Again, these are isolated cases and these incidents are not located in tourist destinations.

It would be different if these attacks happened in Boracay or in Camsur.

The police, with the help of Davao City Vice Mayor Rodrigo Duterte, immediately held a case conference on Tuesday and mapped out plans to rescue the boy.

I'm sure security is boosted in key tourist areas say Boracay for the safety of people visiting the island.

But again the PNP in hostile regions around The Philippines should work harder in ensuring the safety of its general public.

Quezon City police create Task Force Kaluluwa for ‘Undas 2011’
DZIQ 990 AM Radyo Inquirer
4:07 pm | Tuesday, October 25th, 2011

http://newsinfo.inquirer.net/82841/q...as-2011’

MANILA, Philippines—The Quezon City Police District (QCPD) has created Task Force Kaluluwa to maintain peace and order in cemeteries and other crowded places during Undas (All Saints’ Day), a report from Radyo Inquirer 990 AM said Tuesday.

According to Chief Superintendent George Regis of QCPD, Task Force Kaluluwa will be composed of three sub-groups—Alpha, Bravo and Charlie.

Alpha will be in charge of anti-criminal operations, Bravo will head the security inside the cemetery, and Charlie will be deployed in major bus and train stations, Regis said.

Regis added that police assistance desks will be installed inside cemeteries and other areas from October 27 to November 3.

Meanwhile, Regis reiterated that security officers will not allow deadly/bladed weapons, alcoholic beverages and stereos, among others, to pass through the gates of the cemetery.

A rerouting scheme has also been devised for visitors who will bring their own cars, Regis added.

Catch 22? What then if we don't act now?

It is the PNP / AFP that should act now.

What we civilians can do is be vigilant and alert the authorities of any suspicious activities.

It is better to watch our backs than ignore what is happening around our surroundings.

No need splitting hairs there. Action is necessary.

probably gandhi is referring to the british during his civil disobedience campaign and besides there is no good in him he did not believe of the one true God,..
this you can say if criminals never yet victimized any of your loved ones, friends, or simply people you know but once you become a victim and you heard someone protecting the criminal right over the victim's right then you will gonna remember duterte's way of dealing these criminals,..

I would like to play the devil's advocate here. Question:
What if the executioner is fed with wrong information and he executes an innocent person? Is it okay to say "Sorry, mali po ang info!"
What happens to the democratic principle:
"due process under the law and innocent until proven guilty"
I'd say the Judge up there will do the final judgment. Please stop trying to make a saint out of some executioners.

Even if the car owner / driver made a mistake, he / she must have reported the incident to the police.

Also if there is a CCTV in the premises to identify the vandal.

I would not be surprised if more and more Pinoys will take justice in their own hands.

Unless the PNP improves itself.

Anti-bribery measures intensified with PNP’s ‘Text Anti-Kotong’ campaign
By Karen Boncocan
INQUIRER.net
5:14 pm | Thursday, October 27th, 2011

http://newsinfo.inquirer.net/83981/a...8217;-campaign

MANILA, Philippines—Motorists and traffic-and-law enforcers involved in “kotong” (bribery) beware, as various government agencies are intensifying their efforts against corruption.

Speaking to reporters at Camp Crame during the launch of the campaign “Text Anti-Kotong” on Thursday, Philippine National Police chief Director General Nicanor Bartolome warned motorists and law enforcers alike that they may face charges if they are caught involved in kotong incidents.

Bartolome said that it was not the first time that they would look into police officers accepting bribes and that they have had their eyes on several incidents of bribery.

“Bago namin sila hulihin, mamanmanan na namin sila for evidence,” he said.

The campaign was a chance to change how the public viewed law enforcers, said DILG Secretary Jesse Robredo. He said that even if “kotong” incidents would not be totally eradicated, the campaign would at least reduce the occurrence of bribery on the road.

But it is not only the law enforcer that authorities will be under scrutiny as the PNP chief encouraged his men to “accost and file charges against those who bribe personnel.” This was his reaction about information that some law enforcers were being thrown money by motorists caught violating traffic rules.

“Walang kotong kung walang nagpapakotong (There will be no corrupt traffic enforcers if there are no one who will give bribe),” said Robredo, adding that drivers who violated traffic rules should not bribe law enforcers and instead, accept that they did something wrong.

Robredo said the public should work with the government in ensuring that corruption was eradicated.

Bartolome, DOTC Secretary Mar Roxas, DoJ Secretary Leila de Lima, and MMDA Chairman Francis Tolentino signed the Memorandum of Understanding for the campaign which encouraged the public to inform authorities about incidents of bribery to law enforcers. The officials urged motorists to resist the temptation to bribe law enforcers and reminded enforcers not to give in.

The agencies urged the public to send their complaints or information on bribery to their campaign’s hotline for text messages 09188882749. Campaign stickers with the hotline and the slogan Kilos Laban sa Kotong were also distributed to transport groups.

Department of Justice Secretary Leila de Lima said that “the initiative was necessary” to restore the public’s trust and confidence on law enforcers. She said that bribery has “cast a bad light on the rest of us in public service” and has given “government service a bad name.”

Metropolitan Manila Development Authority Chairman Francis Tolentino said they supported the campaign as the agency enforcing traffic rules, saying that bribery during traffic violations was a “menace.”

Roxas pledged support to the campaign saying “all out kami sa DOTC…di lang pirmahan tapos kalimutan na (we’re all out for DoTC..it’s not all about signing then forget everything).” He said that incidence of “kotong” was a big deal to drivers.

“Law enforcers should be the protectors from those who abuse…the truth is, traffic enforcers are susceptible to temptation,” said de Lima.

It is just like those so-called vigilantes where they do summary executions, dump the bodies in a street with a sign that says

"snatcher ako, wag moko gayahin"
