(吉隆坡)吉隆坡市政局計劃在檳榔路(Jalan Pinang)興建新總部大廈,然而這項計劃卻出現10大疑點,行動黨蕉賴區國會議員陳國偉促請吉隆坡市長作出交代!

吉隆坡市政局目前共有3座大廈,分別坐落拉惹拉勿路及拉惹阿都拉路。當局計劃耗資5億令吉,在檳榔路土地編號195、占地1.32英畝的地段興建一座新大廈總部。

不過,由於這項計劃疑點重重,行動黨蕉賴區國會議員陳國偉週日(8月16日)早上召開新聞發佈會,揭發興建計劃的10大疑點,並促請吉隆坡市長作出交代。

陳國偉表示,當市政局初步計劃興建新大廈時,財政部於2007年10月26日,委任AUSB為這項計劃的繪測顧問公司。

他指出,時任吉隆坡市長在10日後,更換委任GDP為繪測顧問公司,並以私人融資(PrivateFinance Initiative)設計與興建新大廈,且獲得時任首相及聯邦直轄區部長的同意。

首相須停止計劃並調查

陳國偉披露,在2008年3月17日,杜拜一家投資公司向市政局申請,以承包興建計劃,而直轄部較後也允許GDP與上述公司商談,共同進行這項興建計劃。”

“較後,由於GDP升格為興建計劃發展商,負責為市政局興建新大廈,當局授權予GDP,以委任另一家繪測顧問公司。”

他表示,這項計劃出現許多不合理現象,他為此歸納出10大疑點,並促請首相停止這項計劃,而反貪污委員會也應介入調查。

陳國偉揭發隆市局建新總部大廈計劃10大疑點

1)為何市政局需要興建新總部大廈?

2)市政局為吉隆坡主要政府機構,每日人來人往,交通流動量非常頻密,若在檳城路興建新大廈總部,將加劇金三角地帶交通阻塞,為何市政局選擇在檳城路興建新總部大廈?

3)政府有否進行交通影響評估(Traffic Impact Assessment),是否適合在檳城路興建新總部大廈?

4)一旦新大廈落成後,市政局如何處置現有的大廈?

5)市政局的預算案撥款位居全馬第二,為何當局不自行進行興建計劃,而委任私人承包商?

6)市政局為何以私人融資,而非以招標方式興建大廈?招標能夠節省工程開銷,而私人融資則可能出現“開高價”現象,這種方式對納稅人有何好處?

7)GDP不能同時兼顧發展商與繪測顧問公司,否則即失去監督功效,然而為何GDP升格為發展商後,市政局為何授權GDP委任另一家繪測顧問公司,而非自行委任?如此豈不容易造成弊端現象?

8)一旦工程進行中,市政局會否以各種理由,提昇工程成本?

9)在經濟低迷之際,國內許多承包商難以獲得工程,而被迫往海外發展,政府為何不委任本地承包商興建大廈?此外,GDP的公司繳足資本(modal berbayar)只有10萬令吉,難以進行龐大的發展計劃,政府是否允許GDP與外國公司‘合資´,共同進行這計劃?

10)在初步計劃中,財政部委任AUSB為這項計劃的繪測顧問公司,為何在短短10天後,市長又更換委任GDP為繪測顧問公司?

i think the site is next to Grand Hyatt, now a carpark.... who knows its the menara gemilang dbkl glassy design!

On its remaining landbank, the developer still has a small freehold tract of under one acre in the high-end Persiaran Stonor condo enclave that was purchased back in 2003. As the transaction was done before the peak of property prices in the KLCC area, the developer bought it at an “attractive entry price”, Tan reveals.

This site is located opposite Glomac Bhd’s Suria Stonor development. See Hoy Chan’s offering at the site would be for high-end exclusive condos within a building limited to 20 levels and there will not be more than 99 units, says the developer. Sizes will be between 1,000 and 1,800 sq ft.

With hardly any gearing on the land, See Hoy Chan can afford to wait. “As our site’s locale is part of KLCC’s prime site, it is certainly unwise to launch it during bad times. Our plans are to launch when we can maximise returns, and we are targeting the niche high-end market,” says Tan. Currently working on the development order for the Persiaran Stonor site, he says its presence in the KLCC vicinity will be good branding for the company.

IJM Land To Launch Properties Worth RM1 Billion


PETALING JAYA, Aug 24 (Bernama) -- IJM Land Bhd, the property development arm of the IJM Group, plans to launch about 20 projects worth over RM1 billion during its current financial year ending March 31, 2010.

Chairman Datuk Krishnan Tan Boon Seng said the company still received strong take up rate for its projects despite the economic slowdown due to its strategic locations.

In the last financial year ended March 31, 2009, the company launched property projects worth RM600 million.

Speaking to reporters after the company's annual general meeting and extraordinary general meeting, Tan said low interest rate and strong liquidity in the banking sector attracted more buyers.

The company currently has 5,300 acres undeveloped land worth RM18 billion to be developed over 15 years covering Penang, Klang Valley, Negeri Sembilan, Melaka, Johor Bahru and Sandakan, Sabah.

On its RM500 million mixed development project in Changchun, China, Tan said the project is expected to be launched next year.

He said the company was also looking to undertake property projects in overseas by leveraging on IJM Group track, which currently has construction projects in Singapore, Australia, India and Vietnam.

For the financial year ended March 31, 2009, IJM Land recorded a higher revenue of RM671.01 million compared with RM295.20 million previously.

Its pre-tax profit rose to RM68.30 million from RM54.89 million previously.

Aussie firm seeks Malaysian partner for waterfront jobs

AUSTRALIA's Niecon Development Pty Ltd plans to partner Malaysian developers, including government-linked companies to develop waterfront projects here.

Niecon, set up in 1969 in Australia, is a private company with projects mainly in Queensland.

Its head of international sales and marketing Jo Pavlovich said Niecon is in talks with a few developers but declined to name them .

Pavlovich told Business Times in an interview in Kuala Lumpur recently that Niecon is keen to develop waterfront projects in Sabah, Sarawak and Port Klang to replicate what it has done in Australia.


"We want to develop properties in Malaysia so Australians could buy here. There are great opportunities for Australians to own properties under the Malaysia My Second Home initiative," Pavlovich said.

"Malaysia is one of the strongest country in Asia. There is a good working relationship between Malaysia and Australia and we find it easy to do business here," she added.


Pavlovich said Niecon may form a project-related vehicle with interested developers or landowners to undertake developments jointly, or come in as an equity partner.

She said Niecon is open to options and its role in the developments would be in design, project management and marketing.

Pavlovich said Niecon is also interested to develop luxury residences and office towers in Kuala Lumpur.

The company is currently developing two prestigious projects in Queensland, namely The Oracle in Gold Coast and Nirvana, each worth A$850 million (RM2.51 billion) and A$70 million (RM206.5 million).

Pavlovich said the projects are not designed for first time house buyers but purchasers who buy homes as lock-ups or as a holiday destination.

....im hoping 4 dis since their The Oracle project really cool!!!!....
