Yes. Green landscapes "down" to Kiryat-Gat and even a bit to the south are quite usual for average winter in Israel.

The light rail line will be extended to Neve Ya'akov and Ein Kerem, and additional lines will be built. However, the first line is operational. So the short answer is yes and no.

New light signals in Tel Aviv

Last Friday I was driving on Ayalon highway and I saw some kind of new light signals on the railway. Unfortunatelly I couldn't take pictures while I was driving. Does anybody have pictures or any information about them?

Came across this today:

Russians to build tunnel in Israel Russians to build tunnel in Israel

February 9, 2012
The Voice of Russia

Moscow’s underground railway construction engineers are exploring the Israeli territory to construct a tunnel along a railroad that links Tel Aviv and Jerusalem. A few days ago, the launching ceremony of a giant tunnel boring shield was held by smashing a bottle of wine against the machine in accordance with ship builders’ tradition.

Russia’s “Mosmetrostroi” company entered the Israeli Market in 2010 when it won a 5 billion ruble (about $170 million) tender together with a local company “Minrav” to build a tunnel for the Tel Aviv-Jerusalem rail road. It took two years for the paper work and installing the giant boring machine to start laying a road through the Judean Mountains.

At the ceremony, Israeli experts spoke highly of their Russian colleagues. “I am happy that cooperation between Israel and Russia has started and earnestly hope that this will be only the beginning,” Israeli Transport Minister, Israel Kats said. “The level of cooperation with “Mosmetrostroi” is simply fantastic. A group of experienced engineers and technicians is working here,” a representative of the “Minrav” company Asaf Bakhar said. There is nothing surprising here, because Moscow underground railway builders excellently work in all sites, says a Russian expert in transport, Alexei Bezborodov.

“Who else can build underground railways except experts from several countries? Russians are known for this work in India and all CIS member countries. In short, they can help the entire Eastern Europe and even Asia in construction and providing advanced technology. There have been only favourable reports concerning the work of Russia’s underground railway builders. Metro is a social project that resolves certain transport problems in various cities,” Alexei Bezborodov said.

At present, the task before the builders is the laying out of the road through the mountain. This is a complicated work but we will cope with it, says the director of the project at “Mosmetrostroi” Alexander Kofman.

“We have to bore a new tunnel, precisely two tunnels, each 3.5 km long, for the railway between Tel Aviv and Jerusalem. A high speed railroad has been partially constructed. The first 3.5 km-long tunnel is being built by us. Another 1 kilometer-long tunnel has already been commissioned. The next one, 11 km-long tunnel will be built later but by some other company.” Alexander Kofman said.

The deadline of the construction has not been fixed yet. Under favourable conditions, the tunnel will be built in at least two years when taking into account the boring speed of 15-20 meters a day. However, Israelis are impatiently waiting for the launch of the railway that will save both money and time. At present, it takes one hour to go from one city to another if there are no traffic jams. However, the railway workers have promised to take passengers from one station to another within 28 minutes. According to the transport service, the new railway will be used by up to 4 million people a year.
