Celebration of Character and Unity
– July 12, 2011Posted in: Destinations, July, Local News, Luzon, Provinces The City of Santiago in Isabela showcased character and unity in diversity as it recently observed the Pattaradday Festival, a unique confluence of cultures and influences, in this crossroad in the Cagayan Valley. ![]() “Pattaradday unifies the city’s 14 ethno-linguistic groups and focuses on the unity despite the artistic and cultural diversity of the people,” says Santiago City Mayor Amelita Navarro who inaugurated the first festival in 2000. The Ibanag word for unity, Pattaradday was initiated by civic leaders, the art community, and the city government to showcase local identity and Santiago’s origins. ![]() The festival’s locus was the Grand Character Parade which highlighted Santiago’s recent declaration as a character city. A local government unit is declared a “character town or city” if it integrates the development of the people’s moral values in governance. Navarro said the city emphasizes prayerfulness, obedience, humility, perseverance, punctuality, honesty, responsibility, generosity, contentment, and forgiveness in its programs. ![]() The event also showcased Santiago’s trademark “La Gran Batalla” dance based on a Moro-Moro dance tradition depicting St. James The Apostles’ conquest of the Moors. The dance became the subject of research and performance of the famed Ramon Obusan Folkloric Group and won acclaim in an international celebration in Moscow in the 1980s. The festival also coincided with the 17th cityhood day. Tuesday, July 12, 2011 Cities of Santiago, Cauayan acquire modern rescue equipment, gadgets by Oliver T. Baccay ISABELA, July 12 (PIA) -- To ensure quick response to save lives in any type of disaster, the cities of Santiago and Cauayan of Isabela province have acquired modern rescue equipments and gadgets according to the report of the Office of the Civil Defense region 2. The report said in the few months of implementing the new Disaster Risk Reduction and Management (DRRM) Act of 2010, the two cities have already passed their ordinances creating their DRRM offices and providing funds for the operation and purchase of equipments. In Cauayan, the DRRM office is operational in 24/7 basis to respond to all forms of disasters and hired some personnel to man the office wherein majority are nursing graduates. Both have modern gadgets suitable in all forms of disasters such as ambulances, fire truck, rubber boats, fire fighting equipments, first aid kits, medicines, prepositioned goods and other items that are needed during calamities. According to the Office of the Civil Defense, both cities are prone to flooding, typhoon, landslide, earthquake and vehicular accidents. Philip Labuguen, operations officer of OCD Region 2, said it is mandatory that municipalities should have their own disaster management office and establish their own rescue teams. Labuguen also stated that the new law requires every Local Government Unit (LGU) to create its own DRRM office, have its own personnel and to finance its operations. “There are only few who responded to the law. As of this moment, the only city that passed the ordinance creating the DRRM office with permanent officers with plantilla positions is Santiago. Cauayan has passed its ordinance but the personnel manning the office are just designated,” he said. Labuguen is also optimistic that by this year, other LGUs will also create their own DRRM office to facilitate the programs, project and activities for the mitigation, preparedness, response and rehabilitation aspect of disasters. Baccay SANTIAGO CITY, Hulyo 13 (PIA) -- Hati ang mga mambabatas ng Lambak Cagayan sa usapin ng Reproductive Health bill ayon sa inisyal na survey ng Philippine Legislator’s Committee on Population Development (PLCPD). Sa pahayag ni Ernesto Almocera, program manager ng PLCPD, lahat ng tatlong kongresista ng Cagayan at ang kongresista ng Quirino ay hindi pa rin pumapabor sa bill, ang kogresista naman ng Batanes, Nueva Vizcaya at tatlo naman mula sa una hanggang ikatlong distrito ng Isabela ay pabor samanatlang ang nasa ika-apat na distrito ay hindi pa nagpapasiya. Sa kabilang banda, naniniwala naman si Cong. Teddy Brawner Baguilat, Jr ng Ifugao at co-author ng bill na pagdating ng araw ng botohan sa bill ay may papabor sa kanila sa pagpapasa sa kontrobersyal na house bill 4244 and karamihan sa mga kongresista mula rito lalo na kung ang pakikinggan ng mga ito ay ang boses ng mga mamayan na pabor sa bill. Sa panayam kay Baguilat iginiit nito na kinakailangang ma-institutionalize ang mga program hinggil sa reproductive health sa pamamagitan ng pagpapasa ng RH Bill. Ayon kay Baguilat na siyang naging panauhing pandangal sa regional RH Summit sa Santiago City, isang batas na magsisigurong hindi maipagwawalang bahala ang mga problema at maisusulong ang programa hinggil sa populasyon at kalusugan ng mga mamayan ang kinakailangan lalo na at sa bansang Pilipinas ay palagiang nagpapalit ng liderato na may kani-kaniyang prayoridad. Sa pamamagitan ng batas, ayon kay baguilat, ay magiging priority ang paglutas sa mga problema at pangangailangan ng mga mamamayan kaugnay sa kalusugan sa mga nasa liblib na pook. Sa na nganap na summit ay inihayag nito na naniniwala siyang kung ang taong bayan ang tatanungin maraming pumapabor sa RH bill subalit dahil sa pressure ng simbnahan at ilang nakakataas na opisyal sa mga kongresisita ay hindi pumapabor dito ang ilan. Sa ngayon ay nanatiling hati ang mga kongresista ng rehiyon dos sa usapin ng RH bill. sabagay.. until an official announcement is released by the sm prime wala pa talga.. the main course right now of sm for northern luzon is to acquire prime lots.. visayas ang main direction nila to build supermalls, sa ngayon.
still laoag city and cabanatuan city are the strong ones contending to have their own sm mall..sa cabanatuan matagal na silang nakabili ng lot and i think it will be the next target of sm to build, soon..compared sa ibang cities sa northern luzon, for me cabanatuan ang mas masasabing best so far to build the sm mall.. sa region II talgang wala pang concrete announcement though may sinsabing nabili na ang sm sa centro ng tuguegarao around 5 hec ay walang umaasang magpapatayo ang sm ngayon taon o sa susunod pa.. |

