RTA to prepare plan for area around Ayala
Posted on November 22, 2010 by damarre cagayandeorodev.wordpress.com ![]() THE Roads and Traffic Administration (RTA) will hatch up a plan in the coming months on how to contain vehicular flow once an Ayala shopping mall opens occupying a whole block along CM Recto Avenue. This is based on an article published in a local daily. In the said article, accordingly RTA overseer Supt. Antonio Montalba will be coordinating with all those affected with the traffic flow which includes the management of the Ayala shopping mall, Gaisano City Mall, and the management of other businesses located in the area such as Graphics All-in Communications. Members of the newly created civic group called Cagayan de Oro Campaigners for Road Courtesy and Discipline are also expected to be included in the planning stage in overhauling traffic flow in the area. ![]() They might as well also include the management of Northern Mindanao Medical Center (NMMC) and Cagayan de Oro Water District (COWD), both with expected high number of motorists/visitors which often park along the Floirendo property perimeter. As shown below, the small property at the top left corner (across Corrales Avenue) is also that of Floirendo’s (I think). Perhaps they should also consider if a “drive-thru” establishment is being planned there. ![]() Meanwhile, the sidewalk vendors along CM Recto and V. Gov't to prioritize Mindanao Railway
November 22, 2010, 7:30pm Manila Bulletin MANILA, Philippines – The government is exploring the possibility of prioritizing the development of the proposed Mindanao Railway, a proposal which was originally hatched during the Estrada administration and was pushed by then ARMM chairman Nur Misuari. “Explore the possibility of prioritizing the Mindanao Railway,” stated an aide memoire of the National Economic and Development Authority following the recent consultation on the chapter on infrastructure under the 2010-2016 Medium-Term Philippine Development Plan. Most recent project estimates have placed the total project cost at P66.5-billion, approximately $1.33-billion. It is envisioned to be implanted in four phases: initially from Laguindingan to Cagayan de Oro City; second from Laguindingan to Iligan City ; third from Cagayan de Oro to Phividec area in Tagoloan, Misamis Oriental and the fourth phase from Iligan City to Linamon town, Lanao del Norte. The project aims to cut the present 90-minute travel time by buys between Cagayan de Oro and Iligan to 15-20 minutes. The initial Mindanao strategic railway development plan will link urban centers like Cagayan de Oro, Iligan, Zamboanga, Pagadian, Dipolog, Marawi, Cotabato and Davao cities. The Mindanao Railway System project aims to provide a sage and economical transport alternative for moving goods and people in Mindanao , which in the long run, will help in the socio-economic development of the island. The Mindanao Railway System is part of the list of projects identified and presented to investors for medium-term rollout at the recently-concluded Public-Private Partnership forum. A feasibility study for the project is being reviewed and deliberated by the NEDA Regional Office 10, but a more detailed FS still need to be determined. Initial timetable points to a phased project implementation through PPP to be undertaken in 2011. The proposed rail will span the entirety of Mindanao with a total length of approximately 2000 kilometers. The master plan indicates connections to all major population centers in Mindanao . The railway network will be implemented in phases. Phase 1 calls for the construction of a 124-km railway line from Iligan City to Cagayan de Oro City in Mindanao. It will traverse ten coastal municipalities in Misamis Oriental, namely: Lugait, Manticao, Naawan, Initao, Libertad, Gitagum, Laguindingan, Alubijid , El Salvador and Opol. Earlier, the project was scheduled to start in 2011 with the initial spur of the first phase between Cagayan de Oro City and the new airport in Laguindingan, Misamis Oriental. Monday, 22 November 2010 00:00 Written by lito rulona Mindanao Goldstar Daily CITY hall and the capitol are expecting budgets of P1.6 billion and P1.4 billion, respectively, to give public services, and health and education programs a boost in Cagayan de Oro and Misamis Oriental. Deliberations on city hall's proposed P1.69-billion budget for 2011 started last Friday. "General public service" gets the biggest slice at P560 million based on Mayor Vicente Emano's proposed budget, said Councilor Simeon Licayan, chairperson of the city council's committee on finance. The city council has been turned into a committee as a whole to scrutinize Emano's proposal. Social security, social services and welfare, amounting to P223.1 million, ranked second in Emano's proposal. This was followed by "health, nutrition and population control" services amounting to P202.2 Million. Emano has proposed to place city hall's five-percent calamity fund next year at P83.8 million. Licayan said he was "delighted" because members of the city council minority were actively participating in the budget deliberations. Councilor Edgar Cabanlas, the