MP3EI - Masterplan Percepatan dan Perluasan Pembangunan Ekonomi Indonesia | Acceleration and Expansion of Indonesian Economic Development 2011-2025

What is MP3EI?

MP3EI is the Indonesian acronym for Masterplan Percepatan dan Perluasan Pembangunan Ekonomi Indonesia, or, in English, the Master Plan for Acceleration and Expansion on Indonesia’s Economic Development, a 207 page document which lays out Indonesia’s ambitious plans to accelerate and expand economic growth. The Government has adopted MP3EI because economic growth has not reached an advanced and sustainable level and the Master Plan is needed for it to do so.

The intention of the Master Plan is to enable Indonesia to become one of the 10 major world economies by 2025. It contemplates a high degree of cooperation between the central government, local governments, state owned enterprises, and the private sector and a major change in mind set of all of them. The Government will act as a regulator, a facilitator and a catalyst to support economic growth. To do this, it will both amend and repeal regulations to remove bottlenecks and prevent roadblocks to investment. To act as a catalyst to investment, the Indonesian Government will provide fiscal and non-fiscal incentives and the private sector will be given a major role in economic development, particularly in the area of infrastructure.

MP3EI has two-prongs: acceleration and expansion. The acceleration prong is designed to achieve early completion of a number of existing key development programs. The expansion prong is intended to spread the positive effects of economic development to every region and among all components of the Indonesian community.



The Master Plan identifies six growth centres, or economic corridors, to boost economic development: Sumatra, Java, Kalimantan, Sulawesi, Bali – Nusa Tenggara and Papua – Maluku Islands. The main strategy of the Master Plan is to achieve economic development by focusing on these six economic corridors, by strengthening national connectivity throughout the archipelago, and by strengthening human resource capabilities, science and technology. The Master Plan identifies eight primary programs and 22 primary activities as the focus of development. The eight primary programs are: agriculture, mining, energy, industrial, marine, tourism, telecommunications and the development of strategic areas. The strategic initiative of the Master Plan is to encourage large-scale investment in 22 primary activities: shipping, textiles, food and beverages, steel, defense equipment, palm oil, rubber, cocoa, animal husbandry, timber, oil and gas, nickel, copper, bauxite, fisheries, tourism, food and agriculture, the Jabodetabek area, the Sunda Straits strategic area, transportation equipment, and information and communication technology.

The implementation of the Master Plan is coordinated by the National Economic Committee (or KEN) and the National Innovation Committee (or KIN).

The Master Plan recognises Indonesia must overcome a number of challenges: a failure to achieve value-added input in the agricultural and extractive industries; a developmental gap between western and eastern Indonesia; the lack of infrastructure support generally; a lack of connectivity between regions; inadequate quality of human resources; and rapid urbanisation.

Among the steps that will be taken to realise the Master Plan, are bureaucratic reform, including the legislature and judiciary, tax reform and incentives, the creation of special economic zones in each of the corridors, improved shipping and airline capability (ports and airports) to promote connectivity, and increased highschool and vocational training to improve human resources.

Many elements in the plan are unique points of departure for Indonesia. For example, the Master Plan states that the Government bureaucracy will support the needs of business and provide equal treatment and fair opportunities for all businesses, Government loans will be used to finance investment instead of routine expenditures, such as subsidies, subsidies will be for the poor directly rather than for goods, taxes will be on Indonesian sourced income and not worldwide income, taxes will be based on consumption rather than value added taxes, and employment regulations will be supportive of employers as well as employees.

Will 2012 Finally Be the Year for Indonesia's Infrastructure?

Seven months after the government unveiled its blueprint for economic development over the next decade, one key element of the plan became a reality: the new land acquisition law, which is set to turbocharge infrastructure.

The House of Representatives on Dec.16 approved a long-awaited bill on land procurement for significant projects.

Analysts said the new land law would change the rules of the game in cases where a parcel of land is needed for development. Negotiations will now be about pricing and compensation, rather than ownership, and the government will have the legal right to purchase property at market value, reducing the potential for speculators to gain windfall gains.

“The land acquisition law states, more clearly and decisively, that the government is obliged to provide land,” Frans Sunito, president director of state-owned toll-road operator Jasa Marga, told the Jakarta Globe.

Land speculators have lured landowners into selling their property at higher prices than might otherwise be the case.

They have also in the past purchased property in areas they expect will be acquired by the government for infrastructure projects, with the aim of selling at exorbitant prices.

“All this time the main obstacle in toll-road completion was the presence of speculative land brokers,” Frans said on Wednesday. “Now they cannot do it anymore as the government would buy the land at an independently appraised market price.”

