I want small cars.

Anyhow, I'll post these articles as a way of making people aware:

PHL auto industry group predicts own fate: We might 'disappear' soon
EARL VICTOR L. ROSERO, GMA News February 1, 2012 2:58pm

Facing the reality of plunging sales, competition from rebuilt or reconditioned units, and lower tariffs in Southeast Asia, the major car companies and parts makers in the Philippines asked the Aquino administration for “support” lest they “disappear a few years from now.”

The Philippine Automotive Competitiveness Council Inc. (PACCI) presented the key elements of their 2012-2020 industry roadmap, which is still a “work in progress,” but they intend to submit it to the Department of Trade and Industry (DTI) by March.

The draft was presented to the media on Tuesday.
Philippine Automotive Federation president Vicente Mills Jr. presents the draft auto manufacturing industry roadmap seeking support measures from government to help the sector recover from steep decline. Earl Rosero

Feliciano Torres, president of Yazaki Torres Mfg. Inc. and PACCI chair, said in the media briefing that the car industry could vanish if the situation “is not addressed properly” by concerned sectors, including government.

Torres and Philippine Automotive Federation president Vicente Mills, Jr. explained that with their production down to roughly a third of 250,000 capacity, the industry needs support to achieve economies of scale through lower costs and overall economic growth that will enable more Filipinos — the middle class in particular — to buy new cars.

N THE KNOW

Port Irene

Philippine Daily Inquirer
Cyril L. Bonabente, Inquirer Research

Port Irene is a cargo port located inside the Cagayan Special Economic Zone and Free Port
(CSEZFP) in Santa Ana town, a bailiwick of Sen. Juan Ponce Enrile.

In 1994, then Cagayan Representative Enrile authored House Bill No. 14297, which proposed thecreation of the CSEZFP supposedly to spur economic development in northern Philippines. The bill was enacted in 1995 (Republic Act No. 7922).

In his sponsorship speech, Enrile said the proposed economic zone and free port would serve as the “fulcrum of Cagayan Valley’s development.”

He said he expected the CSEZFP to attract foreign investments especially from nearby countries like Japan, China, South Korea and Taiwan, drive tourism, create thousands of jobs and increase the region’s income. The port is positioned strategically along international shipping lanes.

After the creation of the CSEZFP, Enrile continued to be a proponent for the development of
Port Irene, which had been essential to the economic growth of Cagayan Valley in the 1970s.
(During those times, the port handled as much as 300,000 metric tons of cargo annually.
However, it lost substantial business following the closure of the Batong Buhay Gold Mine at the adjacent Kalinga-Apayao province in the late 1980s.)

During the 1995 senatorial election campaign, Enrile proposed the construction of a railway
system that would transport goods from Sta. Fe town in Cagayan to Sta. Ana so Port Irene could be a transit point for Manila-bound goods. “The goods that are produced in the Valley will no longer travel from here to Manila by road, which is very expensive, but by sea,” he said.
During Sta. Ana’s town fiesta in 1999, Enrile announced that the government had allotted P250 million for the establishment of a breakwater for loading and unloading cargo in Port Irene, and for a road cementing project.

Among the cargoes being unloaded at Port Irene are thousands of second-hand luxury vehicles, raising suspicions that smuggling is rampant in the area.

Who's Afraid of Port Irene?
Second-hand import haven
Text: Tito F. Hermoso / Photos:

nvestigative amateurs

Two years ago, some enterprising amateurs trumpeted an investigative journalism expose, proclaiming a Subic import rebirth, while producing photos of rows upon rows of vehicles parked at Port Irene at Luzon's northernmost tip. That, indeed, is proof of what is not concealed - lots of vehicles parked and waiting to clear customs, innuendos of "smuggling" notwithstanding. Fast forward a few weeks later and the same vehicles were now on the road, sporting B-prefix license plates of Region 2, Cagayan Valley.

Bumper year?

Beginning 2010, latest reports on 2009 local new car sales reached 130,000 units, a gain of some 4.0% over 2008. An admirable achievement amidst the global recession, it is still far from the pre-Asian crisis sales level of some 160,000 units. But if the latest compilation of new car registrations were to be believed, some 50,000 units came from other sources.

