I wish they had made the top few floors as public space (such as Mall/Multiplex).

Points to be noted
1. In the last 2 months 21 apartments have been sold. Given the whopping price tag, this is an achievement & proves Kolkata's purchasing power.
2. The costliest transaction in Kolkata @ Rs 23,529 per sq ft, it topples Real estate rates of Ballygunge & Alipore hovering in the range of 16 - 18K per sq ft.
3. Potential investors are being shunned & industrialists being approached directly to avoid confusions of resale @ later points.

I am not sure about the 23,529 figure because today only I noticed an adv in the newspaper for some apts in South City for sale with prices ranging between Rs 32K - 55K (fully furnished) /-

There seems to be a Mistake in your understanding. I'll clarify it.
In Atmosphere, The Property was outright sold @ Rs 23,529 per sq ft rate. It means that assuming the apartment was 6000 sq ft (minimum 6000 - 8,500 sq ft apartments) it cost Rs 14,11,74000 (14.1 crore)
In South City, what you saw was actually Rent per month from Rs 32,000 to 55000 for a fully furnished apartment, which I'm guessing will be around 1200 sq ft size.
In South city the current real estate rate for outright sale is around Rs 8000 per sq ft so for outright sale the same 1200 sq ft apartment would cost Rs 96 lakhs.
The costliest rates in the city is prevalent in Alipore, Ballygunge, Camac St, Loudon St areas in the vicinity of 18,000 - 20,000 per sq ft. Atmosphere has toppled that.

Maybe someone will invite us SSC Kolkata forumers?

Getting on top of Empire State Building is probably easier.

ON CLOUD NINE
Duplex at 35th level: Rs 30 crore-plus | Atmosphere

The ultra-luxury condominium complex next to Science City hits the price stratosphere at 370 feet above the ground. At Rs 20,000 per sq feet, the price of the largest duplex apartment is pegged around Rs 30 crore! It will be located just a floor away from the ‘Deya’, the four-level architectural wonder that will link the twin towers with 80 sky villas at a height of 500 ft. The ‘Deya’ will house one of the most expensive clubs that the country would have ever built, offering multiple swimming pools, gym, spa, squash and badminton courts, jogging track, a mini-cinema theatre, open-air party deck, amphitheatre, and multiple lounges and spaces for small gatherings among other facilities.
