You are missing some double floors in the mechanical sections. If you could see inside, you would see them.

On the shortest wing, at each setback level, there are extra thick floors. These are mechanical sections. The people on this board who keep track of the floor numbering have studied the design blueprints so they know precisely how the numbering goes.