Frans now expects the land law to help it accelerate road projects next year. Jasa Marga, the country’s biggest toll-road operator, operates 531 kilometers of toll roads, equivalent to 72 percent of Indonesia’s total.

Finance director Reynaldi Hermansyah said on Thursday that the company had more than doubled its capital expenditure to Rp 7.7 trillion ($850 million) in 2012. Around Rp 1.4 trillion will be used next year to upgrade Jasa Marga’s existing toll roads and for maintenance, he said, with the remaining Rp 6.3 trillion to be spent to finance subsidiaries’ construction work in 2012 and 2013, during which there are 10 toll roads slated to be built.

Citra Marga Nusaphala Persada, another toll-road builder, was confident that the land acquisition law will help it fulfill its plans, including Rp 4.76 trillion worth of projects that would connect roads in southern Jakarta.

It will also sell bonds to raise Rp 1 trillion to Rp 1.5 trillion in the first half to help finance land acquisition, Hudaya Ariyanto, Citra Marga’s operational director, said on Wednesday.

Other infrastructure-related sectors, including property, cement and construction contractors, will benefit from the land law. As a knock-on effect, banks, automotive-related companies and steel makers would benefit from the rise in construction activity, analysts said.

“The cement and steel industries should enjoy strong demand for the next few years,” Morgan Stanley said in its Dec. 16 Asean Equity Strategy research note to clients.

“Excluding toll road projects that are already underway, Indonesia still has a pipeline of approximately $12 billion worth of investment in toll roads stretching for about 950 kilometers,” the global investment banking firm said, citing data from Indonesia’s public works ministry.

Banks and property developers might benefit from the land law as lending in the infrastructure sector increases and property values rise for land situated near roads, Morgan Stanley said. In turn, that could be a boon for automobile makers as demand for vehicles is likely to grow, it added.

The ratio of Indonesia’s infrastructure loans to the nation’s gross domestic product is relatively low, at 2.3 percent, and that “could improve significantly,” the report said. Comparative ratios for India, Thailand and Malaysia are at 6.5 percent, 3.4 percent and 4.3 percent, respectively, according to Morgan Stanley.

State-controlled construction company Adhi Karya — whose core businesses include engineering, procurement and construction of power plants, bridges and ports— said last month that its revenue could rise by about 15 percent next year, due in part to additional government spending on infrastructure.

Despite all the good news, Hiramsyah Thaib, president director of Bakrieland, said that the government still faces much work to accomplish its goals.

“I still think that the government has yet to make an investment climate that is conducive for infrastructure. The problem is at the policy level. The coordination between departments, between central government and regional governments still needs improvement,” he said.

Hiramsyah added that toll-road operators are waiting for the government to come up with a guarantee scheme, either ensuring investors get a certain return on investment for the project, or an assurance that protects their investment from a possible change in policy.

Bakrieland, through its subsidiary, Bakrie Toll Road, is building on two routes in Central Java that are scheduled for completion by 2013.

“It remains to be seen how effective the law will be, but its approval shows that Indonesia’s reform path is still on track,” said Eugene Leow, an economist at DBS Group Research in Singapore.

Until now, when it comes to acquiring land for public purposes, Indonesia is constrained by a law dating back to 1961, as well as by a presidential decree issued in 2005 and revised in 2006. Regulations in place protect private property owners’ rights. When expropriation is required, the procedure becomes complicated and time consuming.

President Susilo Bambang Yudhoyono in May introduced the government’s Master Plan for the Acceleration and Expansion of Indonesia’s Economic Development (MP3EI), aimed at making the nation’s economy one of the world’s top 10 by 2025. Indonesia was divided into six economic corridors focused on each region’s strength. The government forecast spending Rp 4,000 trillion on roads, seaports, airports, power plants and railways.

According to tradingeconomics.com, Indonesia’s $707 billion economy ranked 18th by country last year, just behind Turkey.

Pembangunan Jalan Tol Cisumdawu

Rencana pembangunan jalan tol Cisumdawu (Cileunyi –Sumedang –Dawuan) direncanakan sepanjang 60,11 Km sebagai upaya Pemerintah Pusat dan Propinsi Jawa Barat untuk pengembangan wilayah Jawa Barat bagian tengah dan timur, khususnya mendukung PKN Cirebon (Wilayah Jawa Barat bagian Tengah dan Timur, rencana pembanguan Pelabuhan Cirebon dan Bandara Internasional Kertajati di Majalengka).

