Actually, you are wrong. Estonia has different standards for I class roads and motorways. The ones we have are I class roads by our standards. We should need wider shoulders, better lighting, wider medians, no U-turns etc. to consider these highways as motorways.

Few shots from Lithuanian road A9 section Radvilikis - iauliai. Whole stretch was reconstructed from ordinary 1x2 road, to 2x2 expressway standard road, so during summer period (from 1st April to 1st November) it has a speed limit of 110 km/h. Recoinstruction was done in two stages.
