I assume it's going to host a round of the World Baseball Classic. There are also three pro clubs in Seoul (Doosan Bears, LG Twins, Nexen Heroes), any one of them could use the ballpark. Plus, Korea Professional Baseball would like to add a tenth team in the future, perhaps this ballpark is the home of that expansion ballclub...

Would you happen to know what the official name of this new domed stadium will be?

I can't find any information regarding its official name- let alone regarding its construction. Not even expats can help me.

Wikipedia merely calls it the "New Seoul Ballpark".

There are three names I've heard (Gocheok-Dome, Guro Dome, and Seoul Dome) but I'm not really sure if any of these are official... Hope this helps at least a little bit...

The only Seoul landmarks that I know of are the World Cup Stadium and the Olympic Stadium.

Where is the construction site relative to these other two stadiums?

The "A" on the map is where the new ballpark will be built (Gocheok-dong, Guro-gu). The "B" on the map is the Jamsil Sports Complex (Olympic Stadium, Baseball Stadium, etc.). The "C" is the location of the World Cup Stadium... I hope this also helps...

Well... As some people already wrote mainly due to the monsoon season and noise issues. But another biggest reason is simply because Japan already has many of these. If Japan has something cool Korea should have it!
