I'm not quite sure, but I think it's most likely just a converted MG Midget or Austin Healey Sprite. There are plenty of different front and rearends for people put on them and full conversions like Ashley, Lenham or Speedwell.
But it might also be a converted MG RV8, MGB or Triumph spitfire. I'm not an expert on all the plenty of british modified roadsters, so I can't really tell these minor optical differences and variations you have to know and look for to be able to tell which modified car is based on what original exactly. I'm Assuming it's probably a converted midget, but what puzzles me about this car is that it doesn't have the original doorhandles. So if it should be one of those above mentioned converted cars then it also had working on the doors done. It looks very simmilar to an Ashley GT, but I it certainly seems to have a newer and fancier work than most converted MG Midgets (or Austin Healey Sprites) since this car here also has pretty fancy leather interior and headrests on the seats. Whatever car or conversion it is, it's most probably from the late eighties or early nineties.

A rare car here (Dubai) would be ... I don't know, a Prius pehaps. I've never seen one, although I see Mercedes Benz S400 Hybrid from time to time.
