San Juan Islet: The Walkable City

The plan for the Isleta: The Walkable City presents a comprehensive vision for the Isleta’s transformation. Its main objectives are to:

1. Introduce a transformative transportation system that will ensure accessibility, integration and economic development for the entire Isleta

2. Consolidate the Isleta as a primary touristic destination, the pearl of the Caribbean

3. Strategically address global changes in climate, sea level rise and energy resources

4. Protect and celebrate the Isleta’s vibrant culture and relevant history

5. Provide a state-of-the-art pedestrian experience marked by memorable spaces that celebrate the Isleta’s natural assets, and historic heritage, and that captivate, orient, and congregate residents and tourists alike

6. Foster dense, diverse and vibrant communities within all of the Isleta.



Mayor Santin’s vision for the Isleta requires an extensive transformative process based on ten strategic actions. These actions are the bedrock of a holistic and sustainable transformation that will ensure the Isleta’s long term prosperity. The proposed initiatives are to:

1. Introduce an integrated public transit system that includes a light rail system, park and ride facilities, water taxis and a shuttle/bus feeder system that reduces vehicular congestion and provides a comprehensive, seamless transportation network

2. Implement a state-of-the-art public realm that creates a memorable pedestrian experience and establishes strong north-south and east-west connections

3. Establish a pedestrian waterfront loop around the entire perimeter of the Isleta, that fosters a continuous yet diversified waterfront experience for pedestrians, cyclists and joggers

4. Pedestrianize Old San Juan, the city’s historic center, strategically restricting vehicular access and increasing livability for its residents and visitors

5. Revitalize the rundown neighborhoods of La Perla and San Agustin, and reintegrate them socially and economically

6. Protect the Isleta from erosion and sea level rise by building additional protective coastal reefs, storm surge barriers and public buffer zones

7. Protect and celebrate the Isleta’s cultural and historic assets by maintaining and connecting them, paying homage to the city’s past while celebrating its future

8. Develop and integrate the north and south waterfronts by creating sustainable mixed-use tourist developments along both waterfronts, and connecting them with green corridors

9. Diversify and repopulate the Isleta by fostering vibrant and heterogeneous communities

10. Expand and diversify the Isleta’s tourist assets, establishing it as a competitive, world class destination, branding its uniqueness and marketing its richness
