Yeah, those buildings U/C are only phase one. There is more to come.

It will probably take this whole decade to fully develop the area.

In 2011 Tianjins GDP per capita had surpassed that of any other provincial level entity in China, including Beijing and Shanghai:

Well Tianjin has been underdeveloped for so many years but it has lots of potentials, right now it's geared to become a hub of many growth industries, especially in aviation and space. Beside the Airbus assembly line there, Tianjin also will be building the next generation large launch vehicles for the Chinese space program.

More relevant is the rate of urbanization. Poland has ~38 million persons, if this many people in china are moving into the cities every year, then they must build 1 poland worth of infrastructure and cities every year.
