Govt will handover lands to NICE to complete BMIC project: CM

Quote:
By Team Mangalorean Bangalore

BANGALORE, Mar 23, 2010: Under constant attack from opposition Janata Dal (Secular) and Congress over the affairs of Bangalore Mysore Infrastructure Corridor (BMIC) project being executed by Nandi Infrastructure Corridor Enterprise (NICE), Karnataka Chief Minister B S Yeddyurappa on Tuesday said he would convene a meeting of top leaders of the two parties early next month.

"All prominent leaders of Congress and JD-S will be called to that meeting to find out a solution to the project," he told reporters here in an attempt to bid to ensure that the NICE row did not hit the prospects of BJP in the March 28 elections to Bruhut Bangalore Mahanagara Palike (BBMP).

Mr Yeddyurappa, however, ruled out dropping the project, which has been hanging fire for long, and asserted it would be implemented in accordance with the rulings of the Supreme Court, the high court and the Framework Agreement signed with NICE headed by Ashok Khney.

The government was ready to provide land and NICE should commence road work simultaneously from Mysore and Bangalore ends, he said. Mr Yeddyurappa rejected JD-S demand for convening of a special legislature session to debate on the affairs of NICE, remarking "when we hold the session, they will not raise it".

"The government is keen to complete the BMIC project. It is the responsibility of the government to handover lands as per the rulings of the Supreme Court and High Court and the Framework of Agreement," the Chief Minister told presspersons here.

Mr Yeddyurappa said all former chief ministers, including Deve Gowda, who had been involved in making decisions on NICE would be invited for the meeting.

If excess land had been acquired, it would be returned to farmers, he said replying to a question.
Mr Yeddyurappa said his government planned to take up mono- rail project, construction of super speciality hospitals and satellite bus stations on all the four directions in the city.

The existing Race Course would be developed as a park after it was shifted, Yeddyurappa said.

Yeddyurappa claimed that his government has given a boost to infrastructure development of Bangalore city in the last two years after it took over the reins of administration.

The former Prime Minister and national president of the Janata Dal (Secular), H.D. Deve Gowda, has called upon Karnataka Chief Minister B.S. Yeddyurappa to file a fresh affidavit before the Supreme Court highlighting that the State government will stick to the final orders of the apex court on the Bangalore Mysore Expressway project being executed by the Nandi Infrastructure Corridor Enterprise.

The final order of the Court was issued in April 2006 directing the State government to allocate 20,193 acres of land for the expressway and the five townships to be built alongside as per the original framework agreement between the government and the project promoter finalised in 1997 when the J.H. Patel government was in power.

Mr. Gowda is fighting against a newly prepared Outline Development Plan-ODP (which does not figure in the final orders of the apex court) which is sought to be given effect to by the present government following an interim order of the court in a contempt petition. In November, the State Advocate-General had made an oral submission during a hearing on a contempt petition (against the Chief Secretary to the State government and others) stating that the Government is ready to implement the ODP.

Puttur: Shiradi Ghat Woes – Concreting Proposal Languishing at Delhi

Quote:
Daijiworld Media Network – Puttur (SP)

Puttur, Apr 7: It is learnt that the Rs 113 crore proposal to concrete the Shiradi Ghat stretch of national highway 48 towards finding a permanent solution to the nagging problem of perennial potholes, has been withheld by the finance department of the central government. At least now the people using this road, who were bored at the frequent sights of the crocodile tears being shed by all and sundry about the pathetic state of the road, and also of doling out high promises, know where the matter stands.

Negotiating of the Shiradi Ghat section of national highway 48 is a jittery experience for even the deftest driver. The road, battered over two years back by the movement of overloaded iron ore trucks, has not shown any signs of improvement, even after it was repaired last year by spending a huge amount.

Out of the 36 kms stretch, concreting of 13 bends of this road was conducted last year. The project estimate for the balance 26 kms had been prepared and sent to the central government for approval. Even though the national highways department gave its clearance for this project long back, the finance department has withheld this file. Unless the finance department gives its clearance, this project will not take off. Tender process has therefore, been withheld.

