I also would mention Long Beach downtown, since I live here near Pacific station (Blue Line). It takes about 1 hour to get to DT LA via blue line. Then around downtown (Long Beach) we have free shuttle buses called Passport. Also many things are within walking distance. As for the rent, you could rent 2bed 2 bath 2 parking spaces from around $1300 still within limits of Downtown. Since you mentioned "car-free," you could find some cheaper properties without parking. Maybe even in the historic highrises (built in 1920's)

Also, the weather is amazing. During the summer I used AC only 3 times. Ocean breeze helps to stay cool 8)
