THE east-end of the city will reach for the stars under an ambitious proposal for a 36-storey residential tower on Frome St that could become our city’s biggest skyscraper.

The hotel and apartment complex, if approved could be the tallest building in Adelaide at an estimated 140m, nudging out Westpac House at 31 storeys and 132m.

The Frome St development, which is currently before the Development Assessment Commission features outdoor entertaining areas, an outdoor pool more than 10 floors up and luxury penthouses at the top.

Developer Kyren presented its design to Adelaide City Council this week in order to make Tavistock Lane — which runs adjacent to the development on the south side — a public lane.

This would become an important but not integral piece to the development which would provide access and a drop off point to the hotel and link through to another 21 storey student accommodation building proposed by the same developer on Synagogue Place.

Kyren did not return The Advertiser’s calls however the images clearly show the project occupying the space of the popular fringe venue The Rhino Room, which was put up for sale last year.

It’s the latest in a number of proposed developments that could potentially change the scope of the city, including the estimated $175 million, 30 storey Park Hotel on the old State Bank building on Pirie St.

Lord Mayor Martin Haese is excited by the project but says it’s important to recognise that it is in its early stages.

“The Kyren project is early evidence that the tram extension announcement is instilling confidence in the city and I am confident that there will be more development in this area to follow,” he said.

“Expanding the city tram network and enhancing the North Terrace streetscape has the potential to attract investment, encourage residential and commercial development and boost the visitor economy.

“With the hospital moving to the West End of the city shortly, this development will help to offset any possible loss of activity and economic benefits to the East End by bringing a new population to this end of town, day and night.”

Levels 11 to 21 will comprise 60 one, two and three bed serviced apartments, while the ground floor to level nine will be home to a 150-room hotel.

“The residential and serviced apartments will have separate car parking, entrance lobbies, and lift access from the residential,” Mr Pelvay said.

The project will also incorporate a separate 21 storey student accommodation tower fronting Synagogue Place, which will incorporate approximately 268 beds with a ground floor cafe.

Mr Pelvay said the project would be integral to the activation of the eastern end of the Adelaide CBD, including the activation and development of a key laneway, Travistock Lane.

“It will also benefit from the $50million expansion of the AdeLINK tram network, which will see trams extended along North Terrace to the East End, and the forthcoming redevelopment of the Old Royal Adelaide Hospital,” he said.

“Kyren Group has developed in excess of $500million worth of local projects to date and has a strong reputation as a developer who moves quickly on projects and delivers on time.

“Adelaide offers a magnificent and convenient lifestyle increasingly facilitated by the convenience of apartment living in inner city locations close to shops, restaurants, cultural and sporting venues and entertainment facilities and we expect strong interest from potential residents as a result.

“These factors are driving the significant growth of the local sector, with South Australian apartment approvals now representing 31% of the residential building market – an increase from 20% in 2012. Adelaide apartment approvals have nearly doubled in the past three years from 1695 in 2012 to 3385 this year."

Last year, Colliers International was responsible for the sale of more than 9,000 apartments and land lots nationally, totalling over $4billion in sales.

The new project at 11-27 Frome Street marks Colliers International’s second major residential appointment in Adelaide’s continually evolving residential apartment market, following the launch of its local Residential team earlier this year.

Mr Pelvay said it was an ideal time to expand the company’s existing, market-leading Residential Project Marketing services into the Adelaide market.

“We identified a strong need for a highly capable and experienced tier one team to support the growth of Adelaide’s apartment and infill markets and are pleased to now be offering that service,” he said.

The project is expected to create in excess of 350 construction jobs.

The podium has been revised. Expected to gain approval this week, paving the way for Adelaide's newest tallest building. Retailers on the ground floor have started to relocate or in the process of looking to relocate.

i like how its nearly 1km away from westpac. creates some distance and will enhance the skyline

This will be a very good building on this side of town. I think the footprint is good for the height and the step really adds interest. This will be an asset for Adelaide and make way for like developments in East side. 3 CHEERS!!

Demolition has commenced for Stage 1 - Student Apartments

Stage 2 (Adelaidian / Frome Central) will begin once the current businesses relocate - Rhino Room and Howling Owl

Appears 2 additional floors have been added to the design. The old design had a 9 metre hat partially obscured by perimeter fins to the facade. It now appears to have been incorporated in to 2 additional floors. Don't think overall building height would have changed.