None of the leaders of the state, from the three parties, the Congress, the BJP and the JDS, have been able to convince the centre to clear the project, although they had assured various protestors and agitators that the needful would be done. The treacherous stretch of Shiradi Ghat is so bad that it is almost sure that during this monsoon season, no vehicles will be able to negotiate this road. As per the earlier plans, the concreting work should have been taken up in November last year, and completed by May this year. In the past, it was the story of the funds sanctioned for Shiradi Ghat repairs going down the drain. Now, the project itself appears to be going down the drain. No one knows as to be when the file will be cleared, or what is in store for the people commuting between the Mangalore Bangalore, the only saving grace being the train services that have been running between these two cities.

Widening of highway expected to be completed in three months

Quote:
Kolar:Apr 6, DHNS:

Even as the work on National Highway-4 is expected to be completed by July this year, thousands of applications seeking upward revision of compensation for land acquisition are awaiting disposal.

As much as 17.46 lakh square meters of land has been acquired for the stretch from K R Puram to Nangadi border in Mulbagal taluk. While 2.51 lakh sq mtr of land has been acquired in Mulbagal, it is 7.56 lakh sq mtr in Kolar, 5.17 lakh sq mtr in Hoskote and 2.20 lakh sq mtr in K R Puram.

Compensation has been paid in 73.47 pc of cases in respect of Mulbagal, the percentage of compensation in payment in respect of rest of the cases is 81.06, 81.04 and 62.21 respectively.

Balance payment

Out of Rs 149.47 crore earmarked for payment of compensation, a sum of Rs 105.14 crore has already been disbursed. The balance of Rs 44.36 crore is yet to paid.
Similarly, owners of 24.55 pc of the acquired land are yet to identified. The office of the Land Acquisition Officer is making efforts to trace the owners. Assistant Commissioner and Land Acquisition Officer R S Peddappaiah told Deccan Herald that advertisements have been issued in respect of the lands for which owners have not been traced. However, the success has been partial. Hence, it has been decided to issue advertisement once more. “Some might have migrated to other places and some might have left the country itself. There are also possibilities of people hesitating to claim ownership in view of attracting Income Tax,” he said.

Objections

Meanwhile, as many as 1,200 owners have raised objections to the quantum of compensation determined by the government. They have filed their objections. The authority to revise the quantum has been delegated to the Deputy Commissioner. The Deputy Commissioner of Bangalore Urban District will revise the compensation on priority basis in K R Puram limits while it is the Deputy Commissioner of Bangalore Urban District in case of Hoskote and Kolar Deputy Commissioner in respect of land acquired in Kolar and Mulbagal taluks.

Peddappaiah said that owners may or may not accept the hike in compensation effected by the Deputy Commissioner and can even approach the court. The cases where the owners are not traced, will be closed treating that there is no objection, he said.

Lands acquired (Lakh sq mtr)
* Mulbagal: 17.46
* Kolar: 2.51
* Hoskote: 5.17
* K R Puram: 2.20 Compensation
* Amount earmarked: Rs 149.47 cr

NHAI to take care of 10 stretches of highways

Quote:
* These stretches are presently maintained by the state government
* They have been identified for improvement

MANGALORE:The Union Ministry of Road Transport and Highways has decided to transfer the 130-km stretch between B.C. Road (near Mangalore) and Hassan on national highway 48 to the National Highways Authority of India (NHAI) for improvement.

With this, the travails of travelling on the badly-maintained Shiradi Ghat between Hassan and Mangalore are expected to end.

In addition, the Ministry has also decided to transfer nine other stretches on other national highways in the State, including the188-km stretch between Shimoga and Mangalore on NH 13, to the NHAI for improvement, official sources told The Hinduhere.

All these stretches are presently maintained by the State Government through the State's National Highway Division under the Public Works Department.

All these stretches now “are being transferred to the NHAI for taking further necessary action,'' the sources said. The Ministry has written to the NHAI to this effect on March 16, 2010, sources said.

All the 10 stretches have been identified for improvement under the Phase IV A and Phase IV B of the National Highways Development Project (NHDP). Of these two phases, the Union Government is yet to approve the Phase IV B, they said.

Sources said that the stretch between Shimoga and Mangalore on NH 13 has been identified for improvement first, under Phase IV A. Except this, all other stretches have been identified for improvement under Phase IV B, they said.

