That's a pretty good list. Although I'm not really sure of a couple of things. Is Dongguan really that high on the list, I thought that nearby cities like Zhuhai and Foshan are significantly bigger and more developed than Dongguan.

Also, Hangzhou is a big city by population for sure. But for its population, it doesn't seem to have that prominent of a skyline that I can remember. A neighboring city Ningbo seems to be much more developed in that department.

Please no viaducts over the water! It will ruin the city totally. I agree it's not easy getting a taxi around te lake. I hope subway could resolve this issue but please no ground/elevated road any more over the city.

Or maybe just an expressway ring on the lake right on the water front then; that will also work. The least they could do is to reclaim some of the land between those ancient causeways and the shore line, and mark those for redevelopment. As of right now, the entire arrangement is very inefficient, and could really use some sprucing up.
