under the Mega City Policing (MCP) scheme of the Union government, and along with Mumbai, Kolkata, Chennai, Hyderabad and Ahmedabad will get advanced electronic equipment for effective policing including CCTV surveillance systems, multi-function devices and control and command centres, state minister for home KJ George said on Thursday.

The MCP is part of the Union home ministry’s Modernization of State Police Force Scheme.

It envisages Mega City Policing needs, such as CCTV/intelligent camera based surveillance monitoring system, weaponry with linkages with the aspects pertaining to existing and other security requirements relating to guarding of sensitive installations, Quick Response Teams(QTRs) etc, which could be co-related to vulnerabilities from the point of view of organised crimes, terrorism and other security challenges that these Mega Cities should be prepared to face.

“The government has decided to take measures to procure portable X-ray machines in police control room vans, patrolling vehicles and GPS dial 100 systems,’’ said George.

The community policing concept that was introduced at selective police stations would be extended to all police stations under the name - Spandana.

“Non-governmental organisations and local citizens would participate actively in the programme that will focus on women and child issues,’’ the minister said.

The Bangalore Police Commissionerate, that was established in 1963, would celebrate its golden jubilee. Chief minister Siddaramaiah would inaugurate the golden jubilee celebrations. “Mementoes would be given to all policemen - from police constable to sub-inspector on the occasion. The city will host an all-India City Police Commissioners’ conference in November,’’ he said.

The minister said the police department had 2,900 vacancies against the sanctioned strength of 12,700 policemen for the city. “The services of home-guards would be utilised for non-core policing in the city to supplement the tasks of police. Eight thousand police constables would be recruited in Karnataka during this financial year,’’ he said.

Security lapses

The minister said the government would take measures to strengthen the security at the central prison at Parappana Agrahara. “As of now the prison is overcrowded. It was constructed in 1996 and meant for 2,000 prisoners, but there are more than 4,000 prisoners in it,’’ the minister said. Of the 25 CCTVs in the prison, only five were in working condition,” he said. The minister said the prison would be expanded, and 20 acres of land would be acquired.

Stressing the need of modernisation of all prisons in the state, he said bio-metric systems would be introduced at all prisons. Release of prisoners

George said guidelines have been prepared for the release of prisoners who had completed 14 years of imprisonment and have good conduct. “A list of prisoners with good conduct would be sent to Governor HR Bhardwaj for their release on October 2,’’ he said.

It is not just college students. Even farmers in Karnataka will soon be empowered with tablets to keep abreast of the latest developments in the field of agriculture.

Information Technology Minister S R Patil, at the inauguration of the cultural and literary activities of Sarvajna Pre-University Science College here on Sunday, said that a pilot project will be launched in his home district Bagalkot. “Hundreds of farmers will be given tablet PCs in Bagalkot and the same scheme will be extended across the state if the project succeeds there,” he said. However, he did not clarify if the tablets would be given for free, subsidised or sold to the farmers.

Patil’s announcement came following writer Ramzan Dargah’s request that the minister use his good offices to help the agriculture sector. Patil said software engineers from North Karnataka, who reside in the US, contacted him and gave a presentation about a software that they have developed for agriculture activities.

“This software, along with two others for education and healthcare, will be installed in the tablets. Farmers can browse any information regarding agriculture and the latest technology apart from data on education and health,” he said.

Traffic centre will make offenders fall in line

MYSORE: City traffic police went hi-tech by launching Automated Traffic Centre, the second such facility in Karnataka after Bangalore, on Saturday. It was introduced in Bangalore in 2005.

Using technology, Mysore police will start monitoring traffic violations and penalize the offenders. The centre will help them send notice to pay fines for over-speeding, helmetless driving, violating one-way rule, signal jumping and triple-riding, to offenders at their doorsteps. This will cut down manual work, and put a stop to unnecessary arguments between police and erring motorists.

Vehicle users had expressed anger against special drives, claiming that police intercepting them during office hours and peak time was inconveniencing them. The new facility is expected to end such issues.

How it works

Police, armed with digital cameras, will take photographs of erring motorists and send it along with the details like vehicle registration number to the centre. People manning the centre will check the details of owners using the database provided by RTO and send notice to the doorsteps. Police have database of all vehicles in the state.

An officer said that those failing to pay the fine will be strictly dealt with.

Police commissioner M A Saleem, a traffic expert, has taken interest in establishing the centre. The centre aims at ensuring transparency and road discipline among motorists.

Cobra bikes

Mysore police has formed a new traffic police team - Cobra -- on the lines of Bangalore police to attend for better management of traffic.

A team of seven constables, who have been given motorbikes, will assist jurisdictional police in various traffic-related works like reaching to spot of road accidents and helping survivors to reach hospitals besides ensuring smooth flow of traffic.

They will also ensure streamlining of vehicle parking, checking wheeling, speeding and drag racing on ring roads. The Cobra team will also help ensure law and order by passing on information on illegal activities.

Krishnaraja and Narasimharaja traffic police stations have been given two 'Cobra' constables each, while Devaraja traffic police, which has huge jurisdiction, will have three Cobras.

"The team, which is exclusively for traffic management and emergency services which assist law and order police," said police commissioner M A Saleem.

kinda funny that every district administration building now a days following vidhana soudha architecture.. why cant it be some other arch? Not that Vidhana soudha looks bad, it looks good. But we can come with some more modern/glossy/beautiful archs I guess. That way every district will have some thing to boast about. As things stand now, it will be sort of boring to see same model repeated in every district of karnataka.

Karnataka to go live with mobile governance soon

BANGALORE, INDIA: Taking one step toward good governance, the Karnataka government is all set to roll out its m-governance project in the state. The objective is to create a mobile service delivery mechanism and help citizens access all the government services on their mobile devices.
During a session in the state's flagship annual IT event, Bangalore ITE.biz, Srivatsa Krishna, IT-BT and e-governance secretary, Karnataka, said the project will be implemented through the public-private partnership (PPP) mode with a global mobile services partner. This is one of the ambitious e-governance projects of the Karnataka Government till date.
Before the statewide roll-out, Karnataka government had launched an m-goveranance pilot for some of its exisiting and popular e-governance services such as utility bill payment, traffic and information services, etc. An integrated mobile service delivery platform was provided to the residents of Bangalore, Hubli-Dharwad and Mysore, allowing them to access these services on their mobile phones, through voice or the Internet.
This is in line with the Government of India's extensive e-governance vision, that is: to bring the government at people's doorstep. This includes the creation of a mobile services delivery gateway (MSDG) to reach the vast mobile phone subscriber base in the country, especially in rural areas, where mobile devices are ideally suited as alternative access and delivery channels for public services.

Land records of two villages to go digital
