AirAsia may consider aerobridges at new LCCT

BUDGET carrier AirAsia Bhd (5099)may consider using aerobridges at the new permanent low-cost carrier terminal (LCCT) to aide passenger convenience, says its chief.

"MAHB (Malaysia Airports Holdings Bhd) has given us a proposal on using aerobridges and if we can get the right economic deal, we will consider it," AirAsia chief executive officer Datuk Seri Dr Tony Fernandes told Business Times yesterday.

Fernandes added that the airline would still be able to meet its 25-minute turnaround time with the usage of aero-bridges.

The low-cost carrier (LCC) has previously resisted using aerobridges at the current temporary LCCT to keep its cost structure low and be in keeping with its quick turnaround time.
Fernandes said that the airline was also working with the airport operator MAHB to find innovative ways to enhance the passenger experience and security at the new LCCT in Sepang.

"We are assisting them in creating a centre for LCCs to converge and a world-class hub. MAHB has incorporated a lot of what we have asked and in understanding of our needs," he added.

Among the considerations taken into account by the airport operator include the number of parking bays dedicated to AirAsia and AirAsia X and a dual-mode runway that helps reduce the planes' taxi time.

"We are happy with the airspace planning and that the runway will be able to accommodate our A330 and A340 planes," he said.

One outstanding issue that has yet to be resolved though is the public connectivity to the new LCCT.

"We hope that the ERL and KTM services can be extended to the new terminal," said Fernandes.

The groundbreaking ceremony for the new LCCT, to be officiated by Prime Minister Datuk Seri Najib Razak, will be held next Monday.

To complete a 30M passenger capacity terminal in merely 20 months! That's almost Mission Impossible in my opinion. The testing and commissioning of the airport systems alone would take 4-6 months but that's for a normal terminal building. If LCCT's systems are much simpler than normal terminal, they may be able to make it. Keep our finger crossed.

The design of the LCCT appears like a spaceship, and the . Very interesting. Also a bit like the older Terminal 2 of Charles de Gaulle. Does anyone know who the designer is?

If you come from the city towards the Main Terminal, you just need to turn right at the roundabout and driving at the edge of one of the runway. There you'll find the site of the new LCCT, approximately less than 2 km. And if you turn left and circling the whole complex, I don't believe it would reach 20 km as well to reach the site.
You're not taking the considerations of weather conditions and lugging all ur belongings/luggages! Who would wanna walk, u need some kind of transportation to connect the terminals and once new LCCT is opened, there'll be quite a traffic between the terminals.

New LCC terminal may have aerobridges
Both MAHB and AirAsia are looking into it

PETALING JAYA: Aerobridges may be a feature at the country’s new low-cost carrier terminal (LCCT) for which the ground breaking is slated for Monday.

Malaysia Airports Holdings Bhd (MAHB) has proposed this facility and AirAsia Bhd is mulling over it.

“We have not used that before but it is a proposal and we will look at it. As long as our cost does not go up (too much) and we can still maintain the 25-minute turnaround time, we will be happy to have aerobridges.

“It would be for the comfort of passengers,” AirAsia Bhd group CEO Datuk Seri Tony Fernandes told StarBiz.

AirAsia has resisted aerobridges in the past as it needs to keep its cost base low to enable the airline to offer low fares to travellers. The challenge ahead would be to change with the times and offer comfort whilst still manage at low cost.

The ground breaking, to be witnessed by Prime Minister Datuk Seri Najib Tun Razak, will mark the construction of the new LCCT, which is expected to be completed in 2012.

The RM2bil terminal can handle 30 million passengers and will be close to the existing KL International Airport (KLIA) terminal. There will be 72 gates and a new dual-mode runaway that will allow for 25 minutes turnaround time and increase efficiency.


It is learnt that the LCCT will be modelled after KLIA. A joint venture between UEM Construction Sdn Bhd and Bina Puri Holdings Bhd will build the terminal.

Wanting to consider MAHB’s proposal for the aerobridges bodes well for the renewed friendship between the two which had a nine-year spat.

“We had a good meeting with MAHB recently and things are progressing the right way. We should finally, after 11 years, have a terminal that will propel our growth,’’ Fernandes said.

The new LCCT is an important step for the industry. Even though its construction has been delayed from its original completion date of 2011, Fernandes is no longer furious.

To him, an airport with better facilities and amenities is worth the wait. In the interim, the existing LCCT terminal will be extended to cater for growth.

