I would like to see competition for new stadium for Croatian champions Dinamo Zagreb and Croatian national team (ranked 10 in FIFA Rankings).

As current stadium is in this shape, and I would like to see some people from rest of the world and their solutions for biggest Croatian sports infrastructure problem, and most embarrassing object in Croatia.

facade: fancy, modern, interesting; red-white-blue colored, if possible

This should be a challenging Proposition:

AEK wants to build a stadium with at-least 30,000 on this small plot of land.
So my proposition for a competition would be this:

Expo '70 stadium, the home of Gamba Osaka is quite old and in need of an update. The stadium only holds 23,000, and the tennants are one of the biggest clubs in Asia (winning the Asian Champions League in 2008). It is sited in the Osaka Expo Commemoration Park, a rather large site that since the expo is rather empty and unused (apart from a range of other sporting facilities and establishments). As you can see there is already adequate space and transport arrangements for an expanded stadium, so the proposal is that the stadium is to be drastically renovated and expanded to a capacity around 40,000 spectators. You can choose to keep elements of the existing stadium or start from scratch.

I would love to see an "Expand an existing stadium" contest leaving some of the original stands, filling corners, etc... It would be difficult to pull off though as people use different software for building stadiums.