The other stretches “being transferred” for improvement and which will come under Phase IV B are: Chitradurga and Hospet (119 km); Hospet and Bellary (73 km); Bellary and Gooty (77 km); Hospet-Hubli-Ankola (271 km); Gundlupet-Coimbatore (Kerala border) (26 km); Hoskote-Dabaspet (89 km); Tamil Nadu border-Bangalore (204 km) and Gulbarga-Bijapur-Humnabad (200 km).

The major beneficiaries of this decision will be the people of Mangalore. This is because all the three national highways — NH 48, NH 17 and NH 13 — connecting Mangalore will come under the NHAI. When improved (likely to be made four lanes) these roads will strengthen the connectivity between the port city and hinterlands of the State and boost economic activities, sources said.

The NHAI is developing the stretch between Surathkal and B.C. Road covering NH 17 and NH 13 into four lanes. In addition, it has already selected the bidder for widening the stretch between Surathkal and Kundapur on NH 17 and the stretch between Nanthoor and Talapady on NH 17 into four-lane road and the land acquisition has begun.

Talking to newspersons here, he said tenders will be called next month for developing 269 km and the work would commence soon.

He said the World Bank was extending a loan assistance at the rate of Rs 2.20 crore per km. By June an Asia Development Bank (ADB) team will arrive in the state for discussions about loan assistance for 644 km of highway.

The minister said the National Highway Authority of India (NHAI) will develope Tumkur-Honnavar Highway into four lane and Hassan-Bangalore into six lane. The work will commence after the state government hands over the necessary land.

Mysore-Bantwal highway widening works begin

Quote:
Kushalnagar, April 25, DHNS

The widening works of Mysore-Bantwal State Highway, which passes through the district has been started at Suntikoppa. In this regard, the shopkeepers are all vacating their shops, which are located very close to the road.

The road works taken up by Karnataka Road Development Corporation between Kushalnagar-Madikeri is in its last stage. The works are left in Kushalnagar and Suntikoppa town residential areas but R N N Company, which has got the contract of the road work has started clearing off the road sides at the entrance of Suntikoppa town for the last two days. This has caused a sense of fear among people. Frightened by this, many people have voluntarily vacated their homes and shops and on Sunday everyone was engaged in the same work of vacating the place.

City may lose identity

Many senior citizens who have seen the city grow feel that if the shops and houses on the either sides of the roads are pulled down, then Suntikoppa will lose its identity.

They opine that governing bodies should plan the bypass road on the outskirts of the city rather than planning it in the city.

Traders Sudarshan Naidu, M A Vasanth, K P Jagannath and others have requested the District Administration to provide some more time to vacate the houses.

They have even requested MLA Appachu Ranjan, who has instead asked the traders and house owners dwelling on the said road to vacate within 15 days, failing which he would personally come and inspect the eviction drive. This has caused fear and anxiety among the people.

Citizens’ request

Citizens have requested that they should be given some more time to vacate the area because the monsoons may start anytime soon making it difficult for them to shift into new place.

There are thousands of people living on Bangalore-Mangalore Highway, which passes through Suntikoppa, constructing houses, shops, running business etc.

KRDC has clearly said that widening of Kushalnagar-Madikeri road is inevitable and much needed because the road is very tight and congested.

While Suntikoppa road development work has become a sort of prestige issue for some elected representatives, for common man it has become a curse.

Coorg/Kodagu is a very rich region. Both higway and train connectivity is important for further growth of Bengaluru-Mysuru-Mangaluru belt identified as one among 19 clusters to be developed by India by McKinsey.

How comfortably McKinsey forgot Bellary-Hubli-Dharwad-Belgaum cluster??

Krishnamoorthy why do they rate cities based on population?? Why not on parameters like Cleanliness,Roads, transport system,UGD??

I did not find Mysore,Mangalore and Hubli-Dharwad making it to the list of top 24 tier two cities.

Our cities are damn cleaner and have better liveable conditions/facilities/internal roads/UGD than cities like Coimbatore,Salem, warangal, varansi etc etc....Surprising to me.........

