I just took an elevator in the Convention Center to 4th floor, and there was no barrier anywhere, so I presume yes.

However, the escalator from the shopping center are not working yet (but are not barred). Moreover, there was almost no one, but workers doing some load testing on the roof.

The bridge to the Gardens was closed at the hotel level, as you can see workers doing some finish works.

I went up there to take photos last week, so it is considered public access.

Only the roof was deserted! There is no indication that public can access today, therefore nobody goes up there. On the other hand, there is nothing to stop people going on the terrace neither!
