First of all it's not empty there's residential area now and there will be federal university and new city district. When I visited in May I had a chance to talk to several residents of Vladivostok and the surrounding area. Rents and properties in Vladivostok are considered very high by local standards. Until recently Rusky Island was part of a closed military territory that has had very little development. But unlike the "Birdge to nowhere" in Alaska, Russky Island is adjacent to a crowded mostly modern city of about 1/2 million people (vs. Ketchikan's 14,000) so there is a pent up demand for land that can be developed into modern infrastructure. Vladivostok is also Russia largest Pacific port and important trade center with Asia. Road access to Russky island will transform the Island which current can only be reached by ferry. The ferry operations are frequently interrupted for days or weeks by severe weather. With road access both business and residential expansion becomes viable. Current plans include a major extension to the University campus, hospital and numerous "tourism" related sites. Other projects associated with the 2012 APEC conference will change Vladivostok. A new modern highway to the airport in Artum will create western style "Bedroom" suburbs. Again talking with residents in the surrounding communities, land prices are already rising and we noticed a great deal of new development all along the new highway corridor.

How do you attract people to live on an island that has no hospital and must rely on a ferry service to connect to the "mainland" that while only a few miles away, can be interrupted for days or even weeks at a time by weather. How can you conduct any business beyond meeting the subsistence need of the residents. It not the result of Russky Island being an unattractive place develop but rather that until only very recently Russky Island was part of the closed military region.

Guys don't take me wrong. It is really impressive project, already looks spectacular. And it will definitely open Russky Island to development.
But do you really need this hugely costly bridge? Why city don't decide to develop new regions and districts on the mainland? Wouldn't it be cheaper and more efficient? Why build campus on island at the end of the world?
It's not like Siberia lacks land. It's not Hong Kong or Japan.

Size of country is not a matter when we talk about city. Or would you daily move 1000 km away to work and then back to home?

Hong Kong and Japan both have lots of free lands, but they are mainly mountains, just like in Vladivostok.
