grant for research

West Negros University will receive P5 million from the government for its research proposal on potato production in Negros Island, University president Suzette Lilian Agustin announced at the groundbreaking ceremony of its East Wing Building yesterday.

Agustin said she was informed by National Security Council Sec. Norberto Gonzalez about the approval of the proposal and the budget is ready for WNU to pick up anytime.

The financial blessing and the groundbreaking rites for the East Wing Building define the character of every Wesnecan…dreaming big and fulfilling these dreams, Agustin said.

With the construction of the new building to start soon, she said WNU is fulfilling its vision of providing opportunities for the youth, of learning and growth, of producing highly-competitive Hospitality Management and culinary arts graduates.

“It is about filling the gap and looking forward to the future together with enthusiasm,” Agustin said.

The East Wing Building is designed to provide HM students with state-of-the-art facilities conducive for learning, WNU Vice President for Administration Elmer Bolivar said.

With a floor area of approximately 1,612 sq.m., the East Wing Building is a realization of WNU’s vision of molding its students for global competitiveness by giving them access to facilities of international standard, College of Business and Management Dean Julia Moncada said.

Air-conditioned classrooms and function rooms that can accommodate 500 persons will be among the amenities of the new building.

Moncada said WNU hopes to acquire for its students “only the best” facilities to make them at par with global competitors,

The new building is a flagship project WNU is showcasing this year, she added.*NAB

Whose project is the proposed flyover in Bacolod City?

Bacolod Rep. Monico Puentevella announced that a “mega bridge” flyover will soon rise in Bacolod City and shall answer the perennial traffic problem of the city, a press release from his office said.

The flyover shall be constructed at the junction of Lacson Street and B.S. Aquino Drive, the press release said.

“The flyover is part of the Mega Bridges for Urban and Rural Development Project of President Gloria Macapagal Arroyo,” Puentevella said. “Since traffic is the biggest problem of Bacolod as an investment city, this is my contribution to ease the impact of traffic problems to everyday life of our public,” he added.

However, City Administrator Roger Balo yesterday said the flyover is a project initiated by the city.

Balo said a boring test had already been conducted in Bacolod by Mabey and Johnson Limited and Woodfields Consultant in 2007, which visited the Office of the Mayor on Dec.18, 2006 to seek assistance in conducting an Environmental Impact Assessment on the location of the project.

He said he has no idea about another boring test to be conducted along Lacson Street since the DPWH did not coordinate with the City Engineer’s Office. They only informed the Bacolod Traffic Authority that they will work, he added.

Mayor Evelio Leonardia said that, in almost three years, they have never heard Puentevella mention anything about the flyover, and he had done so only when it was about to be started.

Leonardia said that, together with Balo, they had started talks on the flyover projects as early as 2004 and the city worked to secure all clearances and pertinent documents to facilitate its construction right away.

Balo was then meticulously attending to the project, when, all of a sudden, Puentevella issued a statement questioning it and everything stopped, Leonardia said. He then predicted that someone will claim credit for the project and, true enough, this has happened, he said.

Leonardia recalled that the Bacolod Sangguniang Panlungsod had approved his request for endorsement of the flyover projects at Lacson-Burgos streets and Lacson-B.S. Aquino Drive in April 2007 yet.

He said only Councilor Catalino Alisbo had voted against it, saying owners of establishments at Lacson-Burgos streets should first be consulted through a public hearing. Alisbo also questioned the feasibility study conducted by the consultants of the project, he added.

Leonardia said there were suggestions that the proposed flyover project at Burgos-Lacson streets be transferred, either to Magsaysay-Araneta streets or at the junction of Lopue’s East, where the traffic is expected to change when the new government center is opened.

The flyovers, a nationally-funded project, which was approved by the President on Oct. 29, 2006, costs about P250 million each, he said.

Leonardia had also sought the President’s personal intervention in fast-tracking the construction of the two projects for Bacolod, in a letter dated May 19, 2008.

