New Delhi, April 24: The Government of India and the Government of United Arab Emirates (UAE) met in New Delhi on 23rd April, 2008 to discuss matters relating to Air Services between India and Dubai. An MoU was signed between the two countries on the revised air service operations between points in India and Dubai.

It has been agreed by the two countries that Calicut will be an additional point of call for the designated airlines of UAE. The designated airlines of India and the designated airlines of the UAE shall each be entitled to operate a total of up to 54200 seats per week in each direction, which is an addition of 23000 per week. There will be 39200 seats per week in each direction with immediate effect, 48200 seats per week in each direction from Winter 2008-09, 51200 seats per week in each direction with effect from Summer 2009 and 54200 seats per week in each direction from Winter 2009-10.

Within the above capacity entitlement, the designate airlines of UAE shall be entitled to operate to points in India as per follows:-

The Indian government had requested for the inclusion of a provision for “change of gauge” (change the type of aircraft) in the territory of UAE (Dubai) and India, for both sides in the Air Services Agreement. The UAE delegation has agreed to revert through correspondence after internal consultations. The UAE delegation’s request for grant of six additional points of call in India-Amritsar, Mangalore, Pune, Tiruchirapalli, Coimbatore and Goa will also be considered by the Indian side and intimated to the UAE Government through correspondence.

With respect to the enhanced capacity agreed for operations by the designated airlines of UAE (Dubai) to/from Mumbai, the Indian side has asked the UAE delegation that especially for Mumbai there should be upgrading of equipment (aircraft) on the existing frequencies to the extent possible instead of increasing the number of flights.

A news article in Hindu says that AAI has not paid lease rent arrears to Singanallur land owners since 2003. Now they are demanding AAI to pay the arrears for the last 5 years, and also opposing acquiring their lease land and new areas. I would blame it squarely on TN govt and the district administration who have not yet prepared land value to enable AAI to pay the arrears. If the administration is like this, then why will not people get angry when they come to acquire their land. What will happen if these people lodge a case in the court ?. The state govt and local administration has to take the blame in many cases not only in CBE but in the entire state. Here is that news,

Land acquisition: plea to resolve lease rent arrear issue

Quote:
Coimbatore: Taking strong objection to the decision to acquire lands both on lease and outside the lease for the expansion of the Coimbatore Airport, the Singanallur lease landowners have appealed to the district administration and the Airport Authority of India (AAI) to resolve the issue of lease rent arrears before preparing the land schedule for acquisition.

They have also appealed to the authorities to exempt agricultural lands from acquisition.

In a memorandum to the authorities, the Singanallur area lease landowners led by Ravichandran Damodaran and Jagannathan said that the disputed lease lands in the following survey numbers SF No 7/1,8/1,24,25,23,33,28 had been identified for acquisition.

“The resistance from the AAI to even provide reasonable lease rent arrears was finally overcome with a lot of sacrifice from our side,” they said.

Even then the lease amount had not been paid since 2003.

The agreement reached between the landowners, the AAI and the district administration as per the minutes was that the land valuation would be fixed from 2003 until date for blocks of three years and a five per cent lease rental on the value as per the guidelines for such leasing would be paid.

Even in 2008 neither the district administration nor the AAI had taken any effort to settle the lease rent arrears to the landowners.

The landowners pointed out that the district administration was yet to give the land value particulars to enable the AAI to pay the lease rent arrears and it had not yet fixed a fair land value since the last 3 years.

The landowners had already informed the AAI to settle this lease up to date before initiating any acquisition proceedings.

Under these circumstances, the AAI was now preparing land plan schedule for not only acquiring these lands in 3 months but also to acquire the land belonging to the landowners which was not part of the lease.

“These agricultural lands have plantations such as coconut, supporta, guava, mango and vanilla.”

All along, there was talk of expansion of the runway and the infrastructure on Avanashi road side. With the pressure from the residents in Chinnampalayam village to shift the acquisition to the other side, the AAI and the district administration were targeting us, they added.

These lands were not in the vicinity of the runway or the terminal building and therefore our lands were being proposed only for utility purposes of the airport.

In view of this, the agricultural lands could be avoided from being acquired.

Before proceeding further, the authorities should inform the landowners about their plans since there was lack of transparency in the actions being initiated for land acquisition, they said.

New Bharathiar University cricket ground in 8 acres. TNCA should consider to build a stadium in BU or Forest College or TNAU Cricket grounds instead of going for a new stadium on their own. BU will be the best place as it has a very huge land bank.

Opposition to Corporation plan for city expansion

COIMBATORE: The Coimbatore Corporation’s plan for expanding the city area will be a retrograde measure as it will rob smaller local bodies such as panchayats of their powers for local self-governance, former legislator and Bharatiya Janata Party’s Coimbatore North District president M. Chinnarasu has said.

Reports

Referring to reports of the Corporation’s plan, Mr. Chinnarasu said in press release that it was improper to persuade municipalities, town panchayats and village panchayats to merge with the Corporation by telling them that they would get more funds for development if they were a part of a city corporation.

