50 in Tamil school drama Azira Shaharuddin Police officers watching over some parents in front of the school. KUALA LUMPUR: About 50 concerned parents turned up yesterday morning at SJK Tamil Kinrara with the intention of staging a protest, watched by 16 policemen in four patrol cars. Parents say the lorries going on this road in front of the school to a condominium project nearby are a danger to the students. The parents had wanted to voice their objection to the construction of a road in front of their children's school leading to a condominium project. The road is being built to connect the Kinraramas apartments (to be completed next year) to the main road of Jalan Kinrara 1. The parents said they fear for the safety of their children because of lorries using the road, apart from the noise and air pollution created. They also claimed that the proposed road would encroach into the school's grounds. The policemen watched the parents for about an hour as the parents waited in front of the school. P. Mahendran, one of the parents, said: "Since the road is so close to the school, I am worried about the safety of the children, and the noise would affect their studies badly." The group called off their planned protest after Puchong member of parliament Gobind Singh phoned one of the parents, Samy Nathan Kithan, and told him that the Subang Jaya Municipal Council would consider their appeal and make a decision next week. The developer could not be contacted for comments. The parents also questioned the school's silence over the past two years. Mahendran, 41, said he only knew about the matter 10 days ago when he saw a hoarding beside the school. "Why is the Parent Teacher Association and school administration keeping it from the parents when the school has only given approval to the developer?" he said. PTA president Michael Tamil said: "We had agreed to the building of the road verbally; in return, the developer would build a 465 square metres school hall and a bus stand among others." There was uncertainty about whether the proposed access road was in Kuala Lumpur or Selangor, as the border runs nearby. |

another Luxury project in Bangsar
City & Country: Making his name with D'9 Bangsar by Rosalynn Poh Email us your feedback at fd@bizedge.com Ng Thean Hooi comes from a family that has been involved in the property industry for decades, mostly preferring to lease and manage the properties their company has developed. The 37-year-old Ng, however, found this business strategy too conventional. He decided to head in a different direction and figured he could make a name for himself, or rather for his newly set up property developing company Topaz Ace Sdn Bhd, as a luxury boutique developer. Topaz Ace's maiden development D'9 Bangsar will be on a 15,000 sq ft freehold tract, which Ng says is at the highest point of and the last of undeveloped land in upmarket Bangsar in Kuala Lumpur. “The older generation preferred mainly to build and then rent out, as that way they would still own and manage the buildings or properties,” says Ng, who is Topaz Ace's CEO. He cites the family-owned Wisma Bandar, a 100% tenanted 13-storey office building in Jalan Tuanku Abdul Rahman. The building was completed in 1996 with a net lettable area of 98,275 sq ft. Another family-owned property is Fortune Court, a 5-storey apartment in Kuala Lumpur with rents of between RM2,000 and RM4,000 a month. The family, through associate companies has, to date, completed over RM300 million worth of projects, including Taman Industri Puchong and Taman Puchong Tekali, a housing project which spans 83 acres of formerly agricultural land. Taman Puchong Tekali — two phases out of a total four have been completed — consists of terraced houses, apartments, shopoffices and two petrol stations. The family also owns pockets of land in the Klang Valley, Ipoh and Penang. After graduating in 1994 with a Bachelor of Business Administration degree, double major in finance and marketing, from the University of Wisconsin, Madison, the US, Ng started working as an investment executive. He subsequently invested in an information technology company, which was later listed on the Mesdaq Market in 2004. As his family was also involved in the rubber industry, Ng was running a rubber factory in Thailand up until three years ago when it was sold to Top Glove Corp Bhd, the world's largest rubber glove manufacturer. He then decided to turn his attention to becoming a property developer and set up Topaz Ace two years ago to focus on high-end projects. Unlike the older generation in his family, Ng says Topaz Ace will offer “a breath of fresh air”. “We are young and D'9 Bangsar is going to make a name for us. It's all about branding and gaining the confidence of our buyers. Once we have established ourselves, then we can move on to bigger projects. There will be no compromise on quality. Our management team's entire focus right now is on this one project alone,” he stresses. Exclusive address The name D'9 Bangsar makes perfect sense as the exclusive condominium project consists of nine levels with nine units. The No 9, considered lucky by the Chinese, is also Ng's favourite number. He purchased the piece of prime land, which is located along Jalan Kapas in Bukit Bandaraya, from his family for RM4 million in 2005. The project comprises a 10,000 sq ft penthouse which includes a 800 sq ft entertainment area that could be converted to a spa or Jacuzzi area; three duplexes with built-ups of 5,272 sq ft and private pools; and five suites with built-ups of 3,626 to 3,628 sq ft. The suites have all been sold. “My initial plan was to build up to 50% and then start our marketing activities. But within two months of putting up the sign at the site, we have managed to sell 50%,” he says, admitting that he was surprised by the response. The purchasers are mainly people currently living in Bangsar as well as Koreans. Ng says that due to the size of the project, purchasers can expect personalised services. For the duplexes with the private pools, purchasers have an option to convert the pool into a Zen garden with water feature. “We are fortunate as the family has everything in-house, from security to maintenance and landscape services,” he explains. “We're a boutique developer and therefore we can make decisions fast. The smaller profit margin does not matter, we are building a brand,” he adds. As the site is square, he says all units have practical layouts and therefore optimum use of space. Since the development is perched on a hilltop and there will not be any other high-rises in the area, all rooms will have a view of KLCC, offers Ng. The gross development value (GDV) of D'9 Bangsar is RM40 million and it is targeted for completion in 2010. The initial prices for the condos are at an average of RM800 psf. The suites are tagged from RM2.9 million to RM3.3 million, the duplexes from RM4 million to RM4.6 million and the penthouse over RM8 million. The developer says the initial pricing is expected to be revised by the end of this year, before its targeted launch in early 2009. The management fee will probably range from 35 to 50 sen psf depending on the size of the unit. Asked if there were offers to buy the whole block given that it has only nine units, Ng says there were, but he turned them down as he prefers to sell to individuals. He has kept a duplex unit for himself and plans to live there. On how Topaz Ace is coping with the rising cost of construction materials, Ng says he had purchased all the required raw materials, such as timber and steel, earlier and put them in storage. Upon completion in 2010, he expects a value appreciation of up to 20% or 30% on D'9 Bangsar, considering factors such as location and construction material prices. He says Bangsar is density-controlled and the location is very much sought-after. Less than five minutes from the condo is The Loft Bangsar, whose 5-bedroom, 5-bathroom unit is selling for RM2.88 million. It comes with three parking bays and a built-up of 3,349 sq ft. A fully furnished duplex unit, with a built-up of 4,757 sq ft and seven bedrooms and six bathrooms, is being rented out for RM20,000 a month. Zerin Properties' head of agency Bryan Kumar says demand is very encouraging for a prime location like Bangsar despite the current economic situation in Malaysia, with the fuel price hike contributing to a more than 30% rise in steel and cement prices. “My prediction is that Bangsar will not lose its demand and neither will the price depreciate as land is really getting scarce. Bangsar is strategically located between KL city, PJ and Mont'Kiara, and convenient with many shopping centres and good fine-dining restaurants around. That is why many expatriates choose Bangsar as a place in which to live,” Bryan adds. He says it is different for the rent market as property management plays an essential role. If a property is not well managed and management has not upgraded its facilities after five years, rent rates will definitely go down. Brand-new properties or those completed less than two years ago will then see better response. Looking forward, Ng says they are in the midst of negotiations for a piece of land in Taman Desa, close to the location of Topaz Ace's office. Once D'9 Bangsar is completed, the developer may consider developing a tract along Jalan Tun Razak, which is currently owned by the family. A development order has been obtained for a 29-storey building housing 24 levels of serviced apartments with a GDV of over RM312 million. “I am very, very sure I will be here for the long term,” he concludes. There are also plans for a 5-storey, 16-unit condo with a GDV of RM55 million along Jalan U-Thant to be developed via another family-owned associate company.