council's assistant minority leader, said the opposition would make sure that next year's city hall budget would be responsive to the need of Cagayanons. "We cannot just approve it without scrutinizing the items in the proposed budget," Cabanlas said. At the capitol, social services, including health and education programs, are being given focus by Gov. Oscar Moreno. Vice Gov. Norris Babiera said the capitol's proposed 2011 budget of P1.4 billion is a "conservative budget". It was increased by only 10 percent compared to this year's budget. Of the proposed budget, social services have been given a bigger share at P611 billion or 43.11 percent of the total budget. This was followed by general public services and economic budget, the three together being the top priority. Babiera said the budget was carefully reviewed by the provincial board based on the capitol's projected income and expenditures. Babiera said the provincial board was careful in the deliberations to make sure that the capitol's projected expenditures would not exceed the projected income. |

Elipe calls on city gov’t to regulate power posts
Monday, 22 November 2010 00:00 Written by LITO RULONA Mindanao Goldstar Daily COUNCILOR President Elipe has called on the city government to start regulating posts erected by power and telecommunications companies to prevent them from being too close to each other. Elipe, who chairs the City Council's Committee on Energy, said poles are placed so close together, citing one intersection as having as many as nine poles. "Sometimes we could not notice that it is in front of us. There are complaints as to its effect. Try to go out and count in one intersection that there are 7, 8 and 9 poles erected in one intersection," he said. The councilor stressed that the city should identify the proper distance of posts from each other and should implement a scheme wherein all companies will utilize one pole only in a specific area. "Each pole should have coded rings to identify the wires of different companies, which will be placed in different elevations. Atong usbon limpyuhan tanan," he said. He said this scheme will also benefit utility firms as they will no longer have to spend for additional posts. According to Elipe, this will also put an end to sagging wires since all wires that are not placed inside the ring will be cut off. "This is an ambitious project but it has to start somewhere. Ang Cepalco nag-ingon nga dili kining tanan poste ilaha. Dunay poste sa mga telephone companies and cable," he added. Councilor Ian Mark Nacaya supported the proposal of Councilor Elipe as a practical solution to the problem, saying an underground conduit system of all utility lines is not yet feasible in the city. |

2010/11/22 Stiffer laws on anti-illegal recruitment enactedby Jorie C. Valcorza Cagayan de Oro City (22 November) -- The illegal recruitment (IR) law was given a facelift with new stiffer amendments as approved this year to afford better protection for Filipino migrant workers. To sound of salient changes of the law, the Philippines Overseas Employment Administration (POEA) conducted an anti-illegal recruitment and trafficking of persons campaign seminar last week, joined by law enforcers and some members of the media in Cagayan de Oro. Atty. Jone B. Fung, Director II for the Anti-Illegal Recruitment Branch of POEA assured police officers who joined the seminar that the discussions will not only help widen their knowledge on the illegal recruitment but will also serve a great review of the criminal law. Fung specifically pointed out during his lectures, that the Migrant Workers and Overseas Filipinos Act of 1995, as amended by Republic Act No.10022 now clearly identifies which agencies are directly involved in the implementation of the law. According to the law, the state shall only allow deployment in countries where rights of Filipino migrant workers are protected, only when there is an existing labor and social laws, legislative and executive initiative, diplomatic negotiations, judicial decisions, programs, projects and activities. Atty. Fung noted that women make up seventy percent (70%) of the Filipino workers deployed in other countries. To safeguard OFWs from illegal recruiters and abusive placement agencies, stiffer adjustments on the law were made. R.A. 8042 now prohibits agencies to grant loan to Overseas Filipino Worker (OFW) with interest exceeding eight percent (8%) per annum, which will be used for payment of legal and allowable placement fees and make the migrant worker issue, either personally or through a guarantor, post dated checks in relation to the said loan or by imposing exclusive arrangements to avail loan only from designated institutions or entities. The act likewise prohibits exclusive arrangements for health examinations, trainings, seminars, instructions or schooling of any kind. Cost of insurance fees, premium, or other insurance related charges shall not be pass on to the OFW or be deducted to his/her salary. According to Atty. Fung, POEA is extending legal assistance to victims of IR, he added that as mandated by law POEA through its Anti-Illegal Recruitment Branch can now collaborate with the Department of Justice (DOJ) in certain cases and in reading the prosecution. 