Funds

Schemes had been introduced by the erstwhile Vajpayee Government at the Centre (1999-2004) to facilitate greater flow of funds to panchayats for development. When such an opportunity for development was available for these local bodies, there was no need to lure them to join the Corporation, the statement said.

Merger

A merger with the Corporation was fraught with the risk of a huge financial burden for the people in the other local bodies.
The Corporation has embarked upon implementing infrastructure development schemes at Rs.3,186 crore under the Central Government’s Jawaharlal Nehru National Urban Renewal Mission.
The Corporation was already in a position where it needed to impose huge taxes on the people, in order to repay the loans it had availed itself of for many schemes. It was also faced with the task of mobilising funds for more schemes.

Mission

On the Corporation’s promise of development in the suburbs, the statement alleged that the schemes under the mission were only being talked about and that there was no sign of implementation.
In village panchayats, the elected members were extremely familiar with the problems faced by individual residents. But, the Corporation remained out of bounds for many people.
The Corporation was yet to solve the problems faced by people in the newly regularised layouts. Besides, it had not yet found a solution to the problem of scarcity of drinking water.
When this was the case with the city, how could the Corporation solve problems faced by the suburbs, Mr. Chinnarasu asked.

Customs steps up vigil at airport

COIMBATORE: The Customs has strengthened vigil at the airport here, according to C. Rajendiran, Commissioner of Central Excise, Coimbatore.
He told presspersons here on Sunday that Coimbatore was no longer just a domestic airport and it had flights to international destinations such as Singapore, Colombo and Sharjah.

During the last three months, the seizures at the airport by the customs as well as Directorate of Revenue Intelligence sleuths included computer parts that were being smuggled into the country and ketamine powder to other countries.

With the commencement of international services from and to Coimbatore, the Customs had decided to step up vigil at Coimbatore since the smugglers and their carriers should not find the Coimbatore Airport as an ideal destination to operate, sources pointed out.

The number of customs officials at the airport had been increased. It was also planned to upgrade the equipment used for scanning export and import goods.

UK hotelier ready to check in at 10 sites

New Delhi, April 28: The UK-based Dawnay, Day Hotels is set to enter India. The company plans to have eight to 10 properties at an investment of around Rs 1,000 crore by 2011.
“We are eyeing the four-star category. This means we are looking at bridging the gap between luxury and budget segments,” said Mandeep S. Lamba, managing director of Dawnay, Day Hotels India, a 100 per cent subsidiary.

The company will open its first 115-room hotel in Jaipur later this year. Next year, it will open hotels in Pune and Ahmedabad. Later, Dawnay, Day plans to set up hotels in other cities such as Nagpur, Bangalore, Chennai, Coimbatore and Lucknow.

The rooms will be priced between Rs 4,500 and Rs 5,000. Each of these hotels will have a swimming pool, a health club, a small spa and two restaurants among other facilities.

Citing the need for opening more hotels in the upscale mid-segment category, Lamba said, “Statistics say that out of the 1 lakh plus rooms the country needs, about 15 per cent should come up in the four-star segment. As the market matures, there is a need for more segmentation as is the case in overseas market”.

On whether the company is looking at growth through acquisitions or joint ventures, Lamba said, “The hotels under construction are under the built, operate and own model. We are open to either of these routes but it’s important to find the right partner".

Service tax revenue up in Coimbatore

Collection in 2007-2008 is about 30 per cent more than that of previous year

Excise duty collection is 16 per cent less than the target

COIMBATORE: Service Tax collection in the Coimbatore region for 2007-2008 was about 30 per cent more than the previous year, said Commissioner of Central Excise, Coimbatore, C. Rajendiran.

He told presspersons on Sunday that Rs. 321 crore was service tax collection for the year ended March 31, 2008 and excise revenue was Rs. 353 crore. Excise duty collection was however, 16 per cent less than the target. Mr. Rajendiran said Coimbatore was one of the regions identified for a pilot project on e-governance and it was planned to develop the Coimbatore commissionerate into a model one. Awareness about computerisation was high here. The six special economic zones coming up in this region would play a great role for exports, he said.

Corporation re-designing traffic islands

The work has been carrying out with the help of sponsors

Coimbatore: Traffic islands and road medians are for regulating the traffic. But in many cases, these islands block the visibility of motorists.

The City Corporation and the police have embarked on a mission to turn these road engineering designs more motorists-friendly besides giving an aesthetic appearance.

In the city, the traffic island near the District Sessions Court and one near the Sungam junction are found to be not motorist-friendly. Earlier, a traffic island on the Savithiri Shanmugam Road that connected Tiruchi Road with Race Course had a traffic island that actually affected the visibility of the motorists on either sides.

That island has now been re-designed. Similarly, re-designing of the Lankara Corner junction has also been completed to a considerable extent.
The Corporation with the help of the City Police and private sponsors has started to re-design the traffic island near the District Sessions Court complex.

This island is aimed at regulating the flow of traffic from the Arts College Road, Huzur Road, the road branching off from Avanashi Road and the road from Collectorate/Police Commissioner office and Railway Station. The tall iron grills with full of creepers actually affected the visibility of the motorists. The Corporation is now carrying out the job with the help of sponsors. It would have CCTV surveillance cameras monitoring the flow of traffic.