Katana II: Katana launching second KL project
Katana II tagged at RM1,600-1,900 psf, double price of first project in 2005 BOUTIQUE firm Katana Developments, which is linked to Oriental Holdings chairman Loh Cheng Yean, will launch its second residential project in Kuala Lumpur at RM1,600-1,900 per square foot. This represents an increase of about 100 per cent over its first KL development in 2005. Katana director Sherman Lim said: ‘High-end properties in Kuala Lumpur have easily more than doubled since 2005.’ Pointing out the crucial difference between developing property in Singapore and Malaysia, Mr Lim said that in Singapore, land costs typically accounts for up to 70 per cent of the investment costs while in Kuala Lumpur, it might be as little as 20 per cent. This is why location alone is not the only distinguishing factor in a Kuala Lumpur property. ‘You can have two properties side-by-side and yet they could be very different, depending on the design and construction,’ added Mr Lim. For Katana II, the developer engaged award-winning Singaporean firm W Architects to undertake the design. This is in line with the company’s credo of, ‘doing something more design-driven’. Located in Kuala Lumpur’s ‘embassy row’, Katana II will have 40 units, comprising a mix of townhouses, triplexes, duplexes and lofts. Of these, there will be six penthouses with private lap pools. Another award-winning Singapore firm, SCDA Architects, designed the 30-unit Katana Residences, which is now fully taken up after the developer sold the remaining 10 units it held for investment last year for RM1,400-1,700 psf. Meanwhile, in the pipeline is The Boulevard Katana in Penang, expected to be launched in the third quarter of the year. |

Design proposal for a high density condominium development with close proximity to a major expressway. The planning is premised on minimum overlooking between units as well as maximum green space on the grounds. This proved to be quite a challenge as the plot ratio on the site is 6.5 and our intention was not to have units accessed by double-loaded corridors. ![]() ![]()