Justified paranoia

Considering the huge fixed investments, payrolls in the assembly plants and even bigger payrolls in the parts manufacturing industry, the local auto industry is alarmed. They've been through the mood swings caused by changing bureaucratic, socio-political and regulatory tastes typical of a developing economy. Can you blame them if they were anxious against any threats to their industry's long term viability?

The grey area

These 50,000 or so new registrations are definitely not your one-off personal imports of Lamborghini Gallardos, Nissan GT-Rs, Range Rover Sports and Toyota Land Cruisers from Dubai. Or US-spec Toyota Sequoias, Nissan Armadas or Cadillac Escalades from the West Coast, USA. Besides, these personal imports include pre-registered, pre-owned slightly used units, which qualify for first time new registration with the LTO. This market serves car enthusiasts who are willing to spend more money to own a model that is not available from the local official importers or do not have any local franchised dealers at all.

Toyota Invests P5.4 B to Double Production Capacity

Toyota Auto Parts Philippines Inc. (TAP), a subsidiary of Toyota Motor Philippines (TMP), has invested an additional P5.4 billion to double the production capacity of its transmission plant in Laguna.

“We will be intensifying our exports of transmissions to the ASEAN and Africa,” Toyota vice president Rommel Gutierrez said in a telephone interview.

Gutierrez said they will be announcing their expansion during tonight’s celebration of Toyota’s 20th anniversary in the Philippines.

The transmission plant in Sta. Rosa, Laguna, which is operating at full capacity, has a total output of 180,000 units per year. With the expansion in place, Gutierrez said the number will increase to 330,000 units each year.

The expansion is set to be completed by the end of the month.

Toyota exports the parts to major Asian countries such as Taiwan, Vietnam, Thailand, Malaysia, Indonesia, India and even in South Africa.

The multi-billion Sta. Rosa facility is Toyota’s fourth R-type transmission production plant in the world in addition to Aisin Al Japan, Aisin Al Thailand and ToyotaKirloskar AutoParts in India.

TUESDAY FEBRUARY 21, 2012 PHILIPPINES

Toyota invests P1.4B in new Vios

Toyota Motor Philippines Corp. (TMP) is investing P1.4 billion for a new model change of the country’s best-selling passenger car, the Vios.

In an application for registration with the Board of Investments (BOI), TMP is seeking pioneer status on the full model change project that will have an annual capacity of 23,736 units.

The project, however, has come under heavy debate at the BOI management committee, which evaluates projects for approval.

sanction ba ng government yang importation or smuggling (?) ng used/ surplus cars sa Cagayan? Dapat lahat ng smuggled cars na na-confiscate, sirain at pisain para ma-convert as raw material,..pag binenta ng government yan, parang cla narin ang mga smuggler at pumapatay ng local car industry natin,..pati importation of used/ surplus na cars dapat regulated, kung may mga lokal models or something absolutely not allowed yung ganito,..

As I said in the past, Secretary Domingo is plain stupid. Despite calls from the car industry itself for the government to assist this huge industry, Domingo stupidly scrapped the MVDP.

Anyway, if these American and Japanese companies are pulling out their assembly investments, at least we can hope that the Chinese auto assemblers can fill up the gap left by these companies especially Honda and Ford.

Dyan dapat mag focus ang govt if it is really serious in ridding graft and corruption in our country. The smuggling of imported cars is crime in progress. So why is govt not doing about it? Port irene operation started a decade ago with the smuggling of motorcycles and scooters until they graduated to luxury cars. This is one of the reason why our local car industry is dying. An industry which employs thousands of workers directly and thousands more indirectly. And the amount of tax these legal assemblers pay is not peanuts too.

Pnoy should really sort out his priorities if he really wants to leave a positive legacy for the nation. Why is he so fixated on corona/gma? GMA is already in jail, whereas corona is not the supreme court. This strange obsession with gma/corona may lead others to believe that pnoy truly has problems with his mental faculty.

That would entail a huge chunk of our annual budget because of R&D. Its just throwing good money after bad. The philippines should just accept the fact that we are no longer viable as a site for manufacturing for a variety of reasons. Some of them were already stated in this thread. What the country can do is to harness the potential of our highly educated filipinos. We should concentrate on knowledge based industries instead. If china is the factory of the world then the philippines can be the office of the world. Lets focus on how we can effectively use the creativie skills of the filipinos like design, medical research, animation, architecture etc etc.