DK's new NH to connect three states

Quote:
MANGALORE: Dakshina Kannada now has a new national highway in NH-234. This 715-km long Mangalore-Villupuram state highway that criss-crosses three southern states -- Karnataka, Tamil Nadu and Andhra Pradesh has been upgraded to NH-234 and will connect Mangalore in Karnataka, and Villupuram sea port in Tamil Nadu. This highway, notified by the Union government under National Highways Act, will also touch AP.

The NH-234, which starts from Mangalore at Mahavir Circle, will connect Belthangady, Mudigere, Belur, Huliyar, Sira, Madhugiri, and Chintamani in Karnataka, Venkatagiri, Kota in AP, Pernampet, Gidiyattam, Katpadi, Vellore, Pushpagiri and Polur. It will end at Tiruvanamalai-Villupuram in Tamil Nadu. The NH-234 will overlap with NH-48 in chainage 0 to 19.2 up to B C Road where one takes a diversion towards Belthangady.

I E Krishne Gowda, executive engineer, NH Mangalore division, told TOI here on Monday that the new NH-234 comprises stretch of Kadur-Kanhangad, and Mudigere-Venkatagiri state highways. The Kadur-Mudigere stretch of road has been left out of the purview of this new NH and it will remain a state highway, he said. This has taken up the number of NHs in DK to four, the other three being NH-13, NH-17, and NH-48.

The existing length of three national highways in the district is 136-kms and this latest addition would increase it to 211-kms, he said. The NH division on an average requires Rs 2 crore per kilometre to upgrade SH to NH standards, he said, adding this upgradation work includes strengthening bridges en route, extending and widening tank bunds, land acquisition wherever needed as well as strengthening the base of the road.

Admitting that upgradation of road on official records does not change the situation on the ground, he said NH-13 (Mangalore-Sholapur), the last of the SH to be upgraded to NH in DK around a decade ago, has now been included in phase IV of NHDP for upgradation. An estimate of Rs 134 crore has been submitted for upgradation of chainage 147-194 (Belur to Banavara) along NH 234 and rest would depend on budgetary support.

** Total road length of NH in DK (including NH 234) is 211-kms.

** Number of NH criss-crossing DK is 4 (NH 13, 17, 48 and 234).

** Roads that register vehicle density measured in passenger car units (PCU) of 15,000 PCU have to be upgraded in to a four-lane facility, and above 15,000 PCU in to six-lane facility.

** NH-17 has recorded vehicle density of 35,000 PCU and work of four-laning portion of it is yet to be completed.

** Most roads are upgraded on records from village roads to major district roads and state highway and finally national highway. However, no attention is paid to upgrading them to desired standards.

State seeks upgradation of national highways

Quote:
Bangalore: The Karnataka Government has called upon the Centre to upgrade 1,500 km of national highway in the State and has suggested that the National Highways Authority of India (NHAI) should takeover the responsibility of the upgradation and maintenance of these roads.

The State's plea wants upgradation of NH 48 (Bangalore-Mangalore), NH 17 (Mangalore-Panaji), NH 13 (Shimoga-Chitradurga-Hospet-Bijapur), NH 212 (Bangalore-Kanakapura-Chamarajanagar-Coimbatore) and NH 206 (Tumkur-Honnavar). All these roads are two-lane and some stretches are in bad shape. The Centre pays the State for the maintenance of these roads. Minister for Public Works C.M. Udasi and the Secretary to Government, Department of Public Works, N. Lakshman Rao Peshve told presspersons here on Tuesday that the State is keen on capitalising on the Centre's move to hasten the pace of upgradation of national highways in the country.

Mr. Udasi said the proposal to widen the existing State highway, between Bangalore and Mysore, from four-lane to six-lane will be taken up at a later stage.

More funds sought for highways

Quote:
DHARWAD: Dharwad MP Prahlad Joshi has met Union minister for surface transport, Kamalnath, at the latter's office in New Delhi and held discussions regarding the development of highways in north Karnataka.

Joshi urged the minister to release funds for highway project proposals submitted by Hubli division of national highway department. He sought funds for NH-218 Bijapur-Hubli, NH-63 Ankola-Gooti and NH-4 Pune-Bangalore. Joshi discussed issues like land acquisition for a bypass connecting the aforesaid NHs on the outskirts of Hubli.

