Don't operate M'lore airport without licence renewal: HC

BANGALORE: The high court on Wednesday directed the Airports Authority of India (AAI) and the Director General of Civil Aviation (DGCA) to inform it by Thursday the status of the application seeking renewal of licence of the Mangalore International Airport at Bajpe.

"Who has given permission for the airport to continue operations without renewal of licence? We will order for closure of the airport if it has no licence, rather than put lives of many people at risk," the division bench headed by Justice D V Shylendra Kumar observed. Hearing of the PIL in this regard filed by city advocate G R Mohan has been adjourned to Thursday.

The counsel for AAI informed the court that an application has been submitted to the DGCA seeking renewal of licence for the airport.

'Find solution through talks'

The high court asked the government and staff of Hassan Institute of Medical Sciences and Mysore Medical College and Research Institute to explore a solution to the impasse.

Justice Rammohan Reddy made this suggestion after the government turned down the demand of the sacked staff to allow them to continue in their posts. The government said it could treat the selection of candidates as provisional and then prepare the final list. The suggestion to treat the August 26 order cancelling appointments as show cause notice was also not accepted by the government. The court adjourned to Tuesday the hearing of petitions filed by nearly 400 staffers of these two hospitals.

Plea disposed of

A division bench headed by chief justice J S Khehar disposed of a PIL filed by city advocate S Vasudeva seeking direction to the government to ensure peace and harmony on September 24, the day of the verdict to be delivered by a Lucknow bench of the Allahabad High Court.

Government advocate Basavaraja Kareddy, who contacted the city police commissioner over phone as per the directions of the bench, said precautionary measures and elaborate security arrangements have been initiated by the police.

Govt circular on ads

The transport commissioner issued a circular on September 8 in terms of Rule 127 of the Karnataka Motor Vehicle Rules asking all RTOs to initiate action against unauthorised advertisements on transport vehicles, the high court was informed on Wednesday.

"This circular was based on the directive by the transport secretary to the commissioner on September 3," the government advocate said. The court then disposed of the PIL filed by K Narayana Rao seeking a ban on such ads.

Stay on increase of autos

Justice Ashok B Hinchigeri stayed the February 24, 2010 notification issued by the transport department with regard to increasing the quota of autorickshaws for Bangalore city from 80,000 to 85,000. He also ordered a notice to the transport department on this.

City resident Arogyaswamy had filed a petition challenging the notification, which stated that extra autos would ply in the outskirts. But, there was no definition in the rules with regard to what constitutes `outskirts'. "It will be difficult to monitor these autos and they will invariably operate within city limits," B R Sundararaja Gupta, counsel for petitioner, told the court.

Mangalore, Nov 5: The passengers arriving at the city airport would be able to avail of the services of the two aerobridges provided there with effect from Friday November 5. These bridges were imported from Indonesia at a cost of Rs 2.6 crore. The union ministry of civil aviation has given its nod for the use of these aerobridges.

These aerobridges enable the passengers to directly walk into the arrival lounge of the airport from the aircraft, on arrival.

Mangalore airport to try out aerobridges from today

Raviprasad Kamila

New Air Traffic Control building to come up at an estimated cost of Rs. 26 crore

Aerobridges will not be provided for ATR aircraft

The two aerobridges were built at a cost of Rs. 2.6 crore

Quote:

MANGALORE: Three months after the new integrated terminal building of the Mangalore airport became operational, the Airports Authority of India (AAI) will begin using two aerobridges at the airport on a trial basis from Friday.

Airport Director M.R. Vasudeva told The Hindu on Thursday that the Directorate-General of Civil Aviation (DGCA) had approved the plan.

After completing check-in, passengers can directly get into aircraft from the terminal building using the aerobridge. Likewise, they enter the terminal building directly from the aircraft.

Mangalore receives heavy rainfall between June and October and the summer months of March, April and May are very hot, and aerobridges will ensure that passengers do not have to brave the rain or the sun.

Mr. Vasudeva made it clear that aerobridges would not be provided for ATR aircraft as they were not designed for such planes.

Mr. Vasudeva said that presently airlines operating to Bangalore only use ATR aircraft. Airlines operating to other destinations such as Dubai, Abu Dhabi, Doha, Muscat, Kuwait and Bahrain, all in West Asia, Mumbai, Kozhikode and Kochi were using either Airbus 320 or 321 or Boeing 737-800. The two aerobridges cost the AAI Rs. 2.6 crore, he said.

New building

The Director said that the AAI would construct a new building to house its Air Traffic Control (ATC) facilities at the airport at an estimated cost of Rs. 26 crore. Now its ATC facilities are located in its old terminal building at Bajpe.

Presently the airport provides air traffic services to planes flying in a radius of 256 nautical miles from the airport.

Mr. Vasudeva said that passenger traffic at the airport went up from seven lakh in 2008-09 to 7.8 lakh in 2009-10.

AIR CARGO COMPLEX AT MANGALORE

Possibilities of setting up an air cargo complex at the Mangalore Airport were discussed at a meeting of Kanara Chamber of Commerce and Industry (KCCI) stakeholders here on Monday November 8.

G G Mohandas Prabhu, president of KCCI, stressed on the need for an air cargo complex stating that a study conducted in this regard showed that goods from Mangalore have good potential oversees, especially in the Gulf countries. He urged the setting up of the complex within a month's time.

The air traffic movement has seen tremendous growth in the recent years, thus increasing the need for the cargo complex which will lead to further growth of the export sector too, he added. The authorities concerned will be notified in this regard and the complex will be set up after completing the necessary formalities, he informed.

M R Vasudeva, director of Mangalore Airport who was present on the occasion said that once established, handling of the cargo complex will not be a problem as it will be separate from airport functioning, but some customs formalities are to be met with the co-ordination of the regulating authority, airlines and cargo users, he opined.

Infrastructure required for the complex can be made available within a short span of time, he added. He also expressed his apprehension over the fact that if the process were to get delayed at Mangalore airport, the opportunity may knock the door of Kannur airport which will soon be operational.

Officers from various airline companies took part in the meeting and consented to offer reasonable prices for the project.

Various issues related to barriers associated with the establishment of the cargo complex were discussed in the meeting.

Vice-president Latha R Kini, honorary secretaries B Chandrakanth Rao and Mohammed Ameen and others were present.

Sleepy pilot led to Mangalore air crash

Mangalore, November 17: It is now final : it was pilot error which resulted in the horrific crash of flight IX 812 on May 22 this year, killing 158 passengers arriving from Dubai while landing at the table top airport in Mangalore.

Sources in the DGCA, privy to the final report on the invesfigation into the crash, said the pilot of the ill-fated flight, Zlatko Glusica, had been groggy from his 90 minute on-flight slumber, when he attempted to land the Air India IX 812737-800 on that fateful day.

The sources in Air India also confirmed that the final report has been indeed released but the DGCA had the first copy of it.

Sources said the Cockpit Voice Recorder (CVR) recorded intermittent snoring of the pilot who was in deep sleep.

This recording was decoded by the American National Transport Board which stated that "this was the first instance of recording of snoring by a pilot on flight".

The pilot had woken up few minutes before the aircraft had entered Indian EEZ over Arabian Sea (200 kilometers from Bajpe airport).

The aircraft overshot the runway and crashed into the ravines beyond its perimeter.
