Cheaper and easier than running it through the campus. What difference does it make where it runs? - it's the location of the stations that's relevant.

Will it use the existing tracks, or does it need different style of track?

The tracks in the picture are the old freight tracks which will be replaced by two LRT tracks. They will build a new track beside the existing first and then rip the existing out and replace them with the second set of new tracks. Freight trains will be allowed to use one of the tracks in the off hours between about 1 AM to 5 AM.

Construction has started on the University of Waterloo's new 56,000ft² Faculty of Applied Health Sciences building in Ontario, Canada. The facility will house research and teaching space and is set to include kinesiology research and teaching labs, as well as a 350-seat lecture theatre for classes, public lectures and conferences.

Developers have been snatching them up for years and building mid rise buildings with 5 bedroom units geared towards students only.

Thankfully the new Northdale Zoning has allowed for mixed use and a better way of calculating density. So now you're seeing better buildings being built on Lester for example this one:
