E-land System Needs Time To Stabilise
October 29, 2008 15:13 PM KUALA LUMPUR, Oct 29 (Bernama) -- The pilot E-Land project in Penang required time to stabilise due to the huge and complex system used to manage online land matters, the Dewan Rakyat was told today. Natural Resources and Environment Minister Datuk Douglas Uggah Embas said implementation of the integrated computer system, which involved various land matters, like registration, revenue, strata, auction, disposal and acquisition, was showing success although slow. He said there were problems in the system due to the data which were not "clean" and could not be matched to the 297,332 titles in Penang. "This is a result of the old systems, the Computerised Land Registration System and the Computerised Revenue Collection System, which do not integrate with each other," he said to a question by Saifuddin Nasution Ismail (PKR-Machang). Douglas said the main model, like the Registration and Revenue Module, had been used in land offices in Penang while other modules would be used early next year. "The project is not a failure, but there is some delay because the ministry have used two modules, which are for registration and revenue collection. "This year, about 21,000 registrations have been successfully handled while for revenue collection, we have collected RM135 million through the system," he added. The e-Land system was developed to expedite and improve the government's delivery service pertaining to land matters in the peninsula. -- BERNAMA |
