the best way to raise desirability in an area is to build flower gardens, though this only makes people build there. if you wand to raise the wealth of the people in an area, build hospitals, schools, parks, and other non-RCI (Residential/Commercial/Industrial) structures. Hospitals are probably the best way to get higher wealth people, but only if there is no coverage there already.

Also, build jobs near these places to make them worth more so that higher wealth will come.
Making those parts of the city more connected (via rail, subway, el, monorail, busses, highways, and main roads) will help. A last resort is to raise low wealth taxes passed 10% (20 in worst case scenarios) will drive low wealth out of your city. This will, though, hurt your whole economy, so i wouldn't recommend it. |