Terbagi dalam 6 (enam) segmen yaitu :
- Cileunyi–Tanjungsari : 9,80 Km
- Tanjungsari–Sumedang : 17,51 Km
- Sumedang-Cimalaka : 3,73 Km
- Cimalaka-Legok : 6,96 Km
- Legok-Ujungjaya : 16,35 Km
- Ujungjaya-Kertajati : 4,00 Km

Kebutuhan lahan untuk tol Cisumdawu dengan asumsi lebar ruang milik jalan (rumija) + 60 m dan panjang + 60,11 km adalah : 360,60 ha, dimana kondisi lahan yang terlewati Tol Cisundawu adalah sebagian besar berupa lahan tegalan/kebun/sawah dan sebagian kecil perkampungan.

Kebijakan pengembangan wilayah Kabupaten Sumedang dalam mendukung Jalan Tol Cisumdawu adalah :

- Pengembangan lokasi perumahan di daerah Sukasari, Tanjungsari, Pamulihan, Rancakalong dan sebagian Cimanggung
- Pengembangan kawasan industri di daerah Ujungjaya

Koridor IV Sulawesi Gelontorkan Rp193 T
Biayai 83 Mega Proyek 2012-2015

MAKASSAR, FAJAR -- Pemerintah akan menggelontorkan dana senilai Rp193 triliun di Koridor IV Sulawesi mulai tahun depan. Ini merupakan upaya mendorong perekonomian di Sulawesi melalui Masterplan Percepatan dan Perluasan Pembangunan Ekonomi Indonesia (MP3EI).
Ketua Kadin Sulsel Zulkarnain Arief, kemarin, menjelaskan, dana yang akan kucur mulai tahun depan itu digelontorkan untuk membangun 83 mega proyek. "Nilai mega proyek di Koridor IV Sulawesi ini senilai Rp193 triliun yang akan berjalan selama tiga tahun yang dimulai dari 2012 sampai 2015," ungkap Zulkarnain yang juga tim MP3EI Koridor Sulawesi.

Dia menjelaskan, pelaksanaan 83 mega proyek ini masih terdapat kendala yang menghambat. Kendala-kendala tersebut antara lain, regulasi, perbankan, Ilmu Pengetahuan dan Teknologi (Iptek), Sumber Daya Manusia (SDM) dan konektivitas. "Kendala-kendala itu akan kita tuntaskan awal 2012. Harapan kita mega proyek ini bisa jalan untuk memacu perekonomian Sulawesi, terutama Sulsel," jelasnya.

Menurut dia, konektivitas Koridor IV Sulawesi masih menghadapi permasalahan yang pelik di antaranya masih terdapat kondisi jalan nasional Sulawesi yang rusak ringan sampai dengan rusak berat, terbatasnya moda angkutan yang relatif murah (kereta api), kapasitas daya tampung bandar udara yang masih rendah, pelabuhan yang ada belum berfungsi sebagai pelabuhan internasional -- belum melakukan kegiatan ekspor langsung. "Ini semua kita akan atasi melalui MP3EI," imbuhnya.

Selain itu, jaringan energi listrik yang belum terinterkoneksi se-Sulawesi, masih terbatasnya ketersediaan energi listrik, terbatasnya interkoneksi perhubungan udara dan laut Sulawesi, pembangunan infrastruktur kawasan kepulauan termasuk kawasan perbatasan belum optimal. "Untuk menghadapi permasalahan tersebut, rencananya akan dilaksanakan pembangunan dan peningkatan Jalan Trans Sulawesi yang direncanakan secara bersama dan membutuhkan dukungan pembiayaan," tuturnya.

Direncanakan, pembangunan jalur kereta api dengan tahapan pertama sepanjang 700 kilometer (km) Makassar-Sorowako, tahapan kedua 400 km Parepare-Pasang kayu, tahapan ketiga 1.000 km Pasang Kayu-Manado serta perencanaan pembangunan jalur Kereta Api Mamminasata sepanjang 200 km.

Lalu pengembangan dan pembangunan bandar udara pada setiap provinsi, baik bandara internasional maupun bandara lainnya, pengembangan dan pembangunan pelabuhan pada setiap provinsi, baik pelabuhan hubinternasional maupun pelabuhan lainnya (termasuk pelabuhan peti kemas), percepatan pelaksanaan interkoneksi listrik se-Sulawesi, pembangunan pembangkit dan jaringan transmisi listrik se-Sulawesi juga jaringan penerbangan dan angkutan Kapal Laut saling menunjang se-Sulawesi.

