A new landmark

DHARWAD: Hubli-DharwadOne centre will be functional in a fortnight. The new centre has come up at a new building located opposite Udaya Hostel here.

DC Darpan Jain, who visited the centre on Friday, told reporters that it has been set up at a cost of Rs 35 lakh. "This is the second-of-its-kind in Dharwad and eighth in the twin cities. The transactions in all seven other centres will be controlled and supervised from this centre," he said.

The services being offered to the citizens include payment of water tax, municipal tax, Hescom services, BSNL, life and vehicle insurance, income tax and bus pass, etc.

Jain said the centres have evoked good response from the public. In 2008-09, two lakh transactions have been made with a financial turnover of Rs 10.11 crore, while in 2009-10, 4.87 lakh transactions were made with a turnover of Rs 26.92 crore. The number increased by two folds last fiscal with transactions reaching 9.80 lakh with a turnover of Rs 58.76 crore.

In the last two months, nearly 2.4 lakh transactions have been made. The administration aims at reaching a target of 14 lakh transactions this fiscal with a turnover of Rs 80 crore. Next to Bangalore, Dharwad district has the highest number of H-DOne centres. The district is also second to Bangalore in turnover.

Measures are on to set up two more centres in Hubli and Dharwad in the next six months. Efforts are on to facilitate the citizens with services of Nemmadi Kendras at the centres. The scheme has already been taken up in Bangalore as a pilot project. The centre will work from 8am to 8pm on week days.

DHARWAD: The World Environment Day celebrations would be meaningful if Karnatak University authorities take a pledge to strive to preserve the botanical garden, which is in a pathetic state, on the varsity campus.

Set up by visionary botanists M.S. Chennaveeraiah and Nanjundaiah in 1963, it was one of the top botanical gardens of the country, with 1,700 species .

But today, only about 1,000 had survived, and of the 500 tree species only 300 remained, said G.R. Hegde of the Department of Botany, Karnatak University.

Mr. Chennaveeraiah and Mr. Najundaiah worked hard to develop it into a model botanical garden, which had species brought from across India. It was an excellent gene bank, he said.

An alumnus of the university, Prof. Hegde remembers the richnatural vegetation in one part of the area, where only shrubs are seen now, as the tree species were axed by the local people for firewood and other purposes.

Some of the rare plants here are corypha utan, cinnamomum camphora, heririera littoralis, ficus krishnae, and garcinia livinstonie, he said.

While stray cattle freely graze in the area, harming the rare species, the lotus pond, which once boasted several lotus species, has fallen into ruins.

The same is the state of the oxidation pond that has not been utilised for the past 30 years.

University officials said that water shortage and the lack of fence were the main reasons for the poor state of the garden, which covers an area of 40 acres.

The botanical garden should have only one entry and an exit. But here, there are four passages used by students and others who harm the plants in one way or the other.

The garden requires a compound wall whose height is a minimum of 8 ft. and more staff, whose number is now five.

The annual maintenance grant is only Rs 1.5 lakh, whereas the minimum requirement is Rs. 5 lakh, university officials said.

Glass House all set amuse visitors

HDMC authorities and the district administration have come out with comprehensive plans to give a facelift to Glass House. The main attraction of the newly developed Glass House is a toy train, manufactured by Mysore Railway workshop. The toy train, consisting of four bogies and an engine, has already arrived at the park. Work on laying a track for the train is expected to be completed in a few days.

Apart from this, the park will also charm visitors with a musical fountain. The ultra modern fountain is in a unique rectangular shape. An added attraction will be the beautiful rural settings in the park. Also there will be an aquarium housing about 46 varieties of colourful fish.

The Glass House is expected to be thrown open to public in the next two weeks. Speaking to Times of India, deputy commissioner Darpan Jain said that development work on the park would cost about Rs 6 crore. "We have also constructed a 2-km walking path and constructed a wall around the park toprevent the entry of trespassers. An open air theatre with 500-seating capacity and well-equipped cafeteria will also come up in the garden," he added.

There are also plans to set up a museum to throw light on the city's history. A skating rink will also be developed for the use of skating enthusiasts, he said.

Tax on microwave towers soon in Hubli

HUBLI: Hubli-Dharwad Municipal Corporation is planning to fix and collect tax from mobile service provider companies which have microwave towers in the HDMC limits.

About 200 mobile towers are operating in HubliDharwad twin cities without any valid permission from the HDMC authorities.

Many of them are located on top of houses or commercial complexes. Each tower has a micro wave tower of over 30 foot height, an antenna and a powerback generator housed in about 30x40 sq ft area.

They were constructed by the mobile service provider companies with 10 to 20year lease agreement with the building or site owner. HDMC authorities confirmed that neither the mobile companies nor the site or building owners apply to the civic body seeking permission to install or operate the towers.

The state government on January 22, 2009, passed the Karnataka Municipal Corporations (Amendment) Bill in Belgaum session paving the way for levying yearly cess on mobile microwave towers and advertisement hoarding under the Self Assessment Scheme.

Following this, the HDMC sent a proposal with the draft of byelaws concerned and seeking permission to levy tax from the mobile microwave tower operators.

HDMC commissioner Dr KV Trilokchandra told Express that Delhi and Hyderabad corporations had set norms on tax from mobile phone towers and have been collecting the same.

He said that he had requested commissioners of these civic bodies for technical details on the bylaws.

Advocate Sanju Badaskr told Express that the Karnataka High Court has directed the state government on December 8, 2010 to impose tax on mobile phone towers.

Chetan there is slight correction.
I had talks with U mall owner Mr. Umachigi he said that PVR Cinemas has planned to come up in U Mall with 5 Screens. But he also said that it will take time to come up. As there are many showrooms to come up still. And U Mall has planned its opening in September/October.
