No competition, Toronto City Hall was the first big movement in the world in modern architecture for any kind of civic structure, not to mention the most successful early architectural competition in history.

It was Viljo Revell's modernist masterpiece.

While it looks good for it's time, it has nothing on some of the old City Halls. imo

From the city halls that I've seen it would be toss-up between either Philadelphia or Hamburg. Both are spectacular.

Some facts about the Philadelphia City Hall

I love the London City Hall. You see cities across the world with all their grand and expensive looking city halls built to impress foreigners as if a majestic city hall is representative of the city as a whole where as London, quite possibly the greatest city in the world, has such a compact, modern and spatially utilitarian building. I'm sure many Londeners were pissed off at how inconspicuous their city hall is but to be honest, in terms of statements, their city hall makes the biggest one of them all. It is like a massive FU to all the other cities in the world

Despite the name, City Hall is neither located in nor does it serve a city (as recognised by English constitutional law), often adding to the confusion of Greater London with the City of London, whose headquarters is in the Guildhall, north of the Thames.

City Hall is the headquarters of the Greater London Authority. The predecessors of the Greater London Authority, had their headquarters at County Hall, upstream on the South Bank.

Parts of the current building date from 1411, and it is the only stone building not belonging to the Church to have survived the Great Fire of London in 1666.

You should note that the new city hall had to be subtle as it is located across the river from the Tower of London and next to Tower Bridge

London has many stunning buildings, that are deserving to be called one of the best in their category, but calling London's new city hall the best in the world is just ridiculous! It's neither beautiful, nor impressing or anything special at all...
