MRT Line 3 (Blue line) runs in EDSA. In addition, this avenue has two underpasses, a 300 meter tunnel in Makati, an interchange in Magallanes and 3 short distance flyovers!

What a tedious engineering design for the tunnel or the new elevated EDSA.

MANILA, Philippines --A lawmaker on Thursday proposed to the government to consider adopting the Malaysian-type tunnel system in its plan to build a new motorway along Edsa to resolve traffic woes in Metro Manila’s main thoroughfare.

Pasig City Representative Roman Romulo said the Department of Public Works and Highways (DPWH) can look into the feasibility of putting up instead a tunnel similar to the Stormwater Management and Road Tunnel (SMART) that will not only ease traffic flow, but help surrounding communities deal with potential flash floods.

“The only option left is to construct a new motorway beneath Edsa, since it can no longer be widened, and we already have the Metro Rail Transit line over the main road,” Romulo said in a statement.

Romulo was reacting to the DPWH’s plan, bared in a congressional budget hearing, to build either an elevated highway over Edsa, or a tunnel below it, to relieve traffic.

Malaysia put together its 9.7-kilometer SMART, a key national project, at a cost of $515 million, or around P22 billion at the current exchange rate, according to Romulo.

“Assembled over four years, their SMART is basically a motorway and stormwater tunnel in one that could be duplicated here,” he said.

Under normal conditions, Romulo said the two-channel tunnel serves as a motorway for light vehicles.

During the wet season, he said the tunnel has two modes. In the first mode, with light rainfall, some floodwater may be diverted into the lower bypass channel, while the upper section remains open to motor vehicle passage.

In the second mode, in the event of extreme storms, the upper channel is totally closed to all motor vehicle traffic and automated water-tight gates are opened to divert floodwaters.

"We have to change our way of life, even the way we design new roads, if we are to cope with brutal weather conditions, including excessive rainfall and severe floodwaters, in the years ahead," Romulo said.

Once established as workable, he said the SMART project could be among the ventures lined up for implementation under the administration’s public-private partnership (PPP) strategy.

With the current infrastructures it would be difficult to create an elevated EDSA. Plus you have an elevated fly-over along Shaw Blvd. crossing EDSA.

A tunnel is the best option. Make it a SMART one as well!

Elevated EDSA = EPIC Failure siguradong palpak ang mga exit at entrance ramp since they will be force to inject it at grade space of EDSA, success of the elevated EDSA will depend on how will they design a freeflowing smooth RAMP, pag napagaya ang mga exit niya sa sa skyway na mukhang ewan patay kang bata ka. Kung matuloy na gawin ng DPWH yan siguradong pinakapangit na avenue na ang EDSA.

korek!!! hindi lang trafic. lalo na ang flooding sa pasig. bakit hindi nya muna pagaksayhan ng panahon ang kanyang distrito at nasasakupan. mukhang hindi nakatira sa pasig yang romulong yan!!!

Bakit nila pinagiinitan ang EDSA? bakit hinde nalang i-improve at ayusin ang C-5 road instead para may alternate routes beside EDSA?

Was passing through C-5 and I was observing that it really might be possible to have the skyway there. Meanwhile, in EDSA, typical traffic! Afternoon traffic, sa gabi traffic din. Kaya rin siguro magka skyway along EDSA kaso sobrang pangit na ng itsura niya kung ganun, lahat na lang nilagay sa EDSA hehe. There might be alternate routes for the skyway aside from EDSA, I think they should explore that option too.

Gusto ko din ng skyway sa C5. Dapat gayahin nila ang Bangalore Expressway kasi medyo makitid ang C5.

P50,000,000,000 ba naman ang budget sa EDSA Skyway, sino hindi maglalaway dyan.

Sa tingin nyo guys, if the entire stretch of EDSA had an asphalt overlay ala NLEX, bibilis kaya kahit unti byahe?

yes sir! asphalt overlay AND correct lane markings based on international standards. sama mo rin yung C5, same treatment...

marami magagawa ang P50B.... ilagay ang 50B sa edsa improvemnt at MRT/LRT upgrade .... pede ba yun

dapat talaga pagandahin at palawakin ang mass rapid transit in metro manila. and the people's attitude towards car ownership should also change. kung palalawakin lang natin mga kalye natin, people would just be encouraged to buy more cars.

Don't they have LRT/MRT along EdSa too?

I would love to find out how they will be able to dig a tunnel along edsa without interupting the flow of the traffic. I know there is a way to do these while the traffic is going on but...

There are portions of Edsa that is prone to flooding also right? The challenge there would be the cost of building the tunnel and maintaining it especially if it is going to require to have pumps to drain water during rainy days or storms. I know the government considered the tunnel but they opt out on it due to cost and maintenance. It would have been an ideal plan if you would if you look away on the price and maintenance costs of it.
