Why not, if the investors will earn more money than they spent? By the way, over the past 45 days since the start of sales, AZN 50mln-property has already been sold in whole islands (1 AZN = 1.2723 USD). So, for now you can't say that this is not a good idea

It is not 100 but 60 billion project. The entire project is expected to be finished until 2030 or something so not a couple of years investments.