Pointing out that funds sanctioned for several projects had been withdrawn, the MP urged the minister to release them again. He told the minister that the government had sanctioned Rs 13 crore for the construction of overbridge across the railway gate on Hubli-Gadag Road. He urged him to contribute 50% of the cost from the national highway department to take up the work.

Joshi told `The Times of India' from New Delhi that Kamalanath promised to expedite the matter and release the funds at the earliest.
TOI

The State Cabinet approved the upgrading of National Highway 4 between Hubli and Dharwad (20 km) at a cost of nearly Rs. 150 crore. The Union Government has granted Rs. 50 crore for this and has promised that another Rs. 50 crore will be provided. Tenders will be called shortly.

Shiradi Ghat is still motorists' nightmare

Quote:
Mangalore: The Shiradi Ghat road is back in good condition after being un-motorable for more than three years. There are no potholes, no craters and no mounds of mud in the middle of the road. But, it has now become more dangerous than ever, going by the number of accidents that have taken place over the past few days.

In the last 15 days, 21 vehicles have met with accidents in the stretch between Marenahalli and Gundia (NH-48). On Wednesday alone, six trucks carrying goods on this stretch between Mangalore and Bangalore met with accidents. The stretch is full of mangled remains of trucks and goods spilled from the vehicles.

“I have never seen such piles of mangled bodies of trucks before,” Keshavnath, an official of the transport department who visited the accident sites to certify insurance claims, said. “Going by the nature of the accidents, I suppose they were due to drivers dozing off on the wheels.”

The traffic between Bangalore and Mangalore on the National Highway 48 is quite dense — 10,000 passenger car units (each unit is equivalent to five passenger car loads), according to statistics available with the transport department. This could be compared with the busy Eastern Express Highway between Mumbai and Pune, transport officials said.

Transport department surveys point out that about 50% of the vehicles that get into Tumkur road from Bangalore go towards Mangalore after turning at Nelamangala. During school vacation, Bangalore generates over 7,000 units per day, clogging the stretch in Shiradi Ghat. But due to the dense movement of heavy traffic vehicles (HTVs) like timber trucks, LPG bullet tankers, mining lorries, and heavy machinery carriers, passenger cars lose hours and try to make up lost time by speeding in the ghat sections. This creates danger for both HTVs and cars.

“The Shiradi stretch should ideally be a six-lane highway, considering the volume of traffic,” said an official of the National Highways Authority of India (NHAI), which is responsible for maintaining highways. “But it has only two lanes, and this results in accidents. The NHAI had in 2008 proposed the widening of the stretch, but the government is yet to clear it,” the official said.

“The idea is to extend the highway being laid between Mukka, near Mangalore, and Buntwal Cross Road to Sakleshpura,” the official said.

The road widening work was undertaken by KRDCL

Quote:
Madikeri - Kushalnagar highway opens for public

Kushalnagar, May 1, DHNS: The 30 km road from Madikeri to Kushalnagar on Mysore-Bantwal state highway is ready for the movement of vehicles.

The movement of vehicle from Suntikoppa to Madikeri was banned three months ago to facilitate the road widening work. The work has been completed and road has been thrown open to traffic from Saturday itself. Owing to the closure of the road between Suntikoppa-Madikeri, vehicles were moving via Chettalli, Madapura road to reach Madikeri.

The road widening work was undertaken by KRDCL and the contract was given to RNN company, Hubli. In the first phase, Mysore-Kushalanagar road was undertaken three years ago at an estimated cost of Rs 129 crore. In the second phase, the road work between Kushalnagar-Sampaje was undertaken at an estimated cost of Rs 101 crore during October. Of which, the 30 kms road between Kushalnagar-Madikeri is in its final phase. However, the work on the entire stretch of the highway will complete by the end of May.

The road work which was started at Tavarekere on the outskirts of Kushalnagar six months ago has been completed till Sampigekatte on the outskirts of Madikeri. The remaining road work from Madikeri-Sampaje will be started by October, said KRDCL divisional engineer Devraj to Deccan Herald. He said “on the outskirts of the town, the road will be widened by 22 metres. In the city/town, the widening of road has been restricted to 20 metres.”