Is it true na may nakapost nang banner or streamer or anything stating the most recent population of Ilagan as shown in the latest census? I have read the law governing census one time. Hindi ba violative yung announcement na ginanawa ng Ilagan LGU?

Haan nga agpayso kuripot Ilocano kasi sa Laoag mga galante naman sila. Mas una lang kasi nadevelop ang L"aoag area so natural lang na yun ang target ng mga business strategists. At ang mga taga Laoag kasi pabonggahan yung mga nasa ibang bansa na umuuwi kaya mas mataas ang buying power nila. Sa R2 mas maraming local na trabaho pero mga tao mas concerned sa pampamilyang gastusin kaya ganon. Just my personal observation. No offense to Ilocos provinces my great grands were from there hehe.

Cagayan Valley set to post record rice, corn harvests in 2011 1st sem
Fueled by sustained government interventions like expansion of irrigated areas and use of quality seeds, and good weather, Cagayan Valley (Region 2) is expected to produce record harvests of palay (unmilled rice) and corn for the first semester of the year. In a report to Agriculture Secretary Proceso J. Alcala, DA Region 2 Director Lucrecio Alviar, Jr. said total regional harvest of palay and corn is estimated to reach 1.223 million metric tons (MT), and 852,239 MT, respectively, for the six months of the year. These estimates will be the highest to date versus other first semester regional rice and corn outputs, Alviar reported during the visit of Sec. Alcala to Isabela and Nueva Vizcaya, May 18-19, 2011. Sec. Alcala said Cagayan Valley ’s record rice and corn harvests buttresses government’s goal to attain self-sufficiency in rice by end of 2013. He commended the DA family’s sustained efforts in partnerships with Cagayan Valley farmers’ groups, local government officials and other industry stakeholders, during an Irrigators’ Association (IA) congress in Cauayan City, Isabela, attended by 2,000 officers and members of 363 IAs served by the Magat River Integrated Irrigation System (MARIIS), one of the major irrigation systems supervised by the DA-National Irrigation Administration (NIA). MARIIS irrigates more than 80,000 hectares and benefits more than 64,000 farmers in Isabela, Nueva Vizcaya and Quirino provinces. Sec.