Zulkarnain optimis, jika program tersebut berjalan, akan mengangkat pendapatan per kapita penduduk se Sulawesi. "Saat ini, pendapatan per kapita penduduk se-Sulawesi USD1.000 per tahun. Kalau proyek-proyek dalam bingkai MP3EI berjalan sesuai skedul, diperkirakan pendapatan per kapita seluruh penduduk Sulawesi rata-rata USD4.713 per tahun," jelas Zulkarnain.

Karena itu, dia mengharapkan agar program ini benar-benar dikawal dengan baik. "Proyek ini akan memacu infrastruktur. Secara langsung akan berdampak pada perekonomian masyarakat. Dan ketersediaan infrastruktur ini akan menarik investasi asing masuk," jelasnya.

Soal pemodal asing, Zulkarnain mengingatkan agar pemerintah benar-benar cermat membuat kebijakan. "Pada prinsipnya kita mendukung investasi asing. Tetapi jangan investasi asing itu merugikan rakyat, pemerintah, dan investornya sendiri. Harapan kita mereka masuk memberi kemakmuran," tandasnya.

BUMN Mendukung

Terkait rencana-rencana besar itu, anggota Komisi VI DPR Emil Abeng, menegaskan, BUMN yang bergerak di bidang infrastruktur dan pendukung infrastruktur harus mendukung. Misalnya, PT Pelindo IV, PT Angkasa Pura I, dan PT Semen Tonasa.

"Koridor IV Sulawesi sudah memaparkan apa-apa yang masih harus ditingkatkan. Kita tinggal cari solusinya," kata Emil saat melakukan pertemuan dengan BUMN yang berbasis di Makassar belum lama ini.

Menurut dia, program MP3EI untuk Koridor IV Sulawesi merupakan peluang dan akan menjadi mesin penggerak ekonomi di Sulsel. Karena itu, Emil meminta agar BUMN yang ada di Sulawesi mendukung program ini sesuai bidang masing-masing. "Pelabuhan harus meningkatkan kapasitas, begitu juga Angkasa Pura I. Kalau semua berjalan sesuai rencana, saya kira program ini akan memacu ekonomi seluruh provinsi di Sulawesi," jelasnya.

Emil mengingatkan, bahwa di samping peluang-peluang itu, Indonesia termasuk Koridor IV Sulawesi juga akan menghadapi tantangan berat tahun depan. Yakni, krisis keuangan negara-negara Eropa Selatan yang dipastikan merembes ke Eropa Timur. "Karena itu kita harus waspada. Program infrastruktur melalui MP3EI yang sudah kita rancang harus dilaksanakan mulai tahun depan," tandasnya. (kas-upi)

Jalan tol di tepi pantai dengan biaya sekitar Rp2 triliun itu menghubungkan Denpasar-Nusa Dua yang diharapkan dapat mengatasi kemacetan di Bali Selatan dan direncanakan beroperasi pada pertengahan tahun 2013 atau sebelum digelarnya KTT APEC. Cuman mau point out, tabel di original post-nya mimihitam itu untuk besar investment unitnya (ditulis IDR Tn - triliun rupiah) mungkin salah. Seharusnya mungkin milyar rupiah (IDR Bn)?

Contoh: item #63 untuk Sumatera, pelebaran jalan di Bangka (30km) masa 100 triliun? 100 milyar mungkin masih masuk akal.

Great Masterplan tp masih flawed.. kenapa masih ada yg tidak tersentuh? (Sumba,Aru,Seram dll)

Pelabuhan Belawan Diperluas 2012

MEDAN- Dalam MP3EI (Masterplan Percepatan dan Perluasan Pembangunan Ekonomi Indonesia), salah satunya yaitu, perluasan Pelabuhan Belawan yang akan direncanakan pada 2012 mendatang.
Perluasan Pelabuhan ini rencananya akan menghabiskan dana sekitar Rp830 M, dengan jangka waktu pembangunan mulai 2012 hingga 2014 mendatang.

Pelindo, sebagai pelaksana dan pengembang kawasan Belawan, dipastikan akan bekerja sama dengan pihak swasta sebagai ekor atau penggerak. Sedangkan Pelindo sebagai wakil pemerintah. “Perluasan Pelabuhan Belawan ini, segera dibangun. Pelindo yang akan menggerakkan perluasan dengan menggunakan dana pemerintah dan swasta,” ujar Dekan Fakultas Ekonomi USU, Jhon Tafbu Ritonga, Selasa (25/20).
Menurutnya, konsep MP3EI yaitu, kerjasama antara pihak swasta dan pemerintah. Karena itu dalam pembangunan ini pemerintah tidak bisa berdiri sendiri.