The RNN company is making use of 82 lorries to transport materials for the road work, 6 rollers, 2 JCBs and one asphaltation work along with 350 workers. Between Kushalnagar and Madikeri, 54 culverts and three bridges have been constructed. The dangerous curve between Madikeri and Boikere has been widened and a retaining wall has been constructed below the road. With the opening of road from Madikeri and Kushalnagar, one can reach the destination within 40-45 minutes.

Govt okays Nantoor-Talapady highway widening by 45 meters
Quote:
Mangalore, May 10, DH News Service:

Chief Minister B S Yeddyurappa will lay foundation stone for the road work from Mani-Sampaje on May 23.

The 72 km road is being laid at an estimated cost of Rs 176 crore, said District-in-Charge Minister Krishna Palemar.

Addressing mediapersons here on Monday, he said Yeddyurappa has given his consent to the National Highway Authority proposal to widen the Nantoor-Talapady highway by 45 metres instead of the earlier 60 metres. This will benefit more than 3,000 shop owners, who were fearing the land acquisition by the government. “Following opposition from the people, we met CM and explained the situation. The widening of the road from Nantoor to Talapady does not require 60 metre acquisition. In Goa and Kerala, NH had been widened by 45 metres.”

Palemar said the revised Comprehensive Development Plan will be issued in the gazette notification soon. Amendment have been made to the CDP and has been approved by the state government. According to the revised plan, there is concession in the fee for those who is willing to construct buildings in 3 to 12 cents land and for the regularisation of illegal sites. Instead of nine metres, roads will be laid in six metres in the newly laid layouts.

Maintain peace

In the wake of Gram Panchayat polls in the district, Palemar called upon the people to maintain peace and order in the district.

Second runway to be opened on May 15

The second runway of the Mangalore airport will be inaugurated by Union Minister for Civil Aviation Praful Patel in the presence of Chief Minister B S Yeddyurappa on May 15.
Minister Palemar said “a proposal of laying a road at an estimated cost of Rs 7.60 crore to the new terminal is being sent to the government. The Cabinet will approve the proposal soon. As per the proposal, the distance to airport from Mangalore will be reduced by 8 km.”

Four lane project in limbo

Quote:
MANGALORE: The Rs 2,038 crore four-lane project from Hassan to B C Road on national Highway 48 has remained a non-starter with the ministry of highways road and transport not approving the five part document submitted by the consultants.

The document has eight parts. Unless the first five parts are approved, the sixth cannot be submitted.

The eight parts are: Inception report, feasibility report, clearance report, draft feasibility cum preliminary design report, final feasibility cum preliminary design report, final feasibility report, and plan schedule andclearance; bid document and technical schedule and the last part is post award queries up to financial close.

Sources in state national highway division told TOI that only after the eight parts are approved the consultants will do the site marking, following which, acquisition notices can be issued.

The four lane will reduce the distance between Hassan-B C Road by more than six kms. It will have two bypasses one at Sakleshpur and another at Ballupete in Hassan District, according to the feasibility study prepared by Feedback Ventures for the project. The consultancy charges are Rs 1.76 crore.

The four-lane is planned to be constructed under the Design, Build, Finance and Operate (DBFO) module will have rigid (concrete) pavement for the 33 km stretch of Shiradi Ghat section.

The survey commenced in November 2007 and ended in September 2008. The cost of Rs 2,038 crore will include both compensation and land acquisition.

Regarding land acquisition problems in Ghat section, as it was reserve forest area, sources said the Centre had initiated the project and they would sort out the matter.

The feasibility study was done in three sections, Hassan (from the existing bypass) to Sakleshpur, Sakleshpur to Gundya and Gundya to B C Road (near the toll booth).

The road will completely be on a new alignment. It will have new alignments, as well as concentric (four lane from the existing central line of two lane NH) and eccentric (the widths can either be extend on the left or right of the existing two-lane NH) alignments all along the road. The two bypasses have been proposed at Sakleshpur and Ballupete as there is no scope for widening the existing road.

Our cities are damn cleaner and have better liveable conditions/facilities/internal roads/UGD than cities like Coimbatore,Salem, warangal, varansi etc etc....Surprising to me.........
Wondering what made you think like that about Coimbatore and salem? Facilities, roads/UGD I dont think so... Just try putting these words in Coimbatore/Salem forum, then there are many to explain to you in detail, why they are better.
