HK govt has no plans to build a LCC terminal. They are, however, building a small satelite, not the midfield terminal, to accomodate jets up to B737/A320.
Kai Tak won't open for LCCs, it doesnt exist as an airport anymore. It is being turned into Singapore's HarbourFront/Marina South of sorts. There's oredy a skyscraper at where the runway began. Shenzhen and Macau are inconvenient to travel to HK, but passengers of AirAsia and Tiger don't seem detered. In fact, the whole PRD ex Guangzhou, becomes ONE tourist destination to visit in itself... For EU-style fares, you need only to be more adventurous and fly from Senai or Batam to take advantage of the cheap flights due to exchange rates.
