Yes the rescission was done during the previous admin. The birthing center will not affect the rescission if its push through. What the birthing center did was give srdc some ammo against City.

Actually di kun tagduhoy its more of a loan but not thru the bank but on a personal level.

nag libog na ko ani hehehe. so unsa man gyud ang kamatuoran?? kung sa una nga admin ang nag rescind sa contract, ang sa karon gina impose ra nila mao nang gi kuha nila ang site gibutangan ug birthing clinic.

pero sa radio ang sa una nga admin (former mayor) mi palag ngano diha gibutang ang clinic kay dapat gyud daw mall na sya diha. abi ko ba gi rescind na nila ang contract sa una para sa proposed mall? gi reconsider diay nila sa previous admin? kinsa man pud nag approve sa reconsideration ang SP?

sa ako tan-aw mas passive ang sa una nga admin kay wala sila mo palag for several years nga walay movement sa project. pagka duol na mahuman ilang term diha na sila mo rescind. ngano naka ingon ko ani, kay ang sa karon gikuha man gyud nila ang site at least bisag portion lang so mas active sila. sa ako ra pud nang opinion huh ayaw ko ninyo awaya gurl baya ko.

the new admin is using the previous admins' rescission as the basis for the birthing center, but in the words of boknot they committed legal lapses. Its one thing to declare a contract rescinded, its another story to evict the occupant and recover the property.

you have a point here. once the property is returned to the city, boya will be officially a squatter and can be served an eviction notice, at least if he has some personal equipments there.

Surigao Norte gov, husband face graft charges

A GOVERNOR and a congressman are facing graft charges for allegedly depositing nearly P4 million in public funds to their personal bank accounts.

The alleged irregularity was detailed in an April 29 complaint filed by three Surigaonons against Surigao del Norte Gov. Sol Matugas and Rep. Francisco Matugas of the province's 1st District. The two officials are spouses.

In their complaint before the ombudsman, Jamar Gavino, Rey Culbo and Bernardo Pecho alleged that Gov. Matugas personally collected a total of P3.835 million from the capitol on separate occasions and then transferred nearly P3 million to the bank account of her husband. They alleged that Rep. Matugas subsequently wrote a P1.4-million check in favor of a woman. The seven-page complaint included photocopies of a certification against forum shopping, deposit slips, a transaction ticket and a check.

The complainant said the governor collected the money from the Development Bank of the Philippines (DBP) in Surigao city on two occasions.

They said the first withdrawal, for P1 million, was made last Feb. 4. The complainants' evidence: Voucher no. 1001102000622 and Check no. 36047920.
The second withdrawal - this time for P2.835 million - was made by Gov. Matugas last Feb. 11, the complainants alleged. Their evidence: Voucher no. 100110200783 and Check no. 0036048062.

The complainants said Gov. Matugas then deposited P2.835 million into Banco de Oro Account no. 3780113780 on Valentine's Day. Here's the catch: the Banco de Oro account allegedly belonged to the governor. They said a check deposit slip would prove that the governor deposited the money to her personal bank account. Two days later, the money allegedly found its way into the personal bank acount of the governor's husband, Francisco.

The complainants alleged that the governor signed an authority to debit P2.835 million to Banco de Oro Account no. 3388005540 which supposedly belonged to Rep. Matugas. They said the congressman subsequently withdrew P1.4 million from his account by way of writing a check in favor of one Shara O. Bullo.

The complainants sent the ombudsman a copy of check no. 0074490 allegedly issued to Bullo by Rep. Matugas last April 4. They also said a check deposit slip would prove that the P1.4 million was transferred to Bullo's account. "The acts of the respondents in withdrawing and transferring public funds to their personal accounts and personal use is (sic) illegal and violates the anti-graft and corrupt practices acts and other existing government laws, rules and regulations," the complainants stated. uy, so this out in the open na. I think there are 2 more cases coming per grapevine talk, against the city Mayor this time, by the same complainants.

There is likewise "stories" about a COA Disallowance of Cong. Matugas PDAP to Municipal Mayors of District II (note cong. Matugas is the rep of Dist.I). Have not seen the COA document though.

SSCT will soon be called SURIGAO DEL NORTE STATE UNIVERSITY.(SDNSU)

Based on my source, naa na daw sa SENATE for approval.

What a small city, with 3 universities..not bad.

PWede ba ma university an STI Surigao? daghan naman gud sila campuses.

Dili, buildings nila hamuk 3 kabouk pero an ila campus daku kay narciso, magallanes and amat sts.
