I think Milan chose to risk and develop. There is the world expo expected in 2015, there has been a thirst for so many years of good quality office buildings (most are housed in old/pre-existing buildings). There is also an optymism about the future of the city economy which has not been strong in the past.

We all hope it will end up with new growth for the city and the country. But the risk of ending up with empty skeletons is there too.

Only the future will tell

Actually, thanks to immigrants mainly from eastern Europe and north and central Africa, the population of Italy has grew considerably in the recent years. In fact, it has just recently surpassed the 60 million units.
Most of them live in the north part of the country (still the reachest one).
It's true that the growth of the GDP of the whole country has been little over the last years but if you would analize the data in each regions you would see that some of them have been growing a lot more than others.
Milan has always been a rich city with one of the highest GDP pc in the whole continent. What's more, the universal EXPO will be held in Milan in 2015. Therefore, the city is working hard to show itself to the world as a new modern and efficient metropoli that can compete with the most important cities in the world.
I'm sure it'll look amazing, lots is going on now and we're just in 2009.

CityLife area occupies that huge square down on the right.
I think the incredible impact it will have on the city is pretty evident.

If you look straight down, at the others squares at the border of the pic, you can see another important development of Milan: the Portello project, which already has an own thread: http://www.skyscrapercity.com/showthread.php?t=873228

^ You can always check the Italian subforum. Although it's hard to find your way when you don't speak the language.

Is it true that in Milan no skyscraper can be taller than the Madonnina on the Duomo di Milano so on their skyscrapers they put a small statue of the Virgin Mary? I heard this somewhere and would like someone from Milan to confirm this.