He also sent a tracer to Department of Public Works and Highways executive director Emil Sadain dated Apr. 16, 2008 inquiring about the new schedule of the construction of the flyover projects in Bacolod, after it was temporarily suspended for “reasons unknown” to them.

The press release of Puentevella also said that in his letter dated Jan. 12, 2009, Sadain informed the solon that the DPWH is now on the stage of designing the flyover.

The project consultants will be conducting the soil/geotechnical investigation anytime this week as part of the design structure, the press release said.

Puentevella said that his office is constructing one flyover first then see how it can help solve the traffic problems at Lacson-B.S. Aquino junction then construct another one in another area in the city when necessary.*

@zyanz, can you please clarify. is that 100 has. the total land reclaimed so far or is the total of the whole reclamation project? because from the looks of it, reclamation works is still on-going.

The country’s biggest oil refiner plans to sell gasoline with 10% ethanol blend (E-10) at all their Metro Manila stations starting next month pursuant to the law mandating cleaner fuel.

Ms. Mehrabi said Bronzeoak would likely put up a 15-megawatt biomass plant beside its existing eight-megawatt biomass plant in Negros Occidental. The plant will use agricultural waste to produce electricity.

"We are still looking for [buyers] of power, but we are confident that we’ll be able to have a demand with the Renewable Energy Law already in place," she added.

Ms. Mehrabi said the proposal, which they started studying last year, was being finalized.

"Hopefully it will be constructed by February and will be finished within the year," she said, adding that the project would be done with a foreign partner.

The Renewable Energy Act signed last month seeks to promote the development and commercialization of renewable energy resources by providing incentives to companies that invest in the sector.

Renewable energy sources include the sun, wind, bodies of water, organic matter and the earth’s heat.

According to the government, about $25 billion worth of renewable energy investments mostly from wind, hydro, solar and biomass amounting to 500 to 1,000 megawatts are expected over the next two years. The amount may rise to $80 billion in the next 10 years.

Despite postponing the ethanol expansion project, Bronzeoak will be operating a storage facility in Subic that will provide up to 184 million liters for oil companies that will be importing ethanol.

Bronzeoak Philippines is a joint venture between the Bronzeoak group and Zabaleta & Co. It is recognized as the leading bioenergy developer in the Philippines.

The Biofuel Law of 2006 mandates oil firms to add another 1% blend of coco-methyl esther --obtained from coconut — for diesel to raise the mix by 2%.

It also mandates a 5% blend of ethanol — a by-product of sugar — for gasoline, which must make up half of an oil firm’s total sales. Several oil companies, however, sell gasoline with as much as 10% ethanol blend.

Aside from Petron, Seaoil Philippines Inc., Chevron Philippines, Inc., Pilipinas Shell Petroleum Corp. and Flying V also sell E-10 fuel. Other companies are set to comply with the law next month. — Ava Kashima K. Austria

Silay City creates eco-tourism center

The Silay City government in Negros Occidental recently established the Silay Outdoor Recreation and Eco-Tourism Area in Brgy. Patag, a press release from the city said.

Mayor Jose Montelibano said the activities in the area are in line with the programs of the Department of Tourism, Department of Environment and Natural Resources and the Northern Negros Forest Reserve.

He added that the Patag Development Program is undertaken by Silay Tourism Office, Brgy. Patag Council and the Silay Environmental Management Office, in coordination with Silay Tourism and Culture Development Council, the press release added.

Facilities include a seminar center, administration office, cottages, picnic ground, camping site, Japanese shrine, veterans' monument and ecotrails. Biodiversity conservation will have wildlife rescue ground, butterfly garden and established trail for horse back riding.

Livelihood opportunities for the residents are tour guiding, handicraft production, vegetable and crop production, and marketing, and catering service, the press release said.


Tourism officer of Silay, Ver Pacete, said there are projects that may interest students and educators – war artifacts, gallery, science garden, biodiversity monitoring and evaluation.

Christia Ledesma, senior environment management specialist, has reactivated the Bantay Bukid Brigade volunteers for forest protection and greening, the press release also said.*
