Should smoking in a car while a child is in it be banned?

Well they do tend to jump out of their skin and look around to see what's going on, but at least it makes them aware of their surroundings as while on the phone they are in a bit of a world of their own oblivious to what's going on around them. If it makes them think twice next time it may be worth while.