Diperkirakan, perluasan pelabuhan ini tidak akan mendapat kendala berarti, seperti pembangunan jalur kereta api Medan-Binjai, Medan-Kualanamu, dan Medan-Tebing Tinggi. “Perkiraan untuk perluasan Pelabuhan Belawan tidak akan mengalami kendala seperti pembangunan jalur kereta api, karena tidak ada pembebasan lahan,” ujar Wakil Ketua DPRD Sumut, Chaidir Ritonga yang turut hadir dalam kegiatan tersebut.

Untuk Sumut sendiri, kata Chaidir Ritonga, salah satu pembangunan MP3EI ini sudah dilaksanakan di Sei Semangke, dimana pihak swasta PTPN 3 telah menanam investasi sebesar Rp400 M, sedangkan untuk investor asing, beberapa perusahaan swasta seperti Unilever tertarik untuk menanamkan modalnya di proyek ini sebesar Rp5 T. “Unilever sudah menyatakan kesediannya di Sei Mangke dengan nilai Rp5 T,” ujar Chaidir.

Sedangkan untuk pembangunan jalan, beberapa investor asing dari Malaysia, Cina dan Rusia sudah menyatakan kesediannya. Jalan Medan-Binjai investor dari Malaysia, Cina, dan Rusia bersedia untuk memberikan modalnya, dengan nilai nominal sekitar Rp1,5T. Sedangkan untuk jalan Medan-Kuala Namu, pihak investor asing juga menyatakan kesediannya.(mag-9)

Sejauh ini masterplan untuk Sumatera yang menurut saya paling menarik, karena potensinya untuk menjadi pusat pertumbuhan baru (menggantikan Jawa) sangat besar.

satu lagi yang menarik adalah proyek infrastruktur kota baru Maja (130 trilyun). Bisa jadi greater jakarta akan mengarah ke barat, karena pemprov banten relatif lebih akomodatif terhadap konsep greater Jakarta ketimbang pemprov jawa Barat.

Sama, pertama baca juga agak rancu. Judulnya, kolom-kolomnya EN, tapi penulisan angkanya memakai sistem penulisan ID, memakai koma (,). Contoh yang JSS, 150,000 trilyun itu maksudnya bukan 150 ribu trilyun tapi 150 koma nol nol nol trilyun. CMIIW.

PEMPROV Banten (bersama PEMKOT Tangerang Selatan) dan PEMPROV DKI sebenarnya tidak akur-akur dan akomodatif banget kok.

Mereka (Tangerang Selatan) masih sakit hati soal kebijakan pelarangan Truk besar masuk Tol Dalam Kota di Jakarta saat waktu puncak. Soalnya TANGERANG SELATAN jadi kacau balau sejak truk masuk ke kawasan mereka dalam jumlah yang boleh dikatakan mengerikan.

Saya lihat sendiri tadi, sy jadi mengerti kenapa TangSel patut marah.


PEMPROV DKI juga sepertinya punya persoalan pengelolaan sampah di perbatasan dengan PEMKAB (atau PEMKOT) Bekasi yang tak kunjung selesai.

PEMPROV DKI juga perang dingin sama ORGANDA Kabupaten Bogor terkait dengan penataan ulang trayek AKAP dan posisi terminalnya di DKI Jakarta. Kalau soal yang ini sih PEMPROV DKI sy rasa berada di sisi yang benar.

MP3EI semoga tidak ada potensi konflik seperti ini yaa

ngikutin rotterdam juga soalnya (mayornya juga muslim roterdam yang sekarang, no SARA cuma FYI), truk besar masuk dijam tertentu, apesnya infrastruktur belum sekelas rotterdam, akhirnya yang terjadi ya penumpukan truk di batas kota, bener ga? ini saia belum liat langsung cuma ngira2 aja

Yg nggak ada deadline nya itu mayoritas baru mulai tahun 2015, jadi mungkin belum ada DED nya? Atau karena setelah 2014, jadi masih bisa berubah tergantung presiden berikutnya? Just my 2 cents.

rasanya saya pernah lihat di salah satu thread ttg infrastructure (lupa apakah di Forum Indonesia atau internasional) ada yg menempelkan gambar2 MP3EI ini, tapi saya cari2 lagi gak ketemu...anyway good thread, ada laporan versi Inggrisnya (bisa didownload, dlm pdf) yg bisa dishare gambar2nya ke forum internasional...maaf saya tdk punya adobe acrobat jadi tdk bisa rubah pdf ke jpg utk upload gambar2 tsb...

terus, katanya Sulawesi akan memulai pembangunan kereta api 2012 ini, tapi di tabel atas kok tdk ada dalam list? Apakah ada yg tau? Mana nih mas TFM1...