2010/11/22 JPEPA review to focus on parts, vehicle tariffs?Cagayan de Oro City (22 November) -- The trade department will block requests to lower tariffs on cars imported from Japan when officials meet for a scheduled review of a bilateral trade pact next year. It may, however, consider slashing tariffs on vehicle parts if this will benefit local assemblers, Trade Undersecretary Cristino L. Panlilio said. This comes as Japanese envoys said Tokyo would again be asking the Philippines, ahead of a 2013 deadline, to lower tariffs on imported cars and vehicle parts during the Japan-Philippines Economic Partnership Agreement's (JPEPA) third annual review. "I don't think there is a reason you should keep tariffs, especially on parts," Shinsuke Shimizu, the Japanese' embassy's head of chancery, told in a recent interview, pointing to the needs of automotive manufacturers here. Japanese Ambassador Makoto Katsura similarly hinted at this concern being raised during the review, saying: "We are open to improvements." The JPEPA allows the Philippines to delay tariff cuts on certain Japanese cars and parts to 2013 even as the country has already eliminated those levied on large motor vehicles with engine sizes of over three liters as a concession. Reducing tariffs on smaller imported cars that will compete with those assembled here "will meet stiff opposition," Trade Undersecretary Cristino L. Panlilio said in a telephone interview. "That will kill our assemblers," he added. Concessions on parts, however, could be "considered," Mr. Panlilio said. "On parts, that's something we can study. The problem of our assemblers is we don't have big enough parts industry. We can review that." Dates haven't been pinned down yet for the JPEPA review, Mr. Panlilio said. From what was envisioned by the new Boss at the Department of Tourism as a brand to replace WOW Philippines to bring new heights to tourism growth in this country to 3.3 Million marks for 2011 with 17% growth in the next 3 years with a proposed budget of P200 Million was doomed from start to finish. It was not the money that we will spend for tourism promotions that the stakeholders differ but the marketing concept how the Philippines will be sold as a destination caused so much concern from the rank and file up to the investors in the industry. During the time of Tourism Secretary Ace Durano, WOW Philippines was retained with a new marketing twist of “More than the Usual”, a campaign that hit the international market and brought growth to the industry from the extreme sports travelers, special interest groups and returning travelers. The DOT statistics in the last 3 years can show the growth pattern and made even Cagayan de Oro as the 4th most favored destination in the Philippines. With White Water Rafting, Dahilayan Zip Line and Bukidnon Farm Tours and Camiguin Island visit as the top market producers. During a late night ANC TV interview, Mr. Cesar Cruz, President of the Philippine Association of Travel and Tours (PHILTOA) who was a recent visitor to Cagayan de Oro City under the auspices of the Department of Tourism Region 10 and the Cagayan de Oro Hotel and Restaurant Association (COHARA) made his revelations. The stakeholders in Philippine Tourism has never been “this united against the new brand” proposed by DOT. Accordingly, there are flaws in the use of the Pilipino language to sell the Philippines in the international market where English is the common language. Many things were spoken, printed in Twitter and in the various opinion pages of the leading national newspapers on how unprepared and the lack of research the new leaders of the tourism body in this country before doing their act. This prompted even the President, Pres. Noy Aquino, to set a meeting with the Secretary of Tourism. Both should come to terms on what is the perceived need or purpose for what we are trying to do? What caused the Stakeholders to see this as a problem that needed to be solved and who is going to contribute resources knowing that the Government does not have enough money for tourism promotions? After all, it has been pronounced by the President’s Inaugural speech that he needs private participation and cooperation. We wish them good luck to come out with better ideas acceptable to the industry. More than ever, the hotels, restaurants, travel and tourism trade practioners in Cagayan de Oro City are behind the vision of the President “patungo sa matuwid ng landas”. ![]() Another new investment will be opening soon at the South Bank Plaza. MALT CAFE AND ART LOUNGE will be established at the corner, the one separated from the building complex at the corner of Velez and Yacapin Streets, Cagayan de Oro City. Based on the ad, the place will offer coffee, artisan breads, breakfast, light meals and pastries…basically ideal for small business talk and perhaps coffee table issues about the daily lives in the city and its progress. There’s still some construction work going on beside it…maybe a neon or LED signage? What’s important, another business will open, more job opportunities.
