INVITATION TO BID
The Mactan-Cebu International Airport Authority (MCIAA), through its Bids and Awards Committee (BAC), invites contractors to submit bids for the hereunder contract:

Name of Contract
Expansion of the Existing Passenger Terminal Building of the Mactan-Cebu International Airport

Location
Mactan-Cebu International Airport, Lapu-Lapu City, Cebu

Brief Description
The existing passenger terminal building is a two-storey structural steel reinforced concrete building, with a total area of about 40,000 square meters. It has 4 contact gates and 2 remote gates.

The proposed expansion generally consists of additional gates and associated holding areas for both the domestic and international sides of the terminal building. It also consists of construction of additional space in between the international and domestic terminal for concession areas.

The expansion will entail a total floor area of approximately 2,250 square meters.

The works will also include the procurement and installation of two elevators.

Approved Budget for the Contract (ABC)
P198,789,230.90

Contract Duration
Eighteen (18) calendar months

Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the Revised Implementing Rules and Regulations (Revised IRR) of Republic Act No. 9184 (RA 9184). Prospective bidders should possess a valid PCAB License applicable to the above type and cost of the contract, and have completed, within ten (10) years from the date of submission and receipt of bids, a similar project with a value of at least fifty percent (50%) of the ABC, and meet the other minimum eligibility requirements stated in the Instructions to Bidders (ITB). Bidding is restricted to sole proprietorships, partnerships, or organizations with at least seventy five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

A complete set of Bidding Documents may be obtained by prospective bidders up to November 26, 2009 @ 9:30 A.M. at , MCIAA BAC Office, Pre-Terminal Hall, Mactan International Airport, upon payment of a non-refundable fee of Ninety Nine Thousand Pesos Only (P99,000.00). All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the ITB. Late bids shall not be accepted. Bids received that exceed the ABC shall automatically be rejected at bid opening.

All particulars relative to Bid Security, Performance Security, Pre-Bid Conference, Eligibility Check, Evaluation of Bids, Post-Qualification and Award of Contract, among others, shall be governed by the pertinent provisions of RA 9184 and its Revised IRR.

The schedule of other activities is as follows:
Pre-Bid Conference / Nov. 5, 2009 at 9:30 A.M.

Deadline for Submission of Bids and Opening of Bids
Nov. 26, 2009 at 9:30 A.M.

MCIAA assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of their bids. MCIAA reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidders.

hehehe...so sorry i never had the chance to video it because it came as a surprise for me then and also i don't have my cam with me. i was cooking for dinner actually so i just had a quick glimpse of the TV monitor...hehehe

10 aerobridges? From the looks of it, they will insert another aerobridge with the existing 4, before the tower, thus having 5 bridges to the right of the tower, and 5 to the left. Is there space between the existing building and the tower to fit another bridge?

The propose additional terminal building of MCIA is similar to RDU Raleigh-Durham International but smaller version and one side only ang aerobridges.

Mactan airport body begins renovation, upgrades

THE Mactan Cebu International Airport Authority (MCIAA) is set to implement plans to make the Mactan Cebu International Airport become a major airport hub in the Asia Pacific Region.

Danilo Augusto Francia, MCIA general manager, said that to achieve this, it would have to upgrade its facilities and services.

Francia said the airport would have to undergo renovations and developments in its eight airport systems.

These are Airfield and Navigation System, Emergency and Recovery System, Security and Law Enforcement and Order, Passenger Terminal, General Aviation, Cargo and Maintenance Repair and Overhaul (MRO) Facility, Airport Management and Airport Utilities.

Francia also cited plans to build a “new generation terminal” that could hold four new terminals for international and first class flights.

The new generation terminal project will be discussed in a briefing on Dec. 7 with possible investors while renovation project for the passenger terminal will be open for bidding on Nov. 26.

Francia also said that Lufthansa German Airlines, one of Europe's biggest airline, was considering expanding operations in Cebu by offering more technical and repair services to local airlines.

Francia also said that they were improving the airport's security personnel and facilities to adhere with international requirements and standards.

Francia also announced on Tuesday the MCIAA being the 5th top performing government-owned and controlled corporation (GOCC). It even outranked Social Security System and the Pag-ibig which are seventh and ninth respectively in the top 10 GOCCS. The top GOCC is the Development Bank of the Philippines.

Francia said the MCIAA was affected by the effects of the global economic crisis with lesser international air traffic this year.

Francia, however, said that the increase in domestic air traffic in the first half of the year had made up for the slack in the international air traffic.

He attributed the increase in domestic traffic to local passengers who used to travel by sea before.

He said domestic flights pulled up the international flights. Despite the decrease of international flights, the total flights and passengers remains to have a 29 percent growth and 16 percent increase in its revenue from 2008.

According to Francia, international and domestic flights increased by 4,000 more flights or from 14,000 in 2008 to 18,000 flights from January to November this year.

Francia also said that the MCIAA revenues increased from P791.23 million in 2008 to P914.73 million from January to November this year.

Francia said the MCIAA was aiming to have P1 billion revenues by the end of the year.