“I think, after nine years, we have seen some good cooperation between us and huge economic benefits. We have discussed with MAHB the development of permanent LCCTs at Kota Kinabalu, Kuching and Penang. We also intend to use Langkawi much more.

“The next three to four years looks exciting for us. With the airport development, we expect to see tremendous growth potential. The new airport will make KLIA a premier hub in Asia and that augurs well for our business.”

MAHB managing director Tan Sri Bashir Ahmad could not be reached for comments.

It is unclear if the express rail link (ERL) will be extended to the new LCCT. Fernandes is proposing that KTM Bhd consider linking the new LCCT with its current network to give an alternative to travel from the north to south of the peninsula and at the same time, promote tourism.

SEPANG, Aug 30 – Datuk Seri Najib Razak said today that the new low cost carrier terminal (LCCT) or KLIA2 will serve as an economic stimulus for the country.

The Prime Minister said he expects KLIA2 to boost tourism revenue to RM168 billion by 2020.

“The construction of a project such as this new terminal brings the country many benefits. Not only will it serve as an economic stimulus by providing job opportunities to the people of Malaysia, it will also boost tourism by attracting more airlines and visitors into the country.

“This facility will greatly enhance our vision to increase tourism revenue from the current RM53 billion in 2009 to RM168 billion by 2020,” he said during his speech at the ground breaking ceremony for KLIA2.

He said that local businesses would also benefit from the greater influx of tourists into the country.

“The spill-over effects of having this captive market at our airports is immense, from a commercial perspective, following the footsteps of the established successful airports such as Heathrow London and Schiphol Amersterdam where the airports are much more than just a place to catch flights.

“Malaysia Airports has envisioned our own airports as the platform to drive commercial business. With its vision to be a world-class airport business, I am encouraged to know that besides operating top notch airport facilities and services, there will also be ample retail and commerce opportunities that will allow Malaysian businesses to capitalise and benefit from the influx of tourists and spending power flowing continuously through the arrival and departure gates,” he said.

The targeted completion date for the new LCCT, estimated to cost RM2 billion, is April 2012 based on a 20-month construction period.

The LCCT will be able to cater for 30 million passengers per annum, with potential to expand to 45 million.

A new four kilometre long runway will also be built for the LCCT.

To be known as KLIA2, it is located only two kilometre from the main KLIA terminal.

Najib also noted that AirAsia was the driving force behind low-cost travel growth in the region.

“Over the last 10 years low-cost travel at KLIA has grown on an average of 37 per cent per annum. The double-digit growth is expected to continue for the next five to ten years despite intense competition from other large airports in the region.

“I have to compliment AirAsia for their innovative efforts to stimulate low-cost travel in the country and I applaud Malaysia Airport’s role in supporting the growth of this burgeoning travel segment. Malaysia Airports has anticipated that KLIA as whole would handle over 60 million passengers by 2020 and close to 45 per cent of these passengers are likely to be low-cost travellers,” he said.

Early last year, there was a much publicised tussle between Malaysia Airports Holdings Berhad (MAHB), the operator of most of Malaysia’s airports, and Air Asia, the region’s leading low-cost carrier, to build the new LCCT.

That was just after Air Asia announced its intentions to build its own terminal and runway in Labu, Negeri Sembilan to cope with soaring passenger volume and alleged that MAHB would not be able to build an LCCT to suit its needs and ambitions.

Malaysia Airports on the other hand, said that the new LCCT should be built according to its masterplan for KLIA.

The Labu proposal was initially given the green light on January 5th by the government, but it reversed its decision about three weeks later after a public outcry erupted as it was seen as building another airport just a few kilometres away from KLIA and thus duplicating resources.

Najib stressed that KLIA2 was designed with consideration for AirAsia’s requirements.

“I am glad to note that while this new terminal is designed with great consideration for the requirements of the region’s largest low-cost carrier, AirAsia, it will be accessible to all airlines upon completion. With the thriving low cost travel in the region, the new terminal is poised to serve as a hub and attract more low cost carriers to fly to Kuala Lumpur,” he said.

The first phase of the project was awarded to Malaysian infrastructure firm, WCT. The RM363 million contract is for the earthworks and drainage job for the LCCT.

However, MAHB has admitted that the completion of the earthworks for the runaway is behind schedule.

MAHB will also build a multi-modal transportation hub for buses, taxis, and ERL to provide connectivity for not only passengers but also for the public to move from one part of the country to another.

According to the National Airport Masterplan (NAMP), there is room for two additional terminals near the LCCT.

