DETAILS:
Revised drawings for the current application have been submitted for the
construction of a 21 level office tower at 54 – 58 Mounts Bay Road, Perth. The
drawings detail: a six level podium accommodating a three storey entry lobby, three
levels of car parking accommodating 96 tenant bays, six service bays and a loading
dock, retail tenancies, public plaza areas and pedestrian linkages. The tower is set
back from the podium, comprising 14 levels of office space (18,844m2 of floor space),
rooftop amenities and plant equipment. The revised application includes:-
• modifications to the upper-level pedestrian walkway across the front of the site
linking to the ‘Quayside on Mill’ building and the ‘ICWA’ building;
• a public gallery space within the plaza level lobby;
• a public toilet facility within the pedestrian plaza;
• pedestrian stairs from the upper level pedestrian walkway to the pedestrian plaza
level.
Revised details have been submitted regarding the podium façade facing Mounts
Bay Road. The overall design has not been amended to any significant degree.

Redesign
1. a 700m2 landscaped public plaza located on the north side of the office podium, incorporating water features, public art and seating (at a minimum cost of $2,341,550);

2. pedestrian facilities being incorporated into the development, at a estimated cost of $2,244,750, including:-

2.1 the completion of the Mounts Bay Road upper level walkway from the
‘ICWA Building’ at 141 St Georges Terrace to the office building on Mill
Street (Quayside on Mill);

2.2 a connection between the adjoining ‘ICWA Building’ podium (plaza level)
and the proposed plaza;

2.3 an escalator at the eastern end of the development and stairs at the
western end of the development, linking the public plaza level to the
upper level walkway, creating new pedestrian access opportunities from
St Georges Terrace to the Perth Convention Exhibition Centre;

3. public art located at various levels of the development including a ground level
water feature and a sculpture within the lower lobby facing Mounts Bay Road,
sculptural elements and a water feature within the public plaza and artistic
screening to the façades of the car parking levels providing interest to Mounts
Bay Road (at a minimum value of $238,000, excluding GST);

4. the provision of permanent up-lighting to the Mounts Bay Road façade of the building.


The plant areas were originally screened by a ‘living wall’, however, this element has now been removed and the entire façade has been designed to incorporate feature vertical fins to add visual interest to the glazed façade.


Broad to build 22-level Alluvion office tower

Joint venture partners Charter Hall Ltd and Cape Bouvard Investments have appointed Broad Construction Services to construct the new 22-level Alluvion office tower in the Perth CBD.

Situated at 58 Mounts Bay Road, the A-Grade building will comprise 14 levels of commercial office space, three levels of secure car parking and a triple height foyer.

Alluvion has more than 36,000 square metres of gross floor area, of which 14,400sqm of office space is understood to have been taken by Clough Ltd.

Other companies have reportedly taken another 3,300sqm of office space.

Designed by the Buchan Group, the tower is expected to achieve a 4.5 Star Australian Building Greenhouse Rating (ABGR) and 4 Star Green Star office rating, making Alluvion one of the first commercial office towers in the Perth CBD to achieve this level of environmental efficiency.

Charter Hall joint managing director David Southon said Alluvion would be a significant addition to Perth's business community and CBD skyline.

"Appointing Perth-headquartered Broad for the works was a natural choice given their strong record of delivering impressive office projects around Australia and their established relationships with major sub-contractors in the Perth market," he said in a statement.

Cape Bouvard Investments deputy chairman Peter Sarich said the design of the building had made the most of the location with a raised plaza providing connection from the main entry to St Georges Terrace and across Mounts Bay Road to the Convention Centre, Busport and Esplanade Train Station.

As revealed in WA Business News, Mr Sarich confirmed that Cape Bouvard will be relocating its offices to the top floor of the new building on completion in April 2010.

Broad is currently nearing completion of the forward works contract for which it was separately engaged and will continue seamlessly into the main works contract.

Charter Hall national leasing director Emil Joubert, together with Savills and Jones Lang LaSalle are coordinating leasing of the project.

Cape Bouvard Investments is acting as development managers for the project, which is part of Charter Hall's Opportunity Fund No.4.
