PIA Press Release 2009/11/20 DOLE to launch special projects in Iligan City by Mildred E. Dablio Cagayan de Oro City (20 November) -- The Department of Labor and Employment, in region 10, will launch three (3) of its special projects, namely the NEGO Kart (Negosyo sa Kariton), DOLE Kabuhayan Starter Kit, and Kabataan ITO on November 23, 2009, in Iligan City Public Plaza. The program will start at 9:00 in the morning with DOLE Undersecretary for Workers' Welfare and Protection, Usec. Lourdes M. Trasmonte and Mayor Lawrence Ll. Cruz, gracing the event. Approximately 20 Nego-Karts will be awarded to the selected beneficiaries from Iligan City. Nego-Kart is a project for ambulant vendors in major cities of the country. The project will assist the ambulant vendors in making their existing livelihood undertakings grow into profitable and sustainable business; thus, making their income level at par with that of the minimum wage earners, at the least. Services include acquisition of vending cart, provision of working capital for procurement or production of marketable goods or services (raw materials and other inputs), trainings on production skills, entrepre-neurship and business management, and assistance in acquiring business permit to operate in the designated area. In the event, 52 DOLE Kabuhayan Starter Kits will also be awarded to the different skilled informal sector workers in Iligan City and in the province of Lanao del Norte. The DOLE Kabuhayan (DK) Starter Kit Project is a livelihood formation strategy that is intended to bring about improved socio-economic well-being of workers in the informal economy, in groups/sectors with special concerns, and displaced wage workers (local and overseas) and their families. The project consists of a package of services that will enable the target beneficiaries to start quickly a livelihood undertaking and become self-employed. It aims to engage them in sustainable self-employment through easy to learn livelihood undertakings such as simple house-to-house service-oriented skills (massage, plumbing, cosmetology, electrical servicing, welding, native snack preparation, car wash, motorcycle repair, cellular phone repair, appliance repair, upholstery repair, etc.), existing skills of beneficiaries acquired through formal training, and new skills that can be enhanced / improved through short-period training. The project will be implemented by the local government units (LGUs) and the private sector that will be accredited as co-partners (ACPs) or DOLE regional/field office through direct administration. Technical Education and Skills Development Authority (TESDA) and other government and private training institutions may be tapped to provide the trainings for identified priority skills. DOLE will also be hiring 3,565 youth mentors for its 'Kabataan Ito' special project to jumpstart a nationwide familiarization and appreciation sessions on information technology for Filipinos in the disadvantaged sectors. At a ratio of one (1) mentor to two (2) students, 20 youth mentors will be awarded with certificates during the launching. The Kabataan ITo is a DOLE special project designed to teach young Filipinos knowledge and skills in basic information technology without joining the formal education system. The "teachers" or mentors in the project will be youth volunteers who are "IT-enabled" and the students are the disadvantaged and the informal sector. The mentors will teach an IT module consisting of a preparatory lesson on computer hardware familiarization, computer operation and MS Word processing application, and a final lesson on the use of the Internet for search and communication. The IT sessions will be for 22 hours. The mentors, who will render "part-time" service of less than eight (8)-hours a day or less than five (5) days a week depending on the mentors' availability, will be paid a stipend of P25.00 per mentoring hour. The budget of P15.02 million will come from the available budgets of the DOLE regional offices. regional offices, in cooperation with the (Public Employment Service Office (PESO) and working youth organizations will recruit the IT mentors who must be results-oriented, computer-adept, and friendly to the disadvantaged youth. They must also be meticulous keeping tab of the progress of the learners, as well as patient in mentoring. Under a new brand name, "DOLE is More Than Jobs!" these special projects are just one of the services DOLE provides to boost its programs in promoting and preserving the employment of Filipino workers and help the economy sustain the modest growth it achieved despite the global crisis.