The masterplan was drawn up by Netherlands Airport Consultants BV and KLIA Consultancy Services.

SEPANG: The new Low Cost Carrier Terminal (LCCT) or KLIA 2, which had an initial budget of RM2 billion, may likely incur extra cost due to possible delays, says Malaysia Airports Holdings Bhd (MAHB).

Construction of the LCCT has taken a longer period as it is being undertaken on the basis of a tender exercise.

"Let's wait for the tender exercises to complete. The balance are minor tenders not major ones," MAHB Managing Director, Tan Sri Bashir Ahmad Abdul Majid, told reporters after the ground breaking ceremony for KLIA 2 here today.

Earlier this month, MAHB had proposed to undertake sukuk programmes up to RM3.1 billion to part finance the construction of the KLIA 2 and to refinance its existing borrowings.

KLIA 2 is slated to be ready by April 2012 based on a 20 month contruction period, and would be bigger than previously planned - an increase of 60 per cent in terminal size.

The new 242,000 sq m terminal which is primarily planned and designed to meet the requirements of low cost carriers would be the largest purpose-build dedicated terminal for low cost carriers in the world.

Built to handle initially 30 million passengers, it will have the flexibility to allow expansion to cater for future growth and changes to the operational models of airlines, Bashir said.

Asked on the completion of the earthworks for the runway that is behind schedule, he said it is targeted to be ready in two to three months upon the completion of the KLIA 2.

"We are working very closely with the contractor and will try to find ways to expedite. It''s a delay but not so much," he said
On the proposed aerobridges, he said MAHB needed a firm commitment very soon from the carriers on the use of aerobridges, adding that it was of the view that airlines should use aerobridges in the interest of passenger comfort and safety.

"We have given them options. And what we want is a firm commitment very soon from the low cost carrier that they want to make use of the aerobridges and upon that we will install the facilities," he added.

According to MAHB, its aerobridge charges of RM85 is probably the lowest in the world and low cost carriers were beginning to see the need for using aerobridges.

He also said MAHB has planned for an express rail link station.

SEPANG: AirAsia will consider using the proposed aerobridge at the upcoming low cost carrier terminal (LCCT) or KLIA 2 if a good package, combining its use and low fares can be achieved, says AirAsia Group Chief Executive Officer Datuk Seri Dr Tony Fernandes.

"If the airport (MAHB) gives a good package, we will consider it. The key thing is you wouldn't have got 30 million passengers without low fares.

"Of course you want to give customers everything, low fares, aerobridges, but it won't exist if you have high charges.

"If they can give a deal that makes economic sense and allow us to operate also in the 25-minute turnaround time, it would be great," he told reporters at the sideline of the KLIA 2 ground breaking ceremony here today.

"I am not close to the idea of aerobridges but ultimately our passengers comes first.

"If you ask everyone out there what would you like, low fares or much higher fares with aerobridges, you know what the answer would be. If you can find solution for both, then great," he said.

Meanwhile, talking to reporters earlier, Managing Director of MAHB Tan Sri Bashir Ahmad Abdul Majid said MAHB would need a firm commitment from the carriers on the use of the proposed aerobridge, adding that it would be in the interest of passenger comfort and safety to use it.

"We have given them options. And what we want is a firm commitment very soon from the low cost carrier that they want to make use of the aerobridge and upon that we will install the facilities," he added.

Prime Minister Datuk Seri Najib Razak said not only will KLIA2 provide more job opportunities to Malaysians, it will also boost tourism by attracting more airlines and visitors to the country.

“It goes without saying that given the rapid growth of low-cost air travel, the construction of a project such as this new terminal brings the country many benefits.


“This facility will greatly enhance our vision to increase tourism revenue from the current RM53 billion in 2009 to RM168 billion by 2020,” he said in his speech at the ground-breaking ceremony at KLIA2’s construction site yesterday.

Also present were Transport Minister Datuk Seri Kong Cho Ha, his deputies Jelaing Mersat and Datuk Abdul Rahim Bakri and Malaysia Airports Holdings Bhd (MAHB) managing director and chief executive officer Tan Sri Bashir Ahmad.

Targeted to be completed by April 2012, the new LCCT, which is located 2km from the main KL International Airport (KLIA) terminal, will cater to 30 million passengers a year, and with expansion, can handle 45 million passengers a year.


Najib said local businesses will benefit from the influx of tourists into the country.

He also assured that the government is committed to developing all 39 airports in Malaysia.

