As far as I know, in Estonia there are no motorway standard roads. It's a dual carriageway, but it is a good qualitty and well made road.

Motorway standard, could easily be. But they're not designated as such.

Actually, you are wrong. Estonia has different standards for I class roads and motorways. The ones we have are I class roads by our standards. We should need wider shoulders, better lighting, wider medians, no U-turns etc. to consider these highways as motorways.

Wider median - put concrete blocks and it will do.
Better lightning - for what? Haven't seen many motorways with much lightning. On interchanges - yes, but that doesn't cost much.

Btw, does that road in pic has U-turns? Seems too nice to have shit's from 90's like that.

Few shots from Lithuanian road A9 section Radviliškis - Šiauliai. Whole stretch was reconstructed from ordinary 1x2 road, to 2x2 expressway standard road, so during summer period (from 1st April to 1st November) it has a speed limit of 110 km/h. Recoinstruction was done in two stages.

Unfortunately there are no fresh pictures of 2nd stage works, which were finished few weeks ago. 2nd stage works included a bypass construction of Kairiai town. Few pictures from construction area
