Sudan Dam Complex of Upper Atbara Project Contract Successfully Signed between CWE-CTGC JV and DIU

After more than half a year of bidding competition and contract negotiation, CWE-CTGC JV formed by China International Water & Electric Corp. and China Three Gorges Corp. successfully signed the Sudan Dam Complex of Upper Atbara Project Contract with DIU (Dam Implementation Unit) on April, 6, 2010, in capital Khartoum, witnessed by Omar al-Bashir, President of Sudan. Ministers of the Ministry of Finance, Ministry of Water Resources and Irrigation, Ministry of Agriculture, and DIU, together attended the signing ceremony and delivered warm speeches.

Lin Chuxue, Vice President of CTGC and Osama, Minister of DIU signed the contract on behalf of each party, more than 1000 people including senior officials and representatives from related organizations participated the ceremony. Mr. Li Chenwen, Chinese ambassador to Sudan, and Mr. Hao Hongshe, Chinese commercial counselor to Sudan were also invited to attend the ceremony.

Sudan Dam Complex of Upper Atbara Project is financed by Sudan government, with contract value of 838 million USD, and construction period of 64 months, which is the biggest single construction project undertaken by Chinese companies in Sudan, and the second largest overseas hydropower project for Chinese companies.

This project is located between Kassala and Gedaref, about 460 km from the capital Khartoum, composed of two dams, namely Rumela Dam and Burdana Dam, as well as two hydro power stations with installed capacity of 120 MW and 15 MW respectively. The main functions of the project are for irrigation, water supply and electricity generation. After completion, a reservoir with storage capacity of 3 billion m3 will be built with irrigation coverage area of 500,000 hectors, thus sufficient irrigation water will be available for 7 million local citizens, drinking water available for more than 3 million people, and power supply for millions of people, in total 1/3 of Sudanese will be benefited through this project, which is also of great significance to the economic development and life improvement of East Sudan.

The Dam Complex of Upper Atbara Project is the third large dam project implemented by CWE, as the leading company right after the Merowe Dam and Roseires Dam Heightening Project, and is also the largest contracting project CWE acquired in overseas market.

Before the signing ceremony, Omar al-Bashir, President of Sudan met with Mr. Lin Chuxue and Mr. Lu Guojun, he fully expressed his positive affirmation about CWE’s contribution to the infrastructure construction, hoping that CWE-CTGC JV shall implement this project with high quality on time. On behalf of CWE-CTGC JV, Mr. Lin Chuxue promised to the President that we will give full scope to all experience from Three Gorges Project and mobilize various kinds of recourses with an aim to make greater contribution to Sudan economic growth and social development.

أسامة: تمويل المشروع بتكلفة قليلة وفترة استرجاع لا تقل عن 20 سنة
أعلن المدير العام للصندوق السعودي للتنمية؛ المهندس يوسف بن إبراهيم البسام، دخول اتفاقية التمويل بين الصندوق السعودي للتنمية لحكومة السودان بمبلغ 300 مليون ريال سعودي لتمويل مشروع سدي نهر عطبرة وستيت حيز التنفيذ.

وأثنى وزير الكهرباء والسدود على الصناديق العربية لإسهامها في المشروع، خاصة الصندوق السعودي، الذي اعتبره شريكاً للسودان في التنمية لتمويله مشروع تحسين وتطوير الكهرباء بمبلغ 50 مليون دولار، بجانب مساهمته في مشروع الصادرات السودانية.


وأشار إلى أن تمويل المشروع يجئ بتكلفة قليلة وفترة استرجاع لا تقل عن 20 سنة، واصفاً العمل في المشروع بالمتقدم.


من جانبه أكد المهندس يوسف البسام أن السودان يحظى بفرص استثمار متعددة في الزراعة وتربية الماشية لتصدير اللحوم، بالإضافة إلى المجال الصناعي.


ووصف مشروع سدي نهر عطبرة وستيت بأنه من المشاريع الكبرى الرائدة لتوليد 320 ميقاواط من الكهرباء ودعم النشاط الزراعي بشرق السودان، مشيراً للنشاطات الكبيرة للصندوق في تمويل المشاريع التي وصلت إلى 40 مشروعاً بتكلفة مليار وثمانمائة مليون دولار.