“We will collaborate with MAHB, seek its expert advice on the upgrading requirements of our domestic and international airports and together, we can truly build a thriving airport and aviation industry that will benefit our people and contribute substantially to our economic growth,” he said.

Najib also paid tribute to homegrown LCC AirAsia Bhd for its efforts in stimulating low-cost travel in the country.

Malaysia Airports will not rush KLIA2 construction

MALAYSIA Airports Holdings Bhd (MAHB) (5014) says the process of building the new permanent low-cost carrier terminal, now known as KLIA2, has taken time due to extensive tender process and it not wanting to compromise on the terminal's quality.

MAHB managing director Tan Sri Bashir Ahmad said the open tender process and selection of bidders were longer than anticipated. Bashir added that most of the major works have been awarded.

"We will not rush the job. While we fast track the project, the quality will be maintained at all times," he said in his speech during the KLIA2 groundbreaking ceremony in Sepang yesterday.

It was officiated by Prime Minister Datuk Seri Najib Razak.
Bashir later told reporters that the terminal building was targeted for completion by April 2012, and the runway should be completed two to three months after.

The runway's earthworks is behind schedule but the project team and contractor are working towards increasing the work rate to complete the runway soonest, he added.

The cost of KLIA2, which is located 2km from the current main terminal building, will exceed RM2 billion since most major contracts awarded so far stand at RM2 billion.

The terminal design, which has undergone changes to accommodate viewpoints from low-cost carrier (LCC) AirAsia, has seen the planned terminal size grow from 150,000 sq m to 242,000 sq m in the last two years.

The terminal will be able to handle 30 million passengers but has the flexibility to expand for future growth.

"By comparison, the current temporary LCCT is only at 60,000 sq m, handling 15 million passengers. It was designed to suit AirAsia's business model-point-to-point operations, single narrow-body operations, no aero-bridges and no bussing of passengers," said Bashir.

However, a larger terminal size is now required as AirAsia's model has grown from a point-to-point operator to 50 per cent of its traffic being transfer traffic.

There will also be 68 boarding gates instead of 55 gates, which are sufficient to handle 30 million passengers.

"This is also in line with AirAsia's requirement for additional gates to minimise towing of aircraft to reduce their operating cost," he added.

Bashir said that it was important for all airlines to use aero-bridges in the interest of passenger comfort and safety. MAHB will look to install the facility in KLIA2.

Bashir added that MAHB was in discussion with LCCs like AirAsia over the usage of aero-bridges and needed a firm commitment from the carriers soon.

AirAsia has previously resisted using aero-bridges as it seeks to maintain a 25 minute turnaround time and low operating cost.

MAHB's aero-bridge charge per flight (one way) is RM85, which works out to be 42.5 sen per passenger for a flight carrying 200 individuals.

On public transportation connectivity at KLIA2, he said MAHB is planning for an ERL extension and would look at a KTM line in due course.

SEPANG: The new low cost carrier terminal (LCCT), officially known as KLIA 2, is slated to be completed by April 2012 based on a 20-month CONSTRUCTION [] period and to date RM2 billion of major works have been awarded in open tender.

Prime Minister Datuk Seri Najib Razak, who officiated at the ground breaking ceremony of the KLIA 2 on Monday, Aug 30 said KLIA 2 would boost tourism in Malaysia. The KLIA can accommodate up to 30 million passengers annually.

“This facility will greatly enhance our vision to create tourism revenue from the current RM53 billion in 2009 to RM168 billion by 2020,” Najib said.

The project had been delayed by the long tendering process. However, Malaysia Airports Holdings Berhad (MAHB) managing director and CEO Tan Sri Bashir Ahmad described the delays as “good delays” in order to get the best price and design for the KLIA2.

KLIA 2 is located 2 km away from KLIA Main terminal building and can accommodate up to 30 million passengers annually compared to the current LCCT, which had reached its maximum capacity of 15 million passengers annually.

The new terminal can be considered the largest terminal purpose built for low cost carriers in Asia with 242,000 sq metre in terminal size and a 300 metre pedestrian skybridge. Retail and concession area will take 49,504 sq metre.

On the RM2 billion of major works awarded in open tender, the bulk of it was for a RM997.23 million award to a joint venture between UEM Construction Sdn Bhd and BINA PURI HOLDINGS BHD [] as main contractors.

Bashir said the remaining jobs will be awarded in due course, said Bashir. He declined to comment on the final cost of the KLIA 2 citing that it will depend on the final bidding prices of the remaining “minor works”.

Reports have put the price as high as RM2.5 billion with MAHB looking to raise up to RM3.1 billion via a sukuk issuance.

“I can’t commit to any amount yet. There are still minor works to be tendered out. There have been competitive bids. We are looking at the best price,” said Bashir.

Options to install aerobridges are also put forth with a going rate of RM85 per aircraft. However, AirAsia CEO Datuk Seri Tony Fernandez said that it will consider using them not only by looking at the cost but also the turnaround time of its flights. With aerobridges, turnaround time can be reduced.

Bashir added that the KLIA 2 was crucial to accommodate the growing passengers annually. According to Bashir, it is projected that MAHB will handle more than 60 million passengers by 2014 of which close to 50% will be low cost travel.

“Over the last 10 years, low fare travel has increased by leaps and bounds and today constitutes 16% of total travel in the Asia Pacific region and 43% in Malaysia,” said Bashir.

On the connectivity for KLIA 2, he said that an Express Rail Link extension line is being developed and will be in tandem with the development of the new terminal. There were plans for a line to link to Keretapi Tanah Melayu (KTM), said Bashir.

SEPANG: The opening of the world’s first mega terminal for low-cost carriers – to be known as KLIA2 – will mark the nation’s growth and leadership in aviation not only in this region but also the world, said Prime Minister Datuk Seri Najib Razak.

He said considering the exponential traffic growth in the low-cost sector, the Government had prioritised the immediate development of a terminal that would meet low-cost travel needs for the next 10 to 15 years.

The plan was a variation of the original KLIA Master Plan as low-cost travel and its extraordinary boom was not previously envisioned or anticipated.

“Fortunately, we were able to accommodate the low-cost carriers’ needs for the past few years at the current Low-Cost Carrier Terminal (LCCT),” Najib said at the project’s ground-breaking ceremony here yesterday.

“However, the time has come to revolutionise the airport terminal design for low-cost carriers and passengers in order to stay ahead of competition.”

The new low-cost carrier terminal is being built to handle 30 million passengers per year initially and has the flexibility to allow for expansion to cater for future growth and changes to the operational models of aircraft.

In his opening speech, Transport Minister Datuk Seri Kong Cho Ha said the new LCCT would meet passengers’ expectations with built-in walkways, bigger space per passenger and total separation between arrival and departing passengers for improved security.

He added that the new terminal would have an integrated transport hub, connecting various modes of transportation such as taxis, buses and the Express Rail Link (ERL) service.

Kong said the aviation industry was undergoing a paradigm shift with the accelerating growth of low-cost carriers defining the future of air travel, especially in Asia.

KLIA handles more passengers in July

KUALA LUMPUR: Total passenger movements at KL International Airport (KLIA) in July rose to 3.025 million from 2.671 million in July 2009, said Malaysia Airports Holdings Bhd (MAHB) in a statement yesterday.

In a filing with Bursa Malaysia, MAHB said international passengers amounted to 2.127 million while domestic about 899,000.

The airport operator said passenger movements for its other airports were 2.048 million in July this year compared with 1.895 million in the same month last year.

For cargo movements, KLIA recorded 57.491 million kg in July 2010 compared with 52.934 million kg in July 2009.

For other airports, cargo movements rose to 22.173 million kg from 18.903 million kg.

Aircraft movements at KLIA totalled 20,949 in July million compared with 19,329 in July last year. — Bernama

KUALA LUMPUR: WCT BHD [] has secured a contract from Malaysia Airports Holdings Bhd (MAHB) to develop the new low cost carrier terminal (KLIA2) integrated complex on build-operate-transfer concession.

WCT said on Friday, Oct 8 the concession is for 25 years and may be extended for a further 10 years upon expiry. The development of the complex would be undertaken by a special purpose vehicle (SPV) in which WCT and MAHB will hold 70:30 equity interest.

“The CONSTRUCTION [] cost of the integrated complex is estimated at approximately RM486 million which the SPV will finance partly via internally generated funds and partly by bank borrowings. The construction of the Integrated Complex is expected to be completed by June 30, 2012,” it said.

Under the concession, WCT via the SPV will undertake the design, procurement, engineering, construction, completion, and thereafter, the operation, management and maintenance of the complex for the duration of the concession.

“As KLIA2 will be a dedicated terminal for low-cost carriers and in view of the expected increase in demand for low cost air travel, the prospects of the SPV are expected to be positive,” said WCT.

The integrated complex comprises of a transportation hub for taxis and buses; one building with net lettable area of approximately 437,000 sq ft and car parks with up to 6,000 parking bays.